Summary:The scientific and methodological aspects of the creation of enterprises in the territorial communitiesof Ukraine, which as a result of the decentralization reform received more opportunities and powers for theirown development and implementation of the functions of local self-government, were considered, but therewere also more obligations to ensure the stable development of their own economic systems, which aregenerators of the creation of a new added value as a source of well-being and income of the local population, payment of taxes. A study of the current state of institutional support for the development of economicsystems of regions and communities in Ukraine was carried out, taking into account the peculiarities of decentralization and local self-government reforms, as well as the challenges and tasks of the country's postwar renewal. The need for the formation of effective business entities in territorial and economic systems ofall levels as a basis for ensuring economic capacity has been substantiated. The scientific and methodological principles of creating and ensuring the development of enterprises in communities of districts and regionshave been developed as a basis for the formation of the economic capacity of regional systems with the approbation of such a scientific approach as the example of communities of the Podilsky district of the Odesaregion. There are substantiated theoretical and conceptual principles of ensuring the development of regional economic systems in modern conditions that are based on the formation in administrative-territorial units(communities, districts, regions) of elements of functional territories - growth points in the form of enterprisescapable for producing of significant added value and ensuring financial and budgetary capacity.The approach to the organization of production enterprises in regional systems has been developed. It takes intoaccount the key factors of resource and infrastructural provision of territories, the effective use of which willcontribute to better inclusion of territorial economic systems in the national and economic exchange. It wasestablished that the factors of material-resource, labor, infrastructural-logistic security of the functional territory of the Podilsky district of the Odesa region determine the expediency and efficiency of the organization ofthe production of bread products, oil, and biodiesel from local raw materials. Based on the analysis of thecurrent economic state of the Podilsky district of the Odesa region, various options for the creation of newenterprises in the territory of the district were considered and the optimal location of these enterprises wasproposed in order to provide them with necessary raw materials. A more detailed description of the results ofthe study of the efficiency of the placement of individual processing enterprises in the Podilsk district of theOdesa region will be offered in further publications on this topic.
