Zusammenfassung:A multilevel model of strategic cost management of specialized poultry enterprises in a changingeconomic environment is proposed as a synthesized and long-term set of interdependent participants (dynamic processes, mechanisms, specific principles, forms and methods) and objects (cost elements of specialized poultry enterprises) , which in some way interact in order to adjust the parameters of specialized  poultry enterprises in response to changes in the socio-economic environment, the manifestations of risksand opportunities and ensures the effectiveness of cost management of specialized poultry enterprises. Ourmodel of strategic cost management of specialized poultry enterprises is based on the tasks of rational useof the available resource potential of specialized poultry enterprises and their competitiveness, to choose aneffective strategy depending on the areas of production and economic development and sustainable development: sustainable growth or diversification strategy. . The proposed model is an auxiliary tool for developing areas for improving the strategic cost management of specialized poultry enterprises, taking into accountthe variability of the economic environment in the country. As the main method of strategic diagnostics it isproposed to use the method of strategic SWOT-analysis, which provides on the basis of diagnostic indicatorsto determine the level of influence of some factors on others and reasons of ineffective strategic behavior ofspecialized poultry enterprises in the market. solving problems arising from changes and the influence ofexternal and internal factors of enterprises. It is determined that the key to the effectiveness of strategic costmanagement of specialized poultry enterprises in a changing economic environment is the implementation ofa set of organizational and economic measures and coordination between them, aimed at ensuring effectivefunctioning of the strategy of resource potential of specialized poultry enterprises in a changing economicenvironment.
