Summary:Under modern conditions of economic development, it has been accepted that the main wealth ofany country is people, that is, human potential. Therefore, the key task of any society is to create conditionsfor the disclosure and development of human potential. The article highlights the main terms and approachesto defining the concepts of human and personnel potential. The common features and differences betweenthese concepts have been determined, taking into account the concepts of human resources management,the factors and reasons of their formation have been analyzed. A comparison of approaches to the interpretation of the terms «human potential» and «personnel potential» was made. In the combination of instrumental and social directions of determining a person's place in economic life, a complex concept of hum an potential was formed as a result of the research. The issues of the essence, specificity, formation and use of h uman potential, as well as its inertia, polysubjectivity, complexity and comprehensiveness are controversialamong scientists, therefore they have significant scientific interest and broad prospects for further research. The inertia of human potential, its polysubjectivity, complexity, specificity and comprehensivenessindicate that its formation, changes and use are extremely time-consuming and multifaceted processes. Infact, it is possible to work directly with the potentials of each employee or, in general, with the potentials ofenterprises, corporations, etc. It is often believed that the potential in general is some possibilities, sources,means, reserves that can be used in human activity. It was determined that the theoretical framework for theanalysis of the potential as a whole should have basic concepts that, on the one hand, characterize the essential components of the potential, and on the other hand, open the possibility to analyze various propertieson a unified basis and organize them. A complex concept has been formed: human potential is a broadsphere of social relations that arise as a result of the interaction of each person with a certain socioeconomic system, characterizes his abilities and opportunities for implementation, as well as the ability todevelop in order to achieve the goal of the system. It has been proven that most of the debatable issues related to human potential are a solid basis for further scientific research on this topic.
