The development of the national system of resilience, the implementation of the tasks of the post-war reconstruction Plan of Ukraine, one of the main goals of which is to achieve economic, social and environmental resilience; the formation of more sustainable supply chains necessitates the development of methodological support for resilience research in the latest conditions of challenges and threats. Market resilience, as a component of national stability, requires new scientific and methodological approaches to evaluation and management. The purpose of the article is to substantiate a methodological approach to the comprehensive assessment of the functioning of commodity markets on the basis of resilience, based on the study of the essence and interrelationships of market stability with national security, foreign experience of methodical assurance of state stability. The following methods were used: generalization, system analysis, induction, deduction, synthesis, grouping, abstract-logical. Four approaches to defining the essence of the "stability" category have been distinguished: systemic, socio-economic, ecological, security. The relationship between national security and the resilience of commodity markets as a catalyst for economic and environmental security has been substantiated. The foreign experience of methodological ensuring of the stability of states has been studied, in particular, the methodological approach to assessing the economic resilience of states by Lino Brigyglio and information panels of the stability of EU countries. Their peculiarities and common features have been established, in particular, prognostic nature, orientation to strategic forecasting in state policy, calculation of the general index of resilience for the ranking of states. The lack of indicators of market stability on the EU socio-economic resilience dashboard has been emphasized. The methodological approach to the comprehensive evaluation of the functioning of commodity markets on the basis of resilience in the duality of the conceptual and methodological bases has been justified. Its feature is the integration of resilience evaluation into the general system of product market diagnostics, the formation of a system of non-integrated indicators, divided into groups according to three approaches: reproduction, regulatory, and the concept of sustainable development. The scientific novelty of the study consists in the development of theoretical provisions of resilience in the market dimension, as well as in the development of methodological support for the comprehensive assessment of the functioning of commodity markets, the foundation of which is a conceptual basis as a synthesis of four scientific approaches, a set of principles, an extended system of non-integrated indicators that evaluate the reproduction and sustainable development of commodity markets, the effectiveness of their regulation with an emphasis on dynamics, time parameters and the context of the situation, as a methodical and analytical basis for state regulation of strategic commodity markets in conditions of instability.

Розбудова національної системи стійкості, впровадження завдань Плану повоєнного відновлення України, формування більш стійких ланцюгів постачань обумовлює необхідність розробки методологічного забезпечення досліджень резильєнтності в новітніх умовах викликів і загроз. Виділено чотири підходи до визначення сутності категорії «стійкість»: системний, соціально-економічний, екологічний, безпековий. Обґрунтовано взаємозв’язок між національною безпекою та резильєнтністю товарних ринків. Досліджено іноземний досвід методичного забезпечення стійкості держав, зокрема, методичний підхід до оцінювання економічної резильєнтності держав Lino Brigyglio та інформаційні панелі стійкості країн ЄС. Наголошено на відсутності індикаторів ринкової стійкості на інформаційній панелі соціальноекономічної резильєнтності ЄС. Обґрунтовано методологічний підхід до комплексного оцінювання товарних ринків на засадах резильєнтності в двоєдиності концептуального та методичного базисів. Його особливістю є інтегрування оцінювання стійкості в загальну систему діагностики товарних ринків, формування системи неінтегрованих індикаторів, розділених на групи за трьома підходами: відтворювальним, регуляторним, концепцією сталого розвитку.
