Food Industry Economics| Summary: | The article presents the results of the research devoted to the institutional provision of the stability of the functioning of local milk and dairy markets in the conditions of wartime commodity and territorial restrictions. Differences in the functioning of local dairy markets in peacetime and wartime have been determined. It has been emphasized that the adaptation of local milk markets to conditions of instability and security risks, as a key component of market stability, requires the development and implementation of agreed institutional mechanisms and measures of selective regulation of local reproduction processes at the state, regional and local levels. Further development of the proposal to strengthen the responsible attitude of participants to the functioning of family dairy farms has been received. A model Regulation on the creation of the Register of Prospective Households has been proposed, which will make it possible to timely eliminate cases of inefficient functioning of family farms, significantly reduce the threat of self-sufficiency of local consumer demand for dairy products in the wartime period, and create favorable conditions for the entry of family farms into equal competitive relations with other market participants in the post-war period. Attention has been focused on the need to create a self-sufficient fodder base of local dairy markets by improving legal acts and provisions related to the simplification of access procedures for using the fodder base. Recommendations have been made regarding the formation of extended commodity chains for the production and sale of own dairy products within family dairy farms. An organizational form for increasing the effectiveness of the cooperation of the Ukrainian side with international charitable organizations and funds has been proposed on the basis of strengthening the coordinating role of the Ministry of Agrarian Policy and Food of Ukraine with the aim of more uniform provision of assistance, increasing the level of cooperation with state and local authorities, and promoting the expansion of the participation of domestic enterprises in providing family farms with the necessary equipment, etc. The scientific novelty of the study consists in substantiating the priority directions for the use of institutional mechanisms and measures to ensure the stability of the functioning of local dairy markets on the basis of restoration, preservation and adaptation of the parameters of commodity traffic to the changing environment in the wartime period and the transition to balanced development in the postwar period.
