Л. The article is devoted to the use of a new model for assessing the state of threat to substantiate the effectiveness of financial support for state programs. The model makes it possible to evaluate the impact of factors and the level of effectiveness of threat prevention measures within the framework of state target programs and takes into account significant shortcomings in struggle with infectious diseases control. The research was conducted on the example of one of the most common diseases, tuberculosis. The model allows to take into account the necessary number of factors influencing the spread of diseases, to assess them and prioritize countermeasures, and to rationally allocate available resources to ensure their effectiveness. The model took into account key factors that influence the threat of the spread of the disease, such as socioeconomic conditions, state policies, sanitary and social prevention, medical factors, high-risk occupations, tuberculosis control rates and global infections. The use of an integrated approach using expert assessments, balanced convolution and taxonomy allows to assess the threats, related to tuberculosis, better and provides more efficient allocation of funding for countering tuberculosis. Despite the existence of comprehensive strategies and programs aimed at eliminating tuberculosis as a global health problem, limited financial resources and inefficient allocation of funds often lead to a number of critical shortcomings in this infectious disease control. Based on such an analysis, existing programs can be adjusted or new, more effective strategies can be developed to improve the situation. У статті використано нову модель для оцінки стану загрози для обґрунтування ефективності фінансового забезпечення державних програм. Модель дає змогу оцінити вплив чинників та рівень ефективності заходів з попередження загроз в рамках державних цільових програм та урахувати суттєві недоліки. Дослідження проведене на прикладі захворювання на туберкульоз. Під час розробки моделі були враховані ключові чинники, що впливають на загрозу поширення цього захворювання. Застосування комплексного підходу з використанням методів експертних оцінок, зваженої згортки та таксономії дають змогу краще оцінити загрози, пов'язані з туберкульозом та ефективніше розподілити фінансування протитуберкульозних заходів. Незважаючи на наявність комплексних стратегій та програм, спрямованих на ліквідацію туберкульозу, обмежені фінансові ресурси та неефективний розподіл коштів часто призводять до низки критичних недоліків у боротьбі поширення туберкульозу.
