Food Industry Economics| Zusammenfassung: | The article is devoted to the search of the optimal ways of import substitution on the domestic wine market. The features, territorial and product boundaries of this market in Ukraine have been determined. The main trends and problems of the wine market in the prewar and wartime period have been highlighted. It has been shown that the most important factors that led to the loss of a significant part of this market by Ukrainian producers were the strengthening of foreign competition, Russian aggression, the deterioration of the raw material base due to the decrease in grape harvest, unfair trading practices of retail trade networks, the low competitiveness of many enterprises, and imperfect state regulation. The experience of the USA and Australia regarding import substitution in the wine market has been analyzed. The state policy of Ukraine in the field of winemaking has been considered, the positive changes that have taken place in recent years, have been shown. It has been determined that in order to ensure import substitution on the domestic wine market, it is necessary to improve institutional support and competitive strategies of enterprises, create clusters, develop wine tourism, prohibit unfair trading practices, actively attract foreign capital, improve state regulation and state support for the sector. The draft law on grapes and viticulture products has been analyzed, its positive features and shortcomings have been determined. Changes to this project have been proposed, which relate to the creation of favorable conditions for the processing of by-products of winemaking. It has been substantiated that thanks to the significant multiplier effect, winemaking significantly affects the economy, therefore its development on the basis of state support is important for the post-war recovery of Ukraine, and for the Odesa region it can become a catalyst for economic growth. |
