Summary:The article presents the results of the research devoted to the identification of priority measures and tools for the development of the Ukrainian market of vegetables and their processing products in the war and post-war periods. The development is considered as a combination of two interrelated components: renewal of the market, which consists of the reproduction of broken connections between market subjects, restoration of logistics routes of product deliveries, etc. during the war period and reconstruction of the market through its innovative development in the post-war period. As one of the strategic directions of the development of the vegetable market, the solution to the problem of reducing the import of vegetables and their processing products, which worsened during the war, has been considered. The peculiarities of the import of vegetable products on certain varieties of vegetables, on seasonal supplies, on established and long-term relations of importers with subjects of certain market segments have been determined. The problem of import substitution in the aspect of reducing the seasonal (winter) import of vegetables on the basis of improving grant support for greenhouses with a year-round production process has been studied. The expediency of the redistribution of grant coverage in favor of small greenhouse farms has been  substantiated, which is due to the high costs and risks of operating greenhouses in the winter period. In the presence of supporting documents, it has been proposed to increase the terms of construction of greenhouses by more than one year. It has been determined that it is  appropriate to strengthen control over the operation of greenhouses by including the  indicators of the effectiveness of  grant support use in the current list: the payback period, the level of profitability of vegetable production, etc. It has been  proposed to base the determination of the number of employees according to  the need for permanent workers depending on the area of greenhouses, technological features and infrastructure conditions for their maintenance. It has been recommended to supplement the list of domestic machinery and equipment for the agricultural sector, the cost of which is partially compensated by budget funds, with technical means and equipment for the needs of small farms, in particular greenhouse farms with a year-round production process. A set of measures has been developed to prevent the further spread of imports of dried products by extending marketing support to commodity producers at the level of rural communities and economic entities, in particular, as part of agricultural cooperatives. In the composition of processed vegetables, a comparative analysis of frozen, canned and dried products has been performed. Compared with frozen vegetables, the advantages of the production of dried vegetables as a factor in preventing the spread of imported products have been determined.Some measures have been  proposed to strengthen the role of marketing at the local level of rural communities and economic entities by determining the target markets for product sales.
