Summary:The article provides a critical analysis of modern methodical approaches to diagnosing market systems on the basis of threat resilience through the prism of the experience of foreign countries and Ukraine. The main methods have been systematized with the identification of their target benchmarks, indicators, tools and assessment procedures. Particular attention has been paid to the concept of multidimensional resilience, which is becoming the “new compass” of European policy since 2020. It has been established that the advantages of the resilience information panels of the EU countries are a clearly structured system of quantitative indicators in 4 dimensions (socio-economic, “green”, digital and geopolitical), which characterizes the potential and vulnerabilities of resilience. The limitations of the resilience panels include the dominance of social indicators, the lack of indicators for assessing the resilience of domestic markets and the industrial sector of the economy. Modern methods for diagnosing the resilience of market systems emerged within the MSD-approach (Market System Development). Their feature is the quantification of 8 structural and behavioral characteristics of the resilience of market systems based on the theory of changes in their state from reactive to proactive. The advantages of the MSD approach are the use of a multidimensional system of indicators, divided into fast and slow variables, as well as an expanded interpretation of changes in characteristics. The development of the MSD-approach is the diagnosis of systemic changes as an iterative process of planning, assessing, analyzing and reporting on targeted interventions in market systems (main and auxiliary). The advantage of this approach is a dual procedure for assessing general and local changes, the possibility of adjusting intervention strategies and plans, as well as the product boundaries of market systems. The disadvantages include the lack of a clear system of indicators. Despite the differences, the methodical approaches considered have some common features, such as: multidimensionality of system resilience, use of general indices for ranking countries, construction of extended indicator systems, quantification of indicators, as well as predictive orientation of the methods, the ability to plan and predict the reactions of market systems to certain threats and the development of preventive measures on this analytical basis. The scientific novelty of the study lies in identifying the features, stages, diagnostic procedures and indicator systems of various methodical approaches to assessing resilience in the context of their implementation in market research in the conditions of Ukraine's revival. The results of the study form a scientific and methodical basis for integrating the concept of resilience of strategic markets into the public administration system of Ukraine.
