Prospects for strategic personnel management in the defense sector |
| description |
The article comprehensively examines the prospects for strategic personnel management in the Armed Forces of Ukraine (AFU), taking into account dynamic changes in the security environment and the need to adapt military structures to modern challenges. In particular, the impact of the protracted war with Russia on personnel policy is analyzed, which requires a review of traditional approaches to human resource management, the development of new methods of selection, training and retention of personnel in conditions of increased work load for military personnel. Special attention has been paid to attracting highly qualified specialists from the civil sector and integrating the latest technologies into the personnel management system. The key problems that arise in the process of implementing strategic personnel management have been considered: the lack of qualified personnel that meet the modern requirements of conducting hostilities; moral and psychological exhaustion of military personnel due to prolonged military aggression and frequent rotations; problems of adaptation of veterans to civilian life and their further employment. The shortcomings of the existing system of military education, which needs to be reformed in order to improve practical skills, leadership qualities and innovative thinking among future commanders, have separately been analyzed. The article also offers comprehensive ways to solve these problems, including such key areas as the introduction of modern information technologies to optimize personnel management processes, in particular, automation of personnel accounting, evaluation systems and talent development. The importance of increasing the prestige of military service through the improvement of social security for military personnel, the development of the institute of military leadership, and the introduction of psychological support and rehabilitation programs has been emphasized. In addition, the authors emphasize the need to strengthen international cooperation with NATO countries in order to share experience in the field of human resource management and the integration of the best global practices. Thus, the article formulates strategic directions for the development of the personnel management system in the Armed Forces of Ukraine, aimed at increasing their combat capability and readiness to respond effectively to modern threats. The implementation of these changes will contribute not only to the strengthening of the country's defense capabilities, but also to the improvement of the social protection of the military personnel, the growth of their motivation and long-term professional development. |
