Food Industry Economics| Summary: | The article considers modern trends of state support for financing scientific research in Ukraine and the features of managing these processes using the example of the agricultural sector. The goal is to study the impact of new economic realities caused by crisis processes through martial law on the financing of science. To achieve the stated goals of the study, the following scientific tasks have been defined: features of regulatory support for financing scientific research, statistical analysis of financing costs and achieved macro-indicators of the agricultural sector, the formation of the innovative strategy for post-war renewal. The general methodological tools of economic theory, comparisons and statistical analysis, formalization, and generalization have been used. The dynamics of financing scientific research by the sources and structure have been analyzed. It was found that for 2021-2024 there was a decrease in the share of budget financing and an increase in own funds and from other sources in the financing structure. The strategic goals of the development of agricultural science and the possibilities of their financial support have been identified. The study of the impact of new economic realities caused by crisis processes through the martial law on the financing of science in Ukraine indicates the need for a significant increase. This is due to the fact that agricultural science is almost entirely financed from the State Budget, and the change in priorities to almost exclusively ensuring national security, forces science to be financed on a residual basis. State regulation of the development of agricultural innovations is strengthened by new regulatory documents, the development and implementation of updated budget programs for financing science. Statistical analysis of the costs of financing agricultural science and the analysis of achieved macro indicators for the period 2021-2024 indicate a decrease in the share of budget financing and an increase in funds from domestic and foreign sources in the structure. However, research centers have received expanded access to resources with high ratings of scientific activity and the development of international partnerships. The formation of the innovative strategy for post-war recovery involves increasing the influence of science on the society, technology transfer and, necessarily, a significant increase in funding. Prospects for further research include studying foreign experience in financing science and innovation in the agricultural sector and determining the directions for its adaptation in the domestic practice of post-war reconstruction. |
