Summary:The article explores the role and significance of financial policy in shaping an effective food security strategy for Ukraine under conditions of socio-economic instability, military aggression, and global transformations in agricultural markets. It has been demonstrated that modern state financial policy should be aimed  to ensure sustainable development of the agro-industrial complex, strengthen domestic agricultural production, support small and medium-sized agribusinesses, and protect economic access to food for the population. It has been emphasized that food security is not a narrowly sectoral concept but integrates economic, social, and national security aspects, with financial policy acting as a key coordination instrument across these areas. The study analyzes wartime challenges that highlight the need for rapid and flexible financial mechanisms, including concessional lending, agricultural insurance, budgetary support for producers, and investment stimulation in rural infrastructure. Key directions for improving financial policy have been outlined to achieve sustainable food sovereignty. These include the formation of a coordinating body for food security, a revision of financial priorities within the framework of state agricultural policy, and the activation of international technical and financial assistance tools. The article is based on the analysis of current literature and practical case studies, which allows to develop a comprehensive approach to financial support for Ukraine's food security. Particular attention is paid to the development of public-private partnerships as a tool for mobilizing resources to support sustainable agricultural production. It has been stressed that without long-term strategic financial planning in food policy, Ukraine risks losing not only its internal food stability but also its positions on external agricultural markets. Thus, the formation of an effective financial policy is a key prerequisite for strengthening Ukraine's food security during a crisis and in the long-term perspective. The proposed approaches may serve as a foundation for state-level decisions in food policy, the development of targeted financial support programs for the agricultural sector, and the integration of national food security into the broader framework of national security.
