The purpose of the work is to develop recommendations for the implementation of long-term planning in Ukraine’s heat supply sector. The tasks of the work consist in a review of European experience in this field, analysis of the relevant Ukrainian legislation, and determining directions for its improvement. The methods of research include the study of literary, statistical and other data, analysis of regulatory acts. It is shown that lately there have been stable negative trends in the district heating (DH) sector of Ukraine, while the state policy in this area is now uncertain. At present, in the country there are virtually no national and regional strategic documents that contribute to the long-term planning of district heating. The working Concept of implementation of the state policy in the field of heat supply has a number of shortcomings and cannot be a sufficient basis for the implementation of planning at the national level. City heat supply schemes, which are the only regional-level document in the field of heat supply, are not binding for realization and do not take into account the targets of relevant national-level documents. Normative legal acts of Ukraine that regulate relations in the field of heat supply, require considerable revision and introduction of the norms that establish the procedure for the implementation of long-term planning in the DH sector. It is advisable to keep district heating in Ukraine and develop efficient DH systems with the aim to provide the population of the country with reliable and high-quality heat supply. The first steps in this direction should include the development of the Heat Supply Strategy by 2035, implementation of the zoning principle while developing heat supply schemes and making the schemes mandatory for implementation. In addition, it is necessary to ensure the consistency of the target indicators included in the regional (city) heat supply schemes with the corresponding national targets. |

Целью работы является разработка рекомендаций для внедрения долгосрочного планирования в секторе теплоснабжения Украины. Задачи работы заключаются в обзоре европейского опыта в данной сфере, анализе соответствующего украинского законодательства, определении направлений для его совершенствования. Методы исследования включают изучение литературных, статистических и других данных, анализ нормативно-правовых актов. Показано, что в последние годы наметились устойчивые негативные тенденции в секторе централизованного теплоснабжения (ЦТ) Украины, при этом государственная политика в этой сфере в данный момент является неопределенной. На сегодня в стране фактически отсутствуют как общегосударственные, так и региональные стратегические документы, способствующие долгосрочному планированию централизованного теплоснабжения. Действующая Концепция реализации государственной политики в сфере теплоснабжения имеет ряд недостатков и не может быть достаточной базой для реализации планирования на национальном уровне. Городские схемы теплоснабжения, представляющие собой единый документ регионального уровня в сфере теплоснабжения, не являются обязательными для исполнения и не учитывают целевые показатели соответствующих документов общегосударственного уровня. Нормативно-правовые акты Украины, регулирующие отношения в сфере теплоснабжения, нуждаются в существенной доработке и внесения в них норм, устанавливающих порядок осуществления долгосрочного планирования в секторе ЦТ. Целесообразно сохранить ЦТ в Украине и развивать эффективные системы ЦТ с целью долгосрочного надежного и высококачественного обеспечения населения страны тепловой энергией. Первоочередные шаги в этом направлении должны включать разработку Стратегии теплоснабжения до 2035 года, внедрение принципа зонирования при разработке схем теплоснабжения и предоставления им статуса обязательных для исполнения. Кроме того, необходимо обеспечить согласованность целевых показателей, включенных в региональные (городские) схем теплоснабжения с соответствующими национальными целями. Метою роботи є розробка рекомендацій для запровадження довгострокового планування в секторі теплопостачання України. Завдання роботи полягають в огляді європейського досвіду в даній сфері, аналізі відповідного українського законодавства, визначенні напрямків для його вдосконалення. Методи дослідження включають вивчення літературних, статистичних та інших даних, аналіз нормативно-правових актів. Показано, що останніми роками намітились стійкі негативні тенденції в секторі централізованого теплопостачання (ЦТ) України, при цьому державна політика в цій сфері є наразі невизначеною. На сьогодні в країні фактично відсутні як загальнодержавні, так і регіональні стратегічні документи, що сприяють довгостроковому плануванню централізованого теплопостачання. Діюча Концепція реалізації державної політики у сфері теплопостачання має ряд недоліків і не може бути достатньою базою для реалізації планування на національному рівні. Міські схеми теплопостачання, що являють собою єдиний документ регіонального рівня в сфері теплозабезпечення, не є обов’язковими для виконання і не враховують цільові показники відповідних документів загальнодержавного рівня. Нормативно-правові акти України, що регулюють відносини у сфері теплопостачання, потребують суттєвого доопрацювання та внесення до них норм, що встановлюють порядок здійснення довгострокового планування у секторі ЦТ. Доцільно зберегти ЦТ в Україні і розвивати ефективні системи ЦТ з метою довгострокового надійного і високоякісного забезпечення населення країни тепловою енергією. Першочергові кроки у цьому напрямку повинні включати розробку Стратегії теплопостачання до 2035 року, впровадження принципу зонування при розробці схем теплопостачання і надання їм статусу обов’язкових для виконання. Крім того, необхідно забезпечити узгодженість цільових показників, включених до регіональних (міських) схем теплопостачання, з відповідними національними цілями.
