Nuclear and Radiation SafetyРезюме: | This article is a continuation of the initiated series of scientific articles in this journal devoted to the development, improvement and harmonization of the regulatory framework on nuclear and radiation safety for research nuclear installations. Until recently, the regulatory framework on nuclear and radiation safety for research nuclear installations was quite limited and outdated, because Ukraine inherited it from the former USSR and it was not updated for a long time, therefore, did not fully meet up-to-date international safety recommendations for nuclear research installations. The most up-to-date requirements, such as NP 306.2.183-2012 General Safety Provisions for Nuclear Subcritical Installation, were put into effect in Ukraine in 2012, however, the scope of their application extended only to a certain type of nuclear research installations. In 2020, on the own initiative of the State Nuclear Regulatory Inspectorate of Ukraine, under scientific and technical support of State Enterprise “State Scientific and Technical Center for Nuclear and Radiation Safety”, a new stage has started in updating and improving the national regulatory framework on nuclear and radiation safety for research nuclear installations, in particular, within international projects. The development of new regulations on nuclear and radiation safety for nuclear research installations is based on the recommendations of the International Atomic Energy Agency (IAEA) and the Western European Nuclear Regulators Association (WENRA) reference levels for nuclear research installations and reactors. In this article, the authors analyze the current regulatory framework on nuclear and radiation safety for nuclear research reactors, its status, prospects and measures for update, including its harmonization with the relevant European Union standards, IAEA recommendations and WENRA reference levels, in particular within implementing SNRIU regulatory plans. |
