The issue of determining the final approach to the decommissioning of NPP power units is becoming more and more relevant every year. The activity that should be performed at the beginning of the implementation of this complex set of organizational and technical measures is the determination of the scope and content of both preparatory activities and decommissioning as a whole. This, in turn, is connected with the need to create a single set of legislative and regulatory documents to manage the activities of this complex process. Suggestions for revision of current and development of new regulatory documents within the hierarchical structure of regulatory and legal documents were provided. A separate important issue is the adjusting of the approach to the determination and justification of the option of NPP unit decommissioning. Currently, it is performed according to the multifactor analysis methodology, which was developed in 2012. Based on a general analysis of current regulations and documents on the management of NPP decommissioning activities, the risks of applying the current multifactor analysis methodology to determine the relevant option for NPP unit decommissioning were considered. The application of a two-stage approach to the selection and justification of the option for NPP unit decommissioning using this methodology is proposed. The need to clarify and specify the criteria and factors used when applying the methodology is determined. Suggestions are provided as to which factors are mandatory for consideration as relevant initial data and which calculations shall be performed mandatory, and which as additional ones. The possible occurrence of any of the considered risks is determined and possible ways of mitigating / avoiding are proposed.
