Summary:Within the concept of improving the regulatory and legal framework of Ukraine on nuclear and radiation safety, the paper justifies the need for separation of proven and generally accepted safety principles formulated in the legal and regulatory documents as obligatory (“regulatory”) requirements and “technical” requirements established in the standards of the operating organizations and/or codes of standard practices, which explain in details regulatory requirements from the documents of higher level. The paper considers the results based on the development of first in Ukraine standards, regulations and rules on functional safety of instrumentation and control systems and their components, where the separation of regulatory and technical requirements is implemented.
