Conceptual bases, method and economic-mathematical model of the system-coordinated regulation of prices and tariffs on energy-capacious products, services and fuel-and-energy resources, which are spent on production, delivery and consumption of these products and services, taking into account efficiency of the use of the attracted investments on realization of measures on the increase of energy efficiency and energy-savings are considered. The components of prices and tariffs, depending on the coefficients of economic and energy efficiencies of enterprises activities and place of their location in the chain of the system producer-supplier-consumer are determinate. The normative-and-legal aspects of application of offered method and model in the field of housing-and-communal services are considered. Запропоновано концептуальні засади, метод та економіко-математичну модель системно-узгодженого регулювання цін і тарифів на енергоємні продукти і послуги та паливно-енергетичні ресурси, що витрачаються на вироблення, постачання та споживання цих продуктів і послуг, з урахуванням ефективності використання залучених інвестицій на реалізацію заходів з підвищення енергоефективності та енергозбереження. Визначено складові цін і тарифів залежно від коефіцієнтів технологічної та економічної ефективності діяльності суб'єктів господарювання та місця їх розташування в ланцюгу системи "виробник - постачальник - споживач". Розглянуто нормативно-правові аспекти застосування запропонованих методу та моделі у сфері житлово-комунальних послуг.
