Theoretical and practical (taking Ukraine as an example) analysis of the fundamental, defining and attendant factors of forming the domestic and foreign state energy policy conception has been fulfilled. The current condition and problems of practical realization of the Ukraine's energy policy conception which bases on dominating the first fundamental factor have been examined in the article as well as international and national benefits of this conception realization, taking the long-term development of the national gas and oil pipeline systems into consideration. Виконано теоретичний та практичний (на прикладі України) аналіз основних, визначальних та супровідних факторів формування концепції внутрішньої та зовнішньої енергетичної політики держави. В статті розглянуто сучасний стан, проблеми практичної реалізації, а також міжнародні та національні вигоди від домінування першого основного фактора в концепції енергетичної політики України з урахуванням перспектив розвитку національних газо- і нафтотранспортної систем.
