Zusammenfassung:In power system of Ukraine there is no automatic frequency and power control (AFPC), whose existence is a prerequisite for Ukrainian energy system accession to the European one.Unlike most countries in the power system of Ukraine the AFPC system to be based not on traditional principles (the system power unbalance compensation by the power generation increasing), but based on the use of system controllable loads (to compensate the unbalance of power by decreasing in electricity consumption).As system users, controllable loads should be used electric generators of heat, namely, heat pump stations and thurmer with storage heaters, which makes it possible to provide an effective heat supply even with significant breaks in electricity supply.Developed and tested mathematical model of the system AFPC constructed on the basis of thermoelectric controllable loads. The model provides an opportunity to explore transient fault processes in the power system when working with AFPC described structure. Consequently the modeling, there is defining of law of control and system parameters, which at minimum cost provide its required performance and characteristics.The proposed structure of AFPC significantly exceeds the system of similar purpose, built on traditional principles by the main characteristics (volume of investments needed, the operation speed, precision frequency control, cost, etc.).
