System Research in Energy| Резюме: | The problem of optimization objective function choice for the purposes of energy development scenarios building, that is adequate for condition of liberalized and globalize energy sources markets is actual for today, because of the use of traditional objective functions, which are based on minimization of levelised expenditures for development and functioning of energy under these conditions became incorrect.Taken into account above mentioned, in the article is explained new approach for such kind of objective functions construction and methodical basements of development of energy scenarios development.As generalized objective function of energy scenarios development is used criterion based on the definitions of marginal costs and price sustainability of energy source market in the future are defined in the article. The use of the criterion is minimized the prices for energy sources for end-users, ensuring the appropriate level of energy producers’ profitability and maximized the sustainability of the salvation being obtained.The methodical basements of energy sector scenarios development based on use of proposed criterion were established. The two-steps algorithm is proposed. First step is dedicated for defining of possibilities to cover energy demand exclusively by market-driven forces with take into account requirements of energy security about energy sources and amount of import, and the second step — possibilities of using sate regulations and influences to solve energy supply problems, if it is impossible to solve by market-driven forces. |
