The object of research is the projects of a modernization of heat supply systems in population centers and industrial enterprises, including such projects as a modernization and the replacement of boilers, replacement of natural gas with bio-fuel, installation of heat pumps, replacement of out-of-repair pipe sections of the heat networks with pre-insulated pipes, thermomodernization of buildings, and other energy-efficient projects.The research objective is the development of a method of selection of energy-efficient projects under the conditions of financial constraints. To this end, a substantial mathematical problem is posed.Since the project realization saving can be determined by analytic methods, whereas other criteria cannot be determined in this way, it is proposed to use an expert-analytic approach.To solve the problem, a special tool of MS Excel electronic spreadsheets “Search for solutions” is used.The developed methodical approach can be used in the formation of urban, regional, sectoral, and target energy-efficiency programs which are realized under the conditions of financial constraints and in the presence of a great number of alternative proposals.
