System Research in Energy| Zusammenfassung: | The hierarchical model of optimization of the ecological parameters of housing and communal services of Ukraine is proposed. The application of mechanisms of hierarchical management and the consideration of the process of modernization and development of housing and communal services as a sequence of the states of optimum equilibrium for each level of hierarchy at each of the discrete time moments under the action of investments as the controlling actions allow the calculation of the optimum ecological, economic, and power parameters of technologies of production, supply, and consumption of housing and communal services now and in prospect. Some high-complexity tasks are solved. As a result, the optimum ecological and economic parameters and the scenarios of development of housing and communal services are determined with regard for the given limits on the volumes of financing of the exploitation and development, as well as the payments for the ecological loading on the environment. |
