Об’єктом дослідження є системи теплозабезпечення населених пунктів, включаючи теплові джерела, мережі та будівлі. Викладено проблемні питання щодо об’єктів, які розглядаються.Метою дослідження є розгляд деяких концептуальних питань: комплексний системний підхід, багатоваріантність задачі, яка розглядається, довготривале прогнозування цін на паливно-енергетичні ресурси та попиту на теплову енергію, проведення енергоаудитів, впровадження систем енергетичного менеджменту та широке використання енергетичного перфоманс-контрактингу.Розроблений методичний підхід може бути використаний під час розробки концепцій, стратегій і планів модернізації теплозабезпечення населених пунктів на місцевому та державному рівні, а також при розробці нормативно-правового та нормативно-методичного забезпечення, необхідного для реалізації цих програмних документів.
