| description | The challenges of the implementation of harmonized standards for the emission of air pollutants in the United power system of Ukraine (UPSU) in the context of the possibility of its work jointly with the union of the power systems of European countries are discussed. The methodological approaches to the evaluation of the efficiency and the scope of implementations of the measures to ensure their realization are described. The scope of implementation of the measures is evaluated, provided the objects of UPSU will meet the harmonized standards of air pollutant emissions till 2018.The results obtained show that it is practically impossible to ensure the compliance with the EC standards for air pollutant emissions the during this period of time due to the current technical and ecological states of the available facilities, significant amounts of required investments, and resource constraints. Therefore, it is proposed to extend the term of the implementation of harmonized emission standards till 2030 on the basis of the development of the National plan aimed at the reduction of emissions, which foresees a gradual decrease of the emissions of Ukraine’s thermal power plants to the relevant standards. |

В статті викладено проблеми виконання гармонізованих нормативів викидів забруднювачів у повітря в Об’єднаній енергосистемі України у контексті забезпечення можливості її спільної роботи з об’єднанням енергосистем європейських країн. Наведено методичні підходи щодо оцінки ефективності та обсягів впровадження заходів для забезпечення їх виконання. Проведено оцінку обсягів впровадження заходів для виконання об’єктами ОЕС гармонізованих нормативів викидів забруднювачів у повітря до 2018 року. Результати досліджень показали, що забезпечити виконання гармонізованих вимог до викидів забруднювачів у повітря за цей період часу практично неможливо, що зумовлено поточним технічним та екологічним станом існуючих потужностей, значними обсягами інвестицій та ресурсними обмеженнями. Тому запропоновано подовжити термін виконання гармонізованих нормативів викидів до 2030 року на основі формування Національного плану зниження викидів, в якому передбачається поступове приведення показників ТЕС країни до відповідних нормативів.
