Summary:The liberalization process in the electric power sector is running for more than 25 years. But the scientific substantiation of the expediency of this process and the estimates of the efficiency of introduction of market mechanisms into the electric power sector are not available till now. This makes it actual to solve the scientific problem of the formation of theoretical foundations of the estimates of the efficiency of various models of the regulation of activities in the electric power sector.We present the theoretical basis and the methods of evaluation of the efficiency of such models, by using the trajectory approach to the study of large power systems with regard for specific features of the development and the functioning of Ukraine’s UPS, as well as the specificity of various models of control over the electricity market concerning, in particular, the pricing and the mechanisms of formation of the generating capacities.As the evaluation criteria, we take the following statements:– the possibility to provide the power balance in UPS;– to ensure the minimum level of average prices of electric power for consumers, while having economically justified prime prices.It is proved that the introduction of market-based management models in the electric power sector is not reasonable, and that’s why:– the unlikely positive effects of this introduction would be temporal;– to ensure the reliability of power supply with the passage of time, it is necessary to go back to the centralized administration of the development and the operation of UPS;– the average level of prices on the electricity market, while using the market model, would be much higher than that using the monopolistic model.That’s why the further liberalization of the power market in Ukraine as the implementation of a market model on the basis of bilateral agreement and balancing market is not advisable.It is illustrated with the results of calculations of the economic consequences of the introduction of a market model in Ukraine’s power sector for consumers.
