System Research in Energy| Zusammenfassung: | The tasks of development and functioning of generating capacities of the united power system of Ukraine (UPS) must be performed by the corresponding management system. The system has to ensure secure meeting demands and price minimization for the customers. The article proves performing of the tasks to become possible due to the centralized management of development and functioning of UPS on a scheduled basis. The article reveals inefficiency of the proposed structure of the whole-sale electricity market on a bilateral agreement model basis (BAM). Creation of a national electricity market management system grounded on market management methods was proved to be disadvantageous.In order to solve the market regulation problems the authors analyzed European experience and proposed to apply mechanisms of “secure investments into capacity” (SIC) to implement generation capacities required for secure meeting the consumer electricity demand. Upon an intensive analysis of legislative acts and comparison of DAM and SIC, the transformation of the wholesale market of electricity (WME) model into DAM was acknowledged to be disadvantageous at any method of its realization due to lack of preconditions for its implementation in Ukraine as well as due to the objective defects of this model, such as inability to balance generating capacities development, considerable financial risks, unjustified increasing prices for the consumers etc. At the same time, implementation of the SIC model in Ukraine was proved to require no significant organizational transformations but only to provide for certain changes in authorities and duties of regulating bodies and subjects of economic activity of the electricity market. The article provides some recommendations as to realization of the development management algorithm aimed at implementation of the SIC system, as well as to implementation of the “economically grounded minimization of electricity prices”. Some changes to the law “About electric power engineering”, required to implement the above mentioned model, are proposed in the article. The proposed structure and organization of the national electricity market activity ensures the ability of effective management of development and functioning of power engineering complex of Ukraine and enables minimizing of technological and economical risks for both the customers and the energy generating companies. |
