System Research in Energy| Резюме: | Evaluation of need for TPP capacities, executed for two alternative scenarios of Ukraine's power engineering development at fast and slow rates of development of renewable energy sources, has revealed meeting of 2001/80/EU Directive requirements as to the standards of air pollutant emissions to be virtually impossible before January 1, 2018. Therefore, it’s recommended to extend the term of implementation of these requirements till 2030.The evaluation of effective development options for TPP of UPS till 2030 revealed the scenarios that are more in line with the national interests of Ukraine. These are the scenarios, which include a low-cost reconstruction of existing coal-fired plants till 2020, bringing air pollutant emissions in compliance with EU standards at oil-gas HPP, implementation of pilot complex reconstruction projects at coal-fired plants and construction of new facilities at existing sites.The studies revealed the accelerated development of renewable power sources to lead to a greenhouse gas emission increase under conditions of their parallel operation in UPS of Ukraine. Key objectives and measures to implement in the Ukraine’s UPS air pollutants emission standards, harmonized with the European ones, and to provide an economically feasible minimization of greenhouse gas emissions were defined. An immediate start of negotiations with the Energy Community partners on extension of the Directive 2001/80/EC requirements till January 1, 2030 has been recommended along with elaboration and approval of generating capacitiy development plan and implementation of measures on ecologization of the ukrainian fhermal power engineering as well as creation of a permanent monitoring system for the plan realization. |
