description Evaluation of need for TPP capacities, executed for two alternative scenarios of Ukraine's power engineering development at fast and slow rates of development of renewable energy sources, has revealed meeting of 2001/80/EU Directive requirements as to the standards of air pollutant emissions to be virtually impossible before January 1, 2018. Therefore, it’s recommended to extend the term of implementation of these requirements till 2030.The evaluation of effective development options for TPP of UPS till 2030 revealed the scenarios that are more in line with the national interests of Ukraine. These are the scenarios, which include a low-cost reconstruction of existing coal-fired plants till 2020, bringing air pollutant emissions in compliance with EU standards at oil-gas HPP, implementation of pilot complex reconstruction projects at coal-fired plants and construction of new facilities at existing sites.The studies revealed the accelerated development of renewable power sources to lead to a greenhouse gas emission increase under conditions of their parallel operation in UPS of Ukraine. Key objectives and measures to implement in the Ukraine’s UPS air pollutants emission standards, harmonized with the European ones, and to provide an economically feasible minimization of greenhouse gas emissions were defined. An immediate start of negotiations with the Energy Community partners on extension of the Directive 2001/80/EC requirements till January 1, 2030 has been recommended along with elaboration and approval of generating capacitiy development plan and implementation of measures on ecologization of the ukrainian fhermal power engineering as well as creation of a permanent monitoring system for the plan realization.

Проведена оцінка потреби в потужностях ТЕС для двох альтернативних сценаріїв розвитку електроенергетики України при швидкому та повільному темпах розвитку відновлюваних джерел виробництва електроенергії показала, що забезпечити виконання вимог Директиви 2001/80/EC до 1 січня 2018 року практично неможливо. Тому термін виконання цих вимог рекомендовано подовжити до 2030 року. При проведенні за цих умов оцінки ефективних варіантів розвитку ТЕС ОЕС України до 2030 року визначено, що національним інтересам більше відповідають сценарії розвитку теплової генерації, які передбачають проведення до 2020 року маловитратної реконструкції існуючих вугільних ТЕС, приведення викидів забруднювачів у повітря до норм ЄС на газомазутних ТЕС, реалізацію пілотних проектів з комплексної реконструкції вугільних ТЕС і будівництво нових потужностей на існуючих майданчиках. Проведені дослідження показали, що прискорений розвиток відновлюваних джерел енергії призведе до зростання викидів парникових газів при їх паралельній роботі в ОЕС України. Визначено головні задачі та заходи виконання в ОЕС України гармонізованих з європейськими нормативів викидів забруднюючих речовин і забезпечення економічно виправданої мінімізації викидів парникових газів. Рекомендовано терміново розпочати переговорний процес з партнерами по Енергетичному Співтовариству щодо відкладання виконання вимог Директиви 2001/80/EC до 1 січня 2030 року з розробкою й затвердженням плану розвитку генеруючих потужностей і реалізації заходів з екологізації теплової енергетики України, створенням постійно діючої системи моніторингу виконання цього плану.
