Запропоновано розроблену структуру балансово-оптимізаційної моделі визначення обсягів власного видобутку та імпортування вугілля з урахуванням підвищення конкурентоспроможності галузі за рахунок зменшення собівартості видобутку вугілля на підприємствах державної форми власності після проведення заходів з їх реконструкції та модернізації. Розроблена модель враховує одночасне споживанням окремих марок вугілля в умовах обмежених можливостей власного видобутку та обмеженої пропускної здатності морських портів країни. Виконання балансу надходження та споживання вугільної продукції виконується за рахунок її імпортування.
