This paper describes trends in the development of district heating systems and specific features of the functioning of heat supply systems in Ukraine. Prerequisites for the creation of local thermal energy markets in district heating systems are determined. The comparative characteristic of thermal and electric energy as a commodity is performed.The purpose of this work is to analyze the features and determine the principles of formation of local thermal energy markets by comparing with the experience of formation and functioning of the electricity market in Ukraine.It is determined that electric energy has a completely different physical nature as compared with thermal energy. Unlike thermal energy, electric energy is a homogeneous commodity and is much less limited in the distant of transportation along main and distribution networks. But if we consider electric energy as a commodity as a whole, then thermal energy can obey the rules of electricity market and be determined by the corresponding analogies with regard for the differences that take place.The conclusions assert that the markets of electric and thermal energy have a common basis in the form of essence of the energy market. Most of the principles of functioning of the electricity market can be transmitted to local thermal energy markets at its creation. Taking into account the common signs of electricity and thermal energy markets, one can speak about integration of the thermal energy market into the electricity market in the future after its creation, according to the tendencies of development of district heating systems. It is also possible to adopt the legislation of electricity market as a basis for the creation of local thermal energy markets. |

В даній статті описані тенденції розвитку систем централізованого теплопостачання та особливостей функціонування систем теплопостачання в Україні. Визначені передумови створення локальних ринків теплової енергії в системах централізованого теплопостачання. Виконана порівняльна характеристика теплової та електричної енергії як товару.Метою даної роботи є аналіз особливостей та визначення принципів формування локальних ринків теплової енергії із співставленням досвіду формування і функціонування ринку електричної енергії в Україні.Визначено, що електрична енергія має абсолютно інший фізичний характер, по відношенню до теплової енергії. На відміну від теплової енергії, електрична енергія є однорідним товаром і значно менше обмежена у дальності транспортування через магістральні та розподільчі мережі. Але, якщо розглядати електричну енергію як товар в цілому, то, теплова енергія може підпорядковуватись правилам ринку електричної енергії та визначатись відповідними аналогіями із врахуванням відмінностей, які мають місце.У висновках визначено, що ринки електричної та теплової енергії мають загальну основу у вигляді сутності енергетичного ринку. Більшість принципів функціонування ринку електричної енергії можуть бути перенесені на локальні ринки теплової енергії при його створенні. Враховуючи спільні ознаки ринків електричної та теплової енергії, можна казати про інтеграцію ринку теплової енергії в ринок електричної енергії у майбутньому після його створення, згідно тенденцій розвитку систем централізованого теплопостачання. Також, можливе прийняття законодавчої бази про ринок електричної енергії за основу, при створенні локальних ринків теплової енергії.
