Summary:The article considers the potential of a holistic approach to the electric power system, district heating and municipal infrastructure of settlements. The proposed holistic approach is implemented at the local, regional and national levels. The article analyses a range of investment projects that can help to realise this potential, including cogeneration, heat storage, and electric heating. Particular attention is paid to synergistic and multi-efficiency projects. The concept of energy system sustainability is considered. The author proposes a fundamentally new structure and basis for the functioning of the electric heat system, which combines the national energy system and district heating systems by electrifying heat supply through the use of energy from autonomous variable renewable energy sources and the capacities of traditional power plant generation in electric boilers that do not require standardised power quality indicators. The interrelationships between energy sectors, buildings and municipal infrastructure sectors are traced. Quantitative assessments of some projects are carried out on the example of the integrated energy system of Ukraine and district heating systems. The author proposes directions for improving the national legislative and regulatory framework for implementing a holistic approach to the electricity sector, district heating and municipal infrastructure of settlements.
