A plasma-drop mechanism of formation of a tornado, this latter being an intensive atmospheric whirlwind rotating under a thunderstorm cloud, is proposed. A tornado is considered as an attachment controllable gas discharge created in the atmosphere by a strong cloud charge in the presence of a geomagnetic field. The general theory of the atmospheric-cloud gas discharge is constructed, the electric and magnetic structures of plasma of a whirlwind under a round infinitely thin charged disk is calculated. Предложен плазменно-капельный механизм образования смерча – интенсивного атмосферного вихря, вращающегося под грозовым облаком. Смерч рассматривается как контролируемый прилипанием газовый разряд, создаваемый в атмосфере сильным облачным зарядом в присутствии геомагнитного поля. Построена общая теория атмосферно-облачного разряда, дан расчет электрической и магнитной структуры плазмы вихря под круглым бесконечно тонким заряженным диском.
