Розглянуто механізм підвищення ефективності використання власних ресурсів комунального підприємства, залучених коштів міста та інвесторів на реалізацію енергозберігаючих заходів, що апробовано на комунальних підприємствах тепло-, водопостачання та водовідведення. Показано, що ключову роль у підвищенні ефективності мають договори підряду між підприємством та місцевою владою.
