Розглянуто концептуальні засади створення муніципальних систем економічного стимулювання енергозбереження, призначених для підвищення ефективності управління залученням і використанням коштів міського бюджету, міських комунальних підприємств, бюджетних установ та інвесторів на реалізацію енергозберігаючих заходів. Показано, що ключову роль у підвищенні ефективності використання бюджетних коштів повинні відігравати ринкові механізми економічного заохочувального регулювання та стимулювання енергозбереження.
