| description | The main objective of the Energy Strategy of Ukraine till 2030 is to bring the country's power industry in the state that complies with international requirements for efficiency, environmental performance and reliability of power supply. It requires improvement of legal base of electric power in Ukraine.Systematization and analysis of existing international, interstate, national and industry standards in the industry had been based on the concept of technical energy systems (SET), which embodies the methodology for functional simulation of problem domain and together with the solution of technical and economic issues provides an opportunity to consider a multi-aspect global impact of power objects on the environment and social issues. Applying the concept of SET has revealed that in Ukraine there are no standards regarding whole directions for the development of the electricity sector, which already exist at the international level, and the available documents do not cover all aspects of modern production and environmental problems.It is determined that regulations basis updating in the electric power industry should be on the basis of harmonization of national standards with international ones. A number of separate regulations and series of standards developed by international organizations as well as those which are harmonized in Ukraine are considered. The main problems of regulations basis updating in the electric power industry in the modern conditions are determined. |

Основним завданням Енергетичної стратегії України на період до 2030 р. є приведення електроенергетичного комплексу країни у стан відповідності до світових вимог щодо економічності, екологічності та надійності енергопостачання, що потребує удосконалення нормативно-правової бази електроенергетики України.Систематизацію та аналіз чинних міжнародних, міждержавних, національних та галузевих стандартів в галузі проведено на основі концепції систем енергетичних технічних (СЕТ), яка втілює методологію функціонального моделювання предметної області і разом з вирішенням техніко-економічних питань дає можливість врахувати багатоплановий глобальний вплив енергооб’єктів на довкілля, а також соціальні питання. Застосування концепції СЕТ дозволило виявити, що в Україні відсутні стандарти стосовно цілих напрямів розвитку галузі електроенергетики, які вже існують на міжнародному рівні, а наявні документи не охоплюють всі аспекти сучасного виробництва та проблеми захисту довкілля.Встановлено, що оновлення нормативної бази галузі доцільно проводити на основі гармонізації національних стандартів з міжнародними. Розглянуто ряд розроблених міжнародними організаціями окремих нормативних документів і серій стандартів та ті з них, які гармонізовані в Україні. Визначено основні завдання оновлення нормативної бази галузі електроенергетики у сучасних умовах.
