Запропоновано ієрархічну модель та програмно-інформаційні засоби для визначення доцільних обсягів використання енергозберігаючих технологій у житлово-комунальному господарстві. Житлово-комунальне господарство розглянуто як складна динамічна керована система із заздалегідь заданою ієрархічною структурою. Сформульовано задачу ієрархічного управління такою системою. Розглянуто формування оптимальної сукупності напрямів та обсягів фінансування енергозберігаючих заходів житлово-комунального господарства.
