На основі аналізу стану статистики вироблення та споживання теплової енергії в Україні у 2005-2013 рр. за різними формами статистичної звітності обґрунтовуються положення щодо реального вироблення та споживання теплової енергії. Додатково обґрунтовуються обсяги вироблення теплоти індивідуальними теплогенераторами малої потужності на основі статистики продажу населенню палива (природний газ, вугілля, дрова, торф, тощо), споживання інших енергоресурсів (тіньове паливо, біогаз, сонячна енергія, відходи домогосподарств тощо), а також використання електроенергії для отримання теплоти на підприємствах, у комунальній сфері та в побуті населенням.
