fulltext 33 Значущість атомної енергетики в Україні останніми роками суттєво підвищилась. До 2014 р. майже 50% відсотків електроенергії ОЕС України генерувалось вітчизняними атомними електростанціями (АЕС), а остан- німи роками ця частка для окремих календар- них місяців перевищувала показник 65%. У перспективі можна очікувати нарощування потужностей АЕС, оскільки значення серед- ньозваженої собівартості електричної енергії (англійською levelized cost of electricity), виробленої на АЕС станом на 2015 р. в світі, є конкурентоздатним відносно технологій виробництва електроенергії, в яких викори- стовують вугілля, природний газ та відновлю- вані джерела енергії [1], що відображено на рис. 1. В разі збільшення потужностей АЕС на кожен ГВт нових потужностей буде потрібно додатково близько 150 тонн урану на рік і близько 300–450 тонн урану для першого завантаження палива [2]. Станом на 2016 р. в Україні експлуатується чотири АЕС з 15 енергоблоками. Загальна встановлена потужність діючих українських енергоблоків за даними ДП НЕК Укренерго становить 13835 МВт(е) [3]. До 2020 р. в Україні закінчуються проектні терміни екс- плуатації 9 енергоблоків АЕС [4]. Необхідність виведення найближчим часом з експлуатації значної кількості об’єк- тів атомної енергетики в атомній промисло- вості світу стала очевидною в середині 80-х років ХХ століття. Одним з найбільш склад- них аспектів процесу зняття з експлуатації об’єктів атомної енергетики є те, що при цьому утворюються у великій кількості радіо- активні відходи (РАВ). Наприклад, при знятті з експлуатації 125 (станом на 2003 р.) енерго- блоків АЕС в країнах ЄС загальний обсяг РАВ оцінено у 1600 тис. т [5]. РАДЧЕНКО надійно ізолювати і зберігати протягом трива- лого часу в спеціальних сховищах. За даними [6], при виведенні енергоблока ВВЕР з екс- плуатації сумарна маса твердих РАВ (ТРВ) навіть через 50 років витримки після остаточ- ної його зупинки буде становити 320–350 тонн. Слід зазначити, що за наявними даними подовження терміну експлуатації реактора понад проектний термін (30 років) практично не впливає на радіоактивність його конструк- цій – за кожні наднормовані 15 років екс- плуатації відбувається збільшення радіо- активності приблизно на 2%. На рис. 2 [6] показано залежність активності всього енер- гоблока від часу витримки після остаточної його зупинки. Можна виділити три основних можливих варіанти виведення АЕС з експлуатації: 1. Безпосередній швидкий демонтаж елек- тростанції. В цьому випадку відпрацьоване ядерне паливо (ВЯП) і теплоносій після три- валого відстою вивозяться в сховище з радіа- Рис. 1. Всі забруднені радіацією матеріали та обладнання розбираються і вида- ляються. Територію станції переводять у радіаційно-безпечний стан. Обсяг радіо- активних відходів оцінюється в середньому у 18–20 тис. м3. 2. Відстрочений демонтаж. В цьому випад- ку з території АЕС видаляють ВЯП і теплоно- сій, а після консервації протягом кількох десятиліть (в залежності від існуючих в країні нормативів 30 – 100 років) здійснюють демонтаж і остаточне очищення території станції. Обсяг РАВ порівняно з безпосереднім швидким демонтажем знижується незначно – в середньому до 17 тис. м3. 3. Ізолювання. Всі РАВ залишають на АЕС, яку ізолюють в саркофагу. Конструкція сар- кофага повинна дозволяти періодично конт- ролювати стан його вмісту. Через визначену кількість років (100 або більше) може бути проведено розбирання вмісту саркофага і його дезактивація. Кількість РАВ – в серед- ньому 10 тис. м3. Негайний демонтаж має низку переваг: можливість використовувати на демонтажі персонал АЕС, а також технологічне облад- нання АЕС. Відстрочений демонтаж має недолік — після очікування в десятки років для продовження робіт з демонтажу АЕС будуть задіяні інші технології, неминуче буде втрачена частина інформації про об’єкт. З іншого боку, в разі відкладеного демонтажу протягом тривалого часу витримки зупинених реакторів будуть розроблені нові технології і технічні рішення, які дозволять більш ефек- тивно виконати роботи. Підставою для при- йняття рішення стосовно конкретного варі- анта слугують [7]: а) наявність сховища для остаточного захо- ронення елементів реактора/реакторів, від- сутність/наявність необхідного фінансування для безпосереднього видалення, зниження радіоактивності і витрат на обробку і конди- ціонування РАВ; б) можливість в процесі демонтажу зайня- тості та застосування досвіду експлуатаційно- го персоналу АЕС, наявної на станції інфра- структури та технологічного обладнання, умови для отримання ліцензій, відсутність потреби у витратах на контроль і утримання об’єкта в разі, якщо буде прийнятий варіант безпечної консервації, повторне використан- ня майданчика АЕС. До теперішнього часу, через відсутність достатнього практичного досвіду, жодного «надійного» проекту по демонтажу великого промислового реактора повністю не реалізо- вано. За експертними оцінками, загальні витрати становитимуть не менше 10% вартості будівництва АЕС. При цьому в Німеччині, на території колишньої НДР, демонтаж 6 реакторів, виготовлених у СРСР, оцінено мінімум в 3 млрд дол. США. Саме стільки коштувало б будівництво такого ж числа сучасних АЕС такої самої потужності. Орієнтовні узагальнені оцінки вартості таких робіт наведено в табл. 1. В цій таблиці вико- ристано позначення: PWR – водо-водяний реактор, в якому використовують в ролі спо- вільнювача і теплоносія звичайну (легку) воду, BWR – водо-водяний реактор, в якому пара генерується безпосередньо в активній зоні реактора і направляється в турбіну. З урахуванням міжнародного досвіду МАГАТЕ був розроблений документ, при- свячений економіці виведення з експлуатації реакторів ВВЕР-440. В цьому брали участь всі країни, які експлуатують такий тип реакторів. Оцінка витрат проводилася за уніфікованою методикою МАГАТЕ та Агентства з ядерної енергії ОЕСР [9]. За даними проведеного ана- лізу, середня вартість виведення з експлуата- ції енергоблока з реактором ВВЕР-440 стано- вить 350 млн дол. США за негайний демонтаж і 300 млн дол. США при демонтажі через 40 років. Наведені дані свідчать про дуже велику, навіть з урахуванням розбіжностей у часі визначення, вартість виведення АЕС з експлуатації. Реалізація проекту зняття АЕС з експлуа- тації залежить від точності оцінки його варто- сті, оскільки така оцінка є фактором, за яким оцінюють різні альтернативні сценарії з метою вибору найбільш оптимального варіан- та. Побудувати математичну функцію, яка визначає витрати для такого проекту, вбача- ється можливим використовуючи класифіка- цію витрат виходячи з їх оцінки. Традиційні підходи до класифікації витрат, що є в літера- турі і які застосовують на практиці, до проце- су зняття з експлуатації можна застосувати лише умовно. Для того щоб розробити таку класифікацію витрат, необхідно уявляти всі етапи виконання робіт, оскільки загальна класифікація витрат буде мати на кожному етапі свої особливості. Через велику кількість різних технічних рішень в проектах різних АЕС, місць їх розташування, різний термін експлуатації та інші показники, а також кон- фіденційність інформації, важко порівнювати і давати характеристики вартості зняття АЕС з експлуатації. На підставі проведеного вітчиз- няними авторами аналізу [10] зроблено вис- новок, що вартість робіт безпосередньо по зняттю з експлуатації атомних реакторів потужністю 900/1000 МВт можна розглядати в ціновому діапазоні від 210 Євро/кВт до 240 Євро/кВт. Ці ж автори пропонують визначати загальну вартість проекту зняття АЕС з експлуатації як суму прямих витрат, витрат поточного періоду, непередбачених витрат та вартості реалізованого після вико- нання проекту обладнання і матеріалів. Непередбачені витрати на етапі попередніх оцінок становлять 25–30%. Для попередньої стадії планування витрати на непередбачені потреби становлять 10–20%; для остаточної стадії планування – 5–10% від загальної суми витрат. Для визначення прямих витрат зняття АЕС з експлуатації запропоновано застосовувати методи орієнтовних розрахунків з викори- станням укрупнених показників, виведених за проектами-аналогам і заснованих на обліку сформованої структури витрат на об’єктах- аналогах. Укрупнена структура цих витрат, із зазначенням питомої ваги у відсотках від загального обсягу робіт зі зняття з експлуата- ції енергоблока АЕС, становить: – дезактивація обладнання та приміщень – 3,6%; – демонтаж обладнання, інженерних систем і трубопроводів – 65,5%; – переробка рідких РАВ – 10,6%; – переробка ТРВ – 14,8%; – глибока дезактивація і переплавлення металу – 4,8%; – доведення приміщень блока АЕС до сані- тарних норм – 0,7%. Значущість та складність проблеми зняття АЕС з експлуатації для багатьох країн світу зумовила міжнародне співробітництво для її розв’язання. МАГАТЕ та інші міжнародні організації використовують світовий досвід для розроблення систематизованих та ком- плексних заходів, які в найбільшій мірі, на рівні сучасних знань, дозволяють забезпечити планування зняття АЕС з експлуатації. Прикладом такого документа, розробленого за участю багатьох країн, є International 37ISSN 1562-8965. The Problems of General Energy, 2017, issue 1 (48) Перспективні умови зняття з експлуатації енергоблоків українських АЕС з урахуванням вимог ЄС та МАГАТЕ Structure for Decommissioning Costing (ISDC) of Nuclear Installations, розроблений Nuclear Energy Agensy [11]. Однією з найбільш важли- вих частин цього документа є Appendix D: Standardised definitions for cost items детальне визначення та перелік, з урахуванням міжна- родного досвіду, складових вартості процесу зняття АЕС з експлуатації. З використанням цього переліку, у якому враховано всі наразі відомі різновиди організаційних, технічних робіт та заходів інформаційного забезпечення і керування процесами зняття блоків/блока АЕС, можливе найбільш повне врахування витрат на зняття АЕС з експлуатації в кожній країні з урахуванням технічних особливостей проекту АЕС, місцевих умов ціноутворення та оподаткування. В Україні в організації процесу зняття АЕС з експлуатації відбувається певний поступ. В цій царині існує співробітництво з провідни- ми міжнародними організаціями щодо ство- рення, зокрема, нормативної бази з організа- ції зняття АЕС з експлуатації. Останньою, спільною з МАГАТЕ, розробкою є Концепція зняття з експлуатації діючих атомних електро- станцій України [12] (далі – Концепція). Ця Концепція є нормативним документом, що в узагальненій формі відображає основні аспек- ти діяльності із зняття АЕС з експлуатації в Україні, кількість стадій зняття АЕС з екс- плуатації, основні положення стратегії зняття АЕС з експлуатації та обґрунтовано дає відпо- відь на те, в якому кінцевому стані буде знахо- дитися енергоблок АЕС після зняття з екс- плуатації. Концепція охоплює діяльність із зняття з експлуатації всіх діючих АЕС України, включаючи всі ядерні енергоблоки та інші ядерні установки, які експлуатуються або вводитимуться в експлуатацію на їх майданчи- ках протягом аналізованого в цій Концепції періоду (40 років), а також можливу діяльність із зняття з експлуатації інших АЕС України в разі їх створення протягом вказаного періоду. Визначальними умовами стратегічного планування діяльності із зняття з експлуатації АЕС відповідно до Концепції є: – безумовне дотримання всіх норм і вимог з безпеки та обмеження негативного впливу на персонал, населення і навколишнє середо- вище ядерних установок АЕС, об’єктів, при- значених для поводження з радіоактивними відходами на АЕС, на завершальному етапі їх життєвого циклу і відходів, які виникатимуть на цьому етапі (пріоритет безпеки); – забезпечення ефективного використання вкладених раніше коштів (пріоритет виправ- даності капіталовкладень); – забезпечення безперервності функціону- вання ядерно-енергетичного комплексу України за межами планованого періоду (пріоритет стабільності в майбутньому); – мінімізація за межами планованого періоду негативних економічних, соціальних, екологічних та інших наслідків від прийнятих рішень і діяльності із зняття АЕС з експлуата- ції протягом планованого періоду (пріоритет захищеності наступних поколінь). В Концепції оцінені величини повних та питомих витрат на зняття з експлуатації енер- гоблоків з реакторами типу ВВЕР-440 і ВВЕР- 1000, які є зіставними із світовими даними (табл. 2). Очевидно, що ефективне рішення пробле- ми поводження з РАВ в процесі зняття з екс- плуатації АЕС може здійснюватися тільки в рамках державної системи поводження з радіоактивними відходами, яка передбачає комплексний підхід, включаючи створення установок з переробки, наявність транспорт- них засобів, пунктів зберігання та захоронен- ня відходів. Основними проблемами в сфері зняття АЕС з експлуатації можна визначити такі: — відсутність цілісної законодавчої та нор- мативної бази з забезпечення всього проце- су зняття з експлуатації АЕС; — необхідність розробки і схвалення загаль- нодержавної програми по зняттю з експлуа- тації АЕС і утилізації всіх видів радіоактив- них відходів, яка повинна бути безумовно забезпечена фінансуванням з використан- ням всіх можливих джерел; — відсутність необхідної кількості сховищ для РАВ і ВЯП; — відсутність спеціалізованих організацій та підприємств, які мають виконувати весь комплекс робіт зняття з експлуатації АЕС. В Україні відсутній досвід планового знят- тя з експлуатації АЕС. Досвід, набутий в про- цесі подолання наслідків Чорнобильської катастрофи, є, безумовно, дуже цінним, але його можна розглядати як результат здійснен- 38 ISSN 1562-8965. РАДЧЕНКО ня індивідуального проекту, в процесі реалі- зації якого були застосовані заходи, в пере- важній більшості, аварійного характеру. Однією з особливостей була відсутність попе- реднього планування всього процесу і в тому числі обсягів фінансування виконуваних заходів. Оцінити потреби у фінансуванні зняття з експлуатації українських АЕС поки що мож- ливо тільки приблизно за розрахунковими та експертними оцінками. За наказом Міністерства енергетики та вугільної промисловості України вартість виконання робіт із зняття з експлуатації для ВВЕР-440 оцінено у 524 дол. США/кВт, ВВЕР-1000 у 378 дол. США/кВт [12]. Оцінка питомої вартості таких робіт за різними дже- релами становить від 750 до 1000 дол. США/кВт. Наближення строків виведення з експлуа- тації українських АЕС потребує оцінення обсягу його фінансування. Виконання такої оцінки можна зробити виходячи з таких при- пущень. В ролі джерела фінансування відкла- деного зняття з експлуатації українських АЕС визначимо виключно тариф на вироблену ними електроенергію. Оскільки поки що остаточно не визначені повні терміни роботи українських АЕС до зняття їх з експлуатації, використаємо оцінки таких термінів з різних джерел. Вважають можливими роботу енерго- блока АЕС за проектом протягом 30 років, продовження його експлуатації ще на 30 років та після остаточної зупинки зняття з експлуа- тації і демонтаж протягом 20 років. Коефіцієнт використання встановленої потужності (КВВП) за різними оцінками можна вважати таким, що змінюється в межах 0,65—0,72 протягом проектного терміну екс- плуатації та 0,68—0,75 протягом терміну про- довженої експлуатації. Для різних років екс- плуатації енергоблоків АЕС значення КВВП з зазначених діапазонів визначено випадковим чином. Застосовуючи вказані фінансові та часові показники процесу зняття з експлуатації енергоблоків АЕС та зазначені у Концепції терміни введення у експлуатацію енергобло- ків українських АЕС обчислено потрібний щорічний та загальний обсяги фінансування для остаточного виведення українських АЕС з експлуатації. Щорічна потреба у фінансуван- ні визначалась сталою протягом року пропор- ційно встановленій потужності енергоблока АЕС. Результати розрахунків щорічної потре- би у фінансуванні зняття з експлуатації всіх українських АЕС із існуючим складом енерго- блоків наведено на рис. 3. Він ста- новить від 5,4 до 13,84 млрд дол. США. В разі фінансування робіт із зняття з експлуатації блоків ВВЕР за рахунок тарифу для АЕС необхідна надбавка до діючого тарифу 2,8 – 5,3 дол. США/МВт·год. Станом на червень 2016 р. накопичено близько 2575 млн грн у фонді зняття АЕС України з експлуатації (приблизно 93 млн дол. США). Відрахування в цей фонд розпочато у 2005 р. Виходячи з пропорції між строком накопичення коштів та їх обсягом, можна очікувати накопичення не більше 300 млн дол. США в разі експлуата- ції українських АЕС протягом 30 років. Накопичення потрібного обсягу коштів для зняття українських АЕС з експлуатації та його збереження протягом кількох десятиліть є окремою задачею, шляхи розв’язання якої потребують окремого вивчення. З метою компенсації інфляції на обсяг коштів, які будуть накопичуватись за рахунок цільової надбавки можливо протягом накопичення здійснювати їх інвестування в надійні цінні папери, наприклад, в облігації Казначейства США. ВИСНОВКИ 1. Атомні електростанції України відіг- рають важливу роль у забезпеченні електрич- ною енергією національної економіки та соціальної сфери. Тому забезпечення надій- ності функціонування АЕС України є одним із завдань національної енергетичної безпеки, виконання якого потребує створення і дотри- мання умов реалізації їх повного життєвого циклу – проектної експлуатації, продовження експлуатації, виведення з експлуатації та поводження з радіоактивними відходами з забезпеченням необхідного фінансування. 2. Згідно з рекомендаціями МАГАТЕ, базо- ваними на світовій практиці, до початку комерційної експлуатації АЕС мають бути визначені терміни і обсяги майбутніх витрат на її зняття з експлуатації, порядок накопи- чення коштів для покриття цих витрат при завершенні її експлуатації, джерела покриття витрат у разі передчасного припинення екс- плуатації АЕС. 3. Станом на 1 червня 2016 р. в Україні зарезервовано 2,575 млрд грн (близько 93 млн дол. США) для забезпечення діяльності із зняття з експлуатації вітчизняних АЕС, а мак- 40 ISSN 1562-8965. РАДЧЕНКО симальний обсяг накопичених коштів за дію- чим законодавством від усіх існуючих АЕС України протягом терміну їх експлуатації буде становити близько 300 млн дол. США. За оптимістичними оцінками питомої вартості зняття з експлуатації енергоблоків ВВЕР на рівні 390 дол. США за кВт встановленої потуж- ності, яка наведена в «Концепції зняття з екс- плуатації діючих електростанцій України», затвердженої Наказом Міністерства енергети- ки та вугільної промисловості України від 10.12.2015 р. № 798 необхідно буде витратити близько 5,4 млрд дол. США. Така невідповід- ність потрібного фінансування та можливо- стей його забезпечення за існуючої системи свідчить про необхідність її перегляду. 4. Результати виконаних досліджень свід- чать про необхідність вирішення таких про- блем: – актуальною проблемою є створення в Україні комплексної системи поводження з радіоактивними відходами, особливо з огляду на те, що починаючи з 2018 р. може розпоча- тися процес повернення високоактивних від- ходів з Російської Федерації. Until 2014, almost 50% of electricity of the Integrated Power System of Ukraine was generated by domestic nuclear power plants (NPP), and this percentage in recent years for certain calendar months was higher than 65%. In the future, we can expect an increase in the NPP capacity because the levelized cost of electricity produced at nuclear power plants as of 2015 in the world is competitive relative to electricity-generating technologies that use coal, natural gas and renewable energy sources [1], as shown in Fig. 1. In the case of increasing nuclear power genera- tion, each GW of new capacities will require addi- tional 150 tons of uranium per year and about 300– 450 tons of uranium for the first fuel load [2]. As of 2016, four nuclear power plants with 15 generating units work in Ukraine. The total installed capacity of the working Ukrainian power units according to National Power Company “Ukrenergo” (provides operative management control of Integrated Power System of Ukraine) is 13,835 MW(e) [3]. Till 2020, the project operation life of 9 nuclear reactors comes to an end in Ukraine [4]. The need for the decommissioning in the near future of a significant number of nuclear facilities in the nuclear industry of the world became obvious in the middle of 80-ies of the XX century. One of the most difficult aspects of the process of decommis- sioning of nuclear power facilities lies in the fact that it forms radioactive waste (RW) in large quan- tities. For example, at the decommissioning of 125 (as of 2003) nuclear reactors in the EU, the total amount of RW is estimated as 1,600 thousand tons [5]. These wastes must be securely isolated and stored for long periods of time in special storage facilities. It should be noted that, according to available data, the extension of the lifetime of a reactor over the design period (30 year) practically has no effect on the radioactivity of its structures: for every additional 15 years of operation, there is an increase in radioactivity by approximately 2%. Fig. 2 [6] shows the dependence of activity of the entire power unit on the time of exposure after its final stop. There can be selected three main possible options for the decommissioning of NPP: 1. Direct fast dismantling of the power plant. In this case, the spent nuclear fuel and coolant after long-term standing are taken out to the storage with radiation protection. All materials and equipment contaminated with radiation are dismantled and removed. The station area is transferred to the radia- tion-safe condition. The volume of radioactive waste is estimated as 18–20 thousand m3 on the average. 44 ISSN 1562-8965. The Problems of General Energy, 2017, issue 1 (48) S.V. SHULZHENKO, О.L. RADCHENKO 2. Deferred dismantling. In this case, the spent fuel and coolant are removed from the territory of NPP and, after preservation for several decades (30–100 years depending on the standards existing in the country), dismantling and final cleanup of the NPP territory are carried out. The volume of radioactive waste as compared with immediate rapid dismantling is reduced slightly to 17 thousand m3 on the average. 3. Isolation. All radioactive waste is left at the NPP, which is isolated in a sarcophagus. The con- struction of the sarcophagus must enable one to monitor periodically the state of its contents. After a certain number of years (100 or more), the exam- ination of contents of the sarcophagus and its decontamination can be performed. The quantity of radioactive waste is 10 thousand m3 on the aver- age. Immediate dismantling has several advantages, namely, the opportunity to use the plant staff and technological equipment of NPP at the disman- tling. Deferred dismantling has the following draw- back: after waiting for dozens of years, other tech- nologies will be involved for the continuation of dismantling of nuclear power plants, and a piece of the information about the object will inevitably be lost. On the other hand, in the case of deferred dis- mantling, during the long-term exposure of stopped reactors, new technologies and technical solutions will be developed, and they will enable one to accomplish the work better. The grounds for taking decision on the specific option are the fol- lowing [7]: a) the presence of a final repository for elements of the reactor/reactors, the absence/presence of necessary funding for the immediate removal, the reduction of radioactivity, and the cost of process- ing and conditioning of RW; b) the opportunity, in the course of dismantling, of employment and the application of experience of the operating plant staff, the existing plant infra- structure and technological equipment, the condi- tions for obtaining licenses, the absence of need in the expenditures for control and retention of the object if the option of safe conservation is adopted, and the repeated use of NPP site. Up to now, due to the lack of sufficient practical experience, any "reliable" project for the disman- tling of a large industrial reactor has not been implemented completely. Therefore, all economic calculations related to the decommissioning of nuclear power plant are approximate. According to expert estimates, the total costs will constitute no less than 10% of the cost of NPP construction. For example, in Germany, on the territory of former GDR, the dismantling of 6 reactors manufactured in the USSR is estimated as at least $3 billion. The cost of construction of the same number of modern nuclear power plants of the same power would be equal to this value. In this table, the following notation is used: PWR is a pressurized water reactor where ordinary (light) water is used as moderator and coolant; BWR is a pressurized water reactor where steam is generated directly in the reactor core and is directed to a turbine. With regard for international experience, the IAEA has developed a document on the economics of decommissioning of VVER-440 reactors. This work involved all countries where this type of reac- tors is operated. Cost estimation was performed by the unified method of the IAEA and Nuclear Energy Agency of the OECD [9]. According to the results of analysis, the average cost of decommis- sioning of a power unit with a VVER-440 reactor is $350 million for the immediate removal, and $300 million for dismantling after 40 years. The above data indicate a very large, even with regard for the differences in time of determination, value of NPP decommissioning. The realization of the project of decommission- ing of a nuclear power plant depends on the accu- racy of estimating its cost because such an estimate is a factor used for the analysis of different alterna- tive scenarios to choose the optimal variant. It is possible to build a mathematical function that determines the costs for such a project using the classification of expenses based on their estima- tion. Traditional approaches to the classification of expenditures that can be found in the literature and are used in practice can be applied only condition- ally to the process of decommissioning. In order to develop such a classification of costs, it is necessary to imagine all the stages of works because the gen- eral classification of costs will have its features at each stage. Due to a large number of different tech- nical decisions in the projects of different nuclear power plants, their locations, different service life, and other parameters as well as the confidentiality of information, it is difficult to compare and give details of the costs of decommissioning of nuclear power plants. Based on the analysis of the domestic authors [10], it was concluded that the cost of work involved in the decommissioning of nuclear reac- tors with a power of 900/1000 MW can belong to the price range from 210 € /kW to 240 € /kW. These authors propose to determine the total cost of project of the decommissioning of NPP as the sum of direct costs, the costs of current period, unforeseen costs, and the value of equipment and materials sold after realization of the project. The unforeseen costs at the stage of previous estima- tions make up 25–30%. For the preliminary stage of planning, the costs of unforeseen needs are 10– 20% and, for the final stage of planning, 5–10% of the total costs. To determine the direct costs of the decommis- sioning of NPP, it is proposed to apply the methods of approximate calculations with the use of aggre- gated parameters, derived according to projects- analogs and based on taking into account the exist- ing cost structure at objects-analogs. The aggregat- ed structure of these costs with mentioning the spe- cific weight in percents of the total volume of works on the decommissioning of an NPP unit is: – decontamination of equipment and premises is 3.6%; – dismantling of equipment, utility systems, and pipelines is 65.5%; – liquid radioactive waste processing is 10.6%; – solid radioactive waste processing 14.8%; – deep deactivation and melting of the metal is 4.8%; – bringing the premises of an NPP unit to sani- tary standards is 0.7%. The importance and complexity of the problem of decommissioning of nuclear power plants in many countries has led to the world cooperation for its solution. The IAEA and other international organizations use international experience to devel- op systematic and comprehensive measures, which to the greatest extent, at the level of modern knowl- edge, will enable one to provide planning of the decommissioning of NPP. An example of such a document, developed with the participation of many countries, is the International Structure for Decommissioning Costing (ISDC) of Nuclear Installations, developed by the Nuclear Energy Agency [11]. One of the most important parts of this document is Appendix D: Standardized Definitions for Cost Items, where one can find a detailed definition and a list, based on international experience, of the components of cost decommis- sioning of the of NPP. With using this list, which takes into account all currently known varieties of the organizational and technical works and meas- ures on the information provision and management of the processes of decommissioning of NPP blocks, it is possible to most completely take into account the costs of decommissioning of NPP in each country with regard for the technical charac- teristics of NPP project, and local conditions of pricing and taxation. 46 ISSN 1562-8965. Table 2 – Assessment of labor costs and financial costs for the decommissioning of power units with VVER-440 and VVER-1000 reactors (as on 31.12.2012) In Ukraine, there is a certain progress in the organization of the process of decommissioning of NPP. In this field, there exists a cooperation with leading international organizations to establish, in particular, the regulatory framework for the organ- ization of decommissioning of NPP. The latter, together with IAEA, development is the Concept of Decommissioning of the Operating Nuclear Power Plants of Ukraine [12] (hereinafter – Concept). This Concept is a normative document that in gen- eralized form reflects the main aspects of the decommissioning of nuclear power plants working in Ukraine, the number of stages of the decommis- sioning of nuclear power plants, the main state- ments of strategy of the decommissioning of NPP and gives a substantiated the answer to the question on the final state of a power generating unit of the nuclear power plant after decommissioning. The concept covers the activity on the decommissioning of all working nuclear power plants in Ukraine, including all nuclear power units and other nuclear installations, which work or will be put into opera- tion at their sites during the Concept period (40 years) as well as possible activities for the decom- missioning of other nuclear power plants of Ukraine in the case of their building for the speci- fied period. The defining conductions of strategic planning of the decommissioning of nuclear power plants according to the Concept are: – unconditional observance of all norms and safety requirements as well as the limitation of negative impact on the personnel, population, and the environment of nuclear installations of NPP and objects intended for the management of radioactive waste at nuclear power plants at the final stage of their life cycle and waste that will arise at this stage (safety priority); – ensuring of the efficient use of previously invest- ed funds (priority of investment justification); – ensuring of the continuity of functioning of the nuclear energy complex of Ukraine outside the planning period (priority of stability in the future); – minimization beyond the planning period of negative economic, social, environmental and other consequences of the decisions and activities of the decommissioning of NPP during the plan- ning period (priority of the protect ability of future generations). In the Concept, the values of full and specific costs for the decommissioning of VVER-440 and VVER-1000 units were estimated, and they are comparable to global data (Table 2). It is obvious that an efficient solution of the problems of RW management in the process of the decommissioning of nuclear power plant may only be carried out in the framework of a state system of radioactive waste management, which envisions a complex approach, including the building of repro- cessing facilities, the availability of vehicles, storage facilities and waste disposal. We may think that the main problems in the field of the decommissioning of NPP are the fol- lowing: – the lack of integral legislative and regulatory framework for ensuring the entire process of the decommissioning of nuclear power plants; 47ISSN 1562-8965. The Problems of General Energy, 2017, issue 1 (48) Prospective conditions of the decommissioning of power units of the Ukrainian NPP with regard for the requirements of the EU and IAEA – the need for the development and adoption of national programs for the decommissioning of nuclear power plants and utilization of all types of radioactive waste, which must be undoubtedly funded by using all possible sources; – the lack of the required number of repositories for radioactive waste and spent nuclear fuel; – the lack of specialized organizations and com- panies which must fulfill the whole complex of works for the decommissioning of nuclear power plants. In Ukraine, there is no experience of the planned decommissioning of nuclear power plants. The experience acquired in the course of overcom- ing the consequences of the Chernobyl disaster is, of course, very valuable, but it can be considered as the result of implementation of the individual proj- ect, in the process of realization of which the meas- ures of emergency nature were mainly applied. One of the features was here the lack of pre-planning of the entire process, including funding of the activi- ties carried out. Funding requirements for the decommissioning of Ukrainian nuclear power plants can be only roughly estimated according to calculations and expert evaluation. By the order of the Ministry of Energy and Coal Industry, the cost of works for the decommissioning of VVER-440 is estimated as $524/kW, VVER-1000 as $378/kW [12]. Assessment of the specific cost of such work according to different sources constitutes from $750 to $1,000 /kW. The approach of time of the decommissioning of Ukrainian nuclear power plants requires to estimate of the volume of its financing. This assessment can be carried out proceeding from the following assumptions. As a source of funding of the deferred decommissioning of Ukrainian nuclear power plants, we take solely the tariff for the produced electricity. Since the full term of work of Ukrainian nuclear power plants until their decommissioning has not been determined finally, we shall use the estimates of these terms from different sources. It is assumed that a power unit of the NPP will work under the project for 30 years, then its operation will be extended for additional 30 years, and after the final stop, it will be decommissioned and dis- mantled for 20 years. We way assume that, accord- ing to various estimates, the coefficient of installed capacity utilization (capacity factor) changes in the range from 0.65 to 0.72 for the design lifetime and from 0.68 and 0.75 for the period of extended oper- ation. For different years of the operation of power units, the value of capacity factor from mentioned intervals is determined randomly. By applying these financial and time parameters of the process of decommissioning of NPP units and the terms of commissioning of the power units at Ukrainian NPP, specified in the Concept, we calculated the required annual and total funding for the final withdrawal of Ukrainian NPP from opera- tion. The annual funding requirements were con- sidered as constant throughout the year in propor- tion to the installed capacity of the unit. The results of calculations of the annual funding requirement for the decommissioning of all Ukrainian nuclear power plants with the existing composition of power units are presented in Fig. 3. According to the calculations of annual funding requirements for the decommissioning of all Ukrainian nuclear power plants according to the chosen range of values of the specific needs in such financing, we have determined the range of values of the overall funding. It varies from 5.4 to 13.84 billion US dollars. In the case of financing of the decommissioning of VVER units at the expense of tariff for nuclear power plants, a surcharge to the current tariff of $2.8 – $5.3/MWh is required. As of June 2016, about 2,575 million hryvnas was accu- mulated at the Fund of decommissioning of nuclear power plants of Ukraine (approximately 93 million US dollars). Contributions to this Fund com- menced in 2005. On the basis of proportion between the period of accumulation of these funds and their volume, one may expect the accumula- tion of not more than 300 million US dollars in the case of operation of the Ukrainian nuclear power plants within 30 years. The accumulation of necessary volume of funds for the recommissioning of Ukrainian nuclear power plants and its conservation for several decades is a separate task, the solution of which requires a separate study. To compensate the influ- ence of inflation on the amount of funds that will be accumulated at the expense of purposeful sur- charge, it is possible, during their accumulation, to carry out their investing to reliable securities, e.g., Treasury bonds of the United States. CONCLUSIONS 1. The nuclear power plants of Ukraine play an important role in providing electric energy for the national economy and social sphere. Therefore, 48 ISSN 1562-8965. RADCHENKO ensuring the reliability of functioning of the nuclear power plants of Ukraine is one of the important objectives of national energy security, the imple- mentation of which requires to establish and observe the conditions of realization of their full life cycle, namely design operation, extension of oper- ation, decommissioning, and radioactive waste management with the provision of necessary fund- ing. 2. According to the recommendations of IAEA, based on international practice, before the begin- ning of the commercial operation of nuclear power plants, it is necessary to determine the timing and volumes of future costs for their decommissioning, the order of accumulating funds to cover these costs at the end of their operation, and the sources of financing in the case of early termination of NPP operation. 3. As of June 1, 2016, 2.575 billion hryvnas (about 93 million US dollars) was reserved in Ukraine to provide activities for the decommission- ing of domestic nuclear power plants. Under cur- rent legislation, the maximum amount of accumu- lated funds from all existing NPP of Ukraine during their lifetime will be about 300 million US dollars. According to optimistic estimates of the specific cost of decommissioning of a VVER unit at a level of $390 per kW of installed capacity, which is given in the Concept of Decommissioning of the working Nuclear Power Plants of Ukraine, approved by the order of the Ministry of Energy and Coal Industry on December 10, 2015 No. 798, it will be necessary to spend about 5.4 billion US dollars. This discrep- ancy between the required funding and opportuni- ties to ensure it under the existing system demon- strates the need for its revision. 4. The results of our investigation indicate the necessity to address the following issues: – the creation in Ukraine of an integrated sys- tem of the management of radioactive waste is an actual problem, especially iv view of the fact that, starting from 2018, the process of return of high- level waste from the Russian Federation can be ini- tiated. Therefore, it is necessary to develop the con- cept of radioactive waste management at the oper- ating NPP of Ukraine. This concept, as a mini- mum, should include a thorough analysis of the existing system of the classification of radioactive waste, taking into account the current state of the technologies of their processing, and, if necessary, a change in the current system to minimize the vol- ume of the formation of high- and intermediate- level waste requiring long-term storage or disposal; – establishing a purposeful surcharge to the tariff Fig. 3. The Problems of General Energy, 2017, issue 1 (48) Prospective conditions of the decommissioning of power units of the Ukrainian NPP with regard for the requirements of the EU and IAEA for electricity of nuclear power plants, which, according to our investigations, should be between 0.6 and 1 cent per kWh, is an efficient measure that will enable one to accumulate in full funds for the decommissioning of working NPP of Ukraine as well as the funding of radioactive waste manage- ment; – to compensate the influence of inflation on the volume of funds that will be accumulated at the expense of purposeful surcharge to ensure the decommissioning of nuclear power plants, it is rea- sonable, during the accumulation, to carry out their investing to reliable securities, e.g., Treasury bonds of the United States; – for the sake of postponing the beginning of process of the decommissioning of working nuclear power plants as well as obtaining additional time for the accumulation of sufficient funds, it is advisable to ensure the compliance with design modes of the operation of nuclear power plants (under basic mode) that will potentially provide a high reliability of NPP equipment and will extend the termof their operation for more than 20 years. 1. Starting from 2018, in different intervals of time, the terms come for completion of the designed operation of power units of nuclear power plants. After that, it is necessary to continue or stop their operation. In any case, the decommissioning of power units of the Ukrainian NPP will take place in the future. Under conditions of Ukraine, the financial support for the decommissioning of power units of the existing nuclear power plants and the management of radioactive waste, which will be formed, is a complex problem.Therefore, the assessment of prospects for the decommissioning of NPP and the financing necessary for this is topical. Починаючи з 2018 року через різні проміжки часу настають терміни закінчення пректної експлуатації енергоблоків АЕС. Після цього необхідне продовження або припинення їх експлуатації. В будь-якому випадку зняття з експлуатації енергоблоків АЕС в Україні в перспективі відбудеться. В умовах України складною проблемою є фінансове забезпечення процесів зняття з експлуатації енергоблоків існуючих АЕС та поводження з радіоактивними відходами, які при цьому будуть утворені.Отже. оцінення перспектив виведення з експлуатації АЕС і потрібних для цього витрат є актуальними.
