Запропоновано комплекс кількісних характеристик систем централізованого теплопостачання (ЦТ), що дає змогу здійснювати оцінку ефективності реалізації різних варіантів цільових програм розвитку цих систем. Ефективність системи ЦТ оцінюють на базі показників керованості, розвитку та експлуатаційних показників відповідно до критеріїв: терміни виконання, проєктний ступінь централізації системи теплопостачання, надійність її функціонування і фінансові витрати в експлуатаційній фазі.
