В роботі розроблена удосконалена методика прогнозування  рівнів енергоспоживання на чотирьох рівнях побудови економіки України, яка дозволяє визначити попит на паливно-енергетичні ресурси на будь-якому рівні структурування економіки. Вона є складовою частиною уточненого нормативного методу, що використовується в методах комплексного прогнозування для основних груп споживачів на різних ієрархічних рівнях побудови економіки з урахуванням потенціалів енергозбереження від структурних і технологічних зрушень в економіці.
