Показано, що стан енергоефективності в національній економіці поступово поліпшується; проте реалізація передбачених програмою обсягів фінансування не перевищує 20%. Це свідчить, що досягнуті показники економії є результатом маловитратних заходів, які не можуть мати стійкого характеру. У зв'язку з цим доцільно внести доповнення до програми щодо механізмів стимулювання енергозбереження та інвестицій у цю сферу.
