Summary:A methodology has been developed to assess the geographic and technical potential of installed capacity and average annual electricity generation of wind power plants (WPPs) based on the use of geographic information systems. The proposed approach to determining wind energy potential features an adaptive calculation algorithm that ensures high accuracy of the results. To validate the methodology, an evaluation of Ukraine's wind energy potential was conducted. The total geographic wind energy potential of Ukraine was determined (1,006 GW - potential of an installed capacity; 1,914 billion kWh/year - potential of an average annual electricity generation potential of WPPs). To calculate the technical potential of installed capacity and average annual electricity generation, the geographic potential was constrained by the capacity factor (CF) for each of the 70 meteorological stations whose data were used to describe the wind regime of Ukraine. The technical potential for installed capacity and average annual electricity generation of WPPs in Ukraine amounts to 726,365 MW and 1,594.749 billion kWh/year with a CF threshold of ≥0.2, and 406,721 MW and 1,040.634 billion kWh/year with a CF threshold of ≥0.25. The results obtained are consistent with estimates from previous studies but demonstrate higher values of wind energy potential. The advantages of the described methodology include its adaptability (the ability to adjust the available area layer in response to new or changing legislative constraints, modify technical parameters of WPPs, and alter restriction criteria for calculating technical potential); reliability of input wind speed data (validated wind speed data from Ukraine's meteorological stations over 10 years were used); objectivity (the methodology avoids reliance on subjective assumptions in its input parameters). The developed methodology can be utilized in the future for rapid and accurate reassessment of Ukraine's wind energy potential in response to changes in regulatory frameworks, technical specifications of WPPs, or wind regime characteristics.
