Vidnovluvana energetika| Резюме: | The article presents the scientific and methodological foundations for constructing an investment attractiveness layer within a geographic information system (GIS) map for green hydrogen energy projects. The relevance of such a tool is substantiated in the context of post-war recovery, transition to a low-carbon economy, and decentralization of governance in Ukraine. The study analyzes global experience in spatial planning of hydrogen energy investments using GIS, including examples of implemented international projects. A conceptual model is proposed for forming the investment attractiveness layer at the level of territorial communities, taking into account five groups of factors: renewable energy resource potential, infrastructure, socio-economic conditions, administrative and legal framework, and risks. The methodology for indicator normalization, application of weighted coefficients, and calculation of the integrated attractiveness index is described in detail. It is shown how the integration of such a layer into a GIS enables the identification of high-potential project areas, the formation of clusters, justification of investment initiatives, and scenario-based development modeling. Special attention is given to the importance of community-level detail, which ensures the accuracy, transparency, and adaptability of the analysis to local needs. The conclusions outline the possibilities for practical implementation of the concept based on open data and the potential for integration into national digital platforms. |
