| description | The study presents the results of research aimed at determining the photovoltaic potential of the territorial communities of Ukraine using geoinformation technologies. For testing purposes, 25 territorial communities were selected for the implementation of solar power plants (SPP), grouped in sets of five across five regions of Ukraine with different geographical conditions.An input dataset of restrictive land areas was formed, consisting of agricultural lands, forest plantations, water bodies, built-up areas, and territories with environmental protection status. The input dataset of restrictive areas was processed using GIS tools, resulting in the creation of a vector layer of available land plots suitable for the placement of SPP.Threshold values were defined for filtering the layer of available areas into two categories: a minimum corridor width of 40 meters and a minimum plot area of 0.15 hectares. A comparison of the available area before filtering (113,413.4 km²) and after filtering (103,419.6 km²) according to these categories demonstrated a difference of approximately 2% relative to the total study area of Ukraine. Based on the data on territories suitable for SPP deployment and annual solar irradiation, indicators of the photovoltaic potential of the selected territorial communities of Ukraine were calculated. |

ВИЗНАЧЕННЯ ФОТОЕНЕРГЕТИЧНОГО ПОТЕНЦІАЛУ ТЕРИТОРІАЛЬНИХ ГРОМАД УКРАЇНИ З
ВИКОРИСТАННЯМ ГЕОІНФОРМАЦІЙНИХ СИСТЕМ

Анотація. У роботі представлено результати дослід-
жень щодо визначення потенціалу фотоенергетики для
територіальних громад України з використанням геоін-
формаційних технологій. Для тестування вибрано 25
територіальних громад для впровадження СЕС з різним
географічним положенням, групами по п’ять із п’яти об-
ластей України. Проведено формування вхідної вибірки
даних обмежувальних ділянок, яка складається з сільсько-
господарських угідь, лісових насаджень, водних об’єктів, забудованих територій та територій з при-
родоохоронним статусом. Вхідна вибірка обмежувальних ділянок була оброблена ГІС-засобами, і був
сформований векторний шар доступних ділянок для розміщення СЕС.
Визначено порогові значення для фільтрації шару доступних ділянок за категоріями мінімальних кори-
дорів, 40 м, та мінімальної площі ділянки, 0,15 гГа. Порівняння значень доступної площі до (113 413,4 км²)
та після фільтрації (103 419,6 км²) за цими категоріями продемонструвало різницю в 2% відносно зага-
льної досліджуваної площі України. На основі даних про доступні для впровадження СЕС території та
даних щодо річної інсоляції розраховано показники фотоенергетичного потенціалу вибраних терито-
ріальних громад України.

Вступ
Енергетична стратегія України до 2050 року, затвер-
джена розпорядженням Кабміну від 21 квітня 2023
року, передбачає підвищення стійкості Енергетичної си-
стеми України та надійності енергозабезпечення за ра-
хунок децентралізації генерації електроенергії по всій
території країни, що тісно пов’язане з розвитком відно-
влюваної енергетики [1–3]. Зміни законів України щодо
відновлення та «зеленої» трансформації енергетичної
системи України [4], спрямовані на реформування елек-
троенергетичної галузі за багатьма аспектами функцію-
вання та розвитку енергетичного ринку України, зок-
рема малої розподіленої генерації. Крім економічних
переваг, системи розподіленої генерацій електричної
енергії можуть виконувати балансувальну функцію.
У звіті «Empowering Ukraine Through a Decentralised
Electricity System» Міжнародного енергетичного агентс-
тва (IEA) представлено шлях до побудови стійкої, гнучкої
та децентралізованої енергосистеми України. IEA розг-
лядає сучасну кризу української енергетики, що виникла
і поглиблюється внаслідок слабкості її централізованої
моделі під час воєнних дій рф, як можливість побуду-
вати нову архітектуру енергетики, засновану на розподі-
лених енергоресурсах – сонячній, вітровій енергетиці,
біоенергетиці, системах накопичення енергії (BESS) і

мікромережах [5]. Для цього до 2030 року Україна має
реалізувати п’ять ключових напрямів:
− розвиток розподіленої генерації, особливо проєктів
сонячної та біоенергетики;
− впровадження систем накопичення енергії на основі
акумуляторів BESS (Battery Energy Storage System)
для балансування енергосистеми;
− формування місцевих енергетичних спільнот та мік-
ромереж;
− стимулювання prosumerів – споживачів, які одноча-
сно виробляють енергію;
− реформа ринку електроенергії для інтеграції децен-
тралізованих ресурсів у системні послуги.
На сьогодні сонячна електроенергетика в Україні за-
вдяки державній підтримці та міжнародним інвести-
ціям характеризується суттєвим зростанням попиту на
впровадження СЕС різного призначення, потужності та
підпорядкування. Особливий інтерес до створення сис-
тем електрогенерації з використанням сонячної енергії
виявляють фізичні особи та офіційні представники тери-
торіальних громад.
Постановка завдання. Розробка методів визначення ене-
ргетичного потенціалу та придатних для впровадження
фотоенергетичного обладнання площ територіальних
громад, визначених із застосуванням ГІС-технологій.
Метою роботи є визначення потенціалу фотоенерге-
тики територіальних громад України із залученням геоі-
нформаційних систем для використання під час розро-
бки й впровадженні розподілених децентралізованих
енергосистем.
Методи дослідження: програмне забезпечення для ГІС-
аналізу ArcGIS Pro.
Результати досліджень
Для розрахунку фотоенергетичного потенціалу для вста-
новлення СЕС використовуються не лише показники над-
ходження сонячної радіації, а також площа, доступна для
будівництва станцій та коефіцієнт потужності СЕС, який
залежить від типу та розташування фотоелектричних мо-
дулів (ФЕМ), відстані між рядами панелей тощо.
Середньорічна кількість сумарної сонячної радіації, що
потрапляє на 1 м² поверхні на території України – від
1070 кВт·год/м² в її північній частині до 1400 кВт·год/м²
і вище на півдні країни [6]
Для визначення теоретично досяжного потенціалу со-
нячної енергетики областей необхідно визначити об-
сяги потенційно доступних площ для монтажу фотоеле-
ктричного обладнання. До переліку земель, на яких
можна будувати сонячні станції, вводяться обмеження
стосовно цільового значення земель за якими вилуча-
ються такі:
− площі сільськогосподарських угідь,
− площі лісових угідь,
− площі водних ресурсів,
− площі забудованих земель,
− площі природоохоронних зон.
Аналіз останніх досліджень
У дослідженнях [7, 8] розглянуто вибір локацій для СЕС
з використанням критеріїв землекористування шляхом
виокремлення ділянок, на які діє заборона встанов-
лення генерувального обладнання, і, в разі потреби, до-
давання навколо ділянок буферних зон. На відміну від
вітроенергетики, буферні зони для сонячної енергетики
застосовують обмежено через менший екологічний
вплив. Окремо можуть встановлюватися обмеження
для природоохоронних територій, зокрема шляхів міг-
рації птахів, щоб знизити ризик зіткнень з фотопане-
лями та зберегти рідкісні види, як зазначається у дослі-
дженні [9], де для природоохоронних об’єктів
визначено буферні зони 500–2500 м. Для аеропортів у
роботі [10] рекомендовано відступ 3500 м, що обґрун-
товується потенційними відблисками від панелей і ри-
зиками для пілотів під час зльоту та посадки. Отже, між-
народна практика обмежує буферні зони для СЕС
переважно інтервалом 0–500 м, тоді як поодинокі спе-
цифічні ситуації зумовлюють відступи 1–10 км.
Поширена проблема виникнення залишкових вузьких
полігональних переходів між ділянками шириною
менше порогового значення після поелементного прос-
торового утворення масок придатності, що не відпові-
дають вимогам мінімальної робочої ширини для розмі-
щення рядів ФЕМ і сервісних проїздів, вирішується
виконанням операцій ерозії та дилатації з утворенням
буферних зон на прикладі дослідження [11]. У цьому до-
слідженні за даними супутникових зображень Landsat
застосовувалася фільтрація пікселів зі зв’язністю до 9 су-
сідніх пікселів і виконувалося морфологічне розши-
рення кластерів із застосуванням до цього растрового
зображення з аналізом за круговим ядром радіусом в 1
піксель, що становить 30 м, за допомогою чого було усу-
нуто вузькі переходи між ділянками. Додатково авто-
рами дослідження [11] на векторному шарі було відфі-
льтровано полігони площею менше 4 га у вигляді
порогового значення площі ділянки. За аналогією до
морфологічних операцій ерозії та дилатації в роботах
[12] було виконано векторну побудову буферних зон
для усунення вузьких переходів та ізольованих ділянок
геометрії шару. Згідно з даними Національної лаборато-
рії відновлювальної енергетики США (NREL) для практи-
чної реалізації СЕС потужності від 1 МВт рекомендовано
порогове значення площі 2 га [13].
Порядок визначення доступних площ для встанов-
лення СЕС
Для визначення теоретично досяжного потенціалу со-
нячної енергетики для території України першим кро-
ком є визначення географічного потенціалу галузі,
тобто виокремлення доступної території для розмі-
щення генерувальних установок.

Було визначено групу обмежувальних зон, що є части-
ною земель зі складу: сільськогосподарських угідь, лісо-
вих угідь, водних об’єктів, забудованих земель, земель
з природоохоронним статусом. Для кожної зони було
взято вхідні дані у вигляді растрових зображень, або
безпосередньо векторних шейпфайлів, доступних для
аналізу без попередньої конвертації. Процес обробки
вхідних даних з різних джерел є специфічним для кож-
ного з об’єктів вхідної вибірки даних.
Векторні шари забудованих земель та водних об’єктів
було отримано з відкритого ресурсу ArcGIS Online [14,
15]. Шар природоохоронних об’єктів України було
отримано з відкритого ресурсу Protected Planet [16]. Ве-
кторний шар водних об’єктів було отримано шляхом
об’єднання в єдиний шейпфайл двох вхідних векторних
шарів, де векторний шар [14] містить великі водні
об’єкти України, а шар [17] містить водні об’єкти України
у форматі лінійних об’єктів. Для шару [14] з великими
водними об’єктами було створено буферну зону 500 м,
оскільки він зображує, наприклад, такі річки, як Десна
та Дніпро, для яких характерні весняні паводки. Для
шару [17] з іншими малими водними об’єктами – ма-
лими річками, іригаційними каналами, озерами, струм-
ками – було створено буферну зону з рівномірним відс-
тупом від лінійних об’єктів шару на 50 м (рис. 1).

Вхідними даними для сільськогосподарських угідь та лі-
сових насаджень є растрові шари у форматі GeoTIFF, де
кожному пікселю зображення відповідає значення на
проміжку [0,100] – якщо цільовий об’єкт повністю пок-
риває площу пікселя, він зображується білим кольором,
і приймає значення 100, , навпаки, якщо об’єкт повністю
відсутній на площі пікселя, він позначається чорним ко-
льором та приймає значення 0. Усі інші проміжні зна-
чення пікселів зображення n проміжку 0 < n < 100 визна-
чають неповне покриття цільовим об’єктом з різною
насиченістю.
Для сільськогосподарських угідь було взято растрове зо-
браження з ресурсу CORINE Land Monitoring Sevice. [18].
Растр було очищено від шуму шляхом опрацювання за
допомогою інструмента Majority Filter ПЗ ArcGIS Pro
[19] – коли значення більшості з 8 сусідів пікселя відріз-
няються від поточного пікселя, його значення заміню-
ється на значення більшості. Наступним кроком було ви-
окремлено сільськогосподарські угіддя з неперервного
растра за пороговим значенням 61 так, що всі пікселі зі
значеннями менше за порогове відкидалися. Растрове
зображення з вирізаними сільськогосподарськими угід-
дями було конвертовано у векторний шар для подаль-
шого аналізу.
Вхідні дані для лісових насаджень було отримано з пор-
талу GlobalForestWatch [20] у вигляді растрових
зображень, що містять дані супутникового аналізу щіль-
ності покриття деревами території України. Формат раст-
рового зображення лісових насаджень є аналогічним ра-
стру сільськогосподарських угідь і має аналогічний
принцип виокремлення цільового об’єкта. Під час обро-
бки растр було класифіковано за 10 групами, що розподі-
лялися за густиною покриття пікселів лісовими насаджен-
нями, після чого проміжний класифікований растр було
бінаризовано за пороговим значенням 50 для пікселя,
тим самим очищено від ділянок, що не належать облас-
тям лісових насаджень. Проміжний растровий шар лісо-
вих насаджень, аналогічно растру сільськогосподарських
угідь, було конвертовано у векторний шейпфайл. Водно-
час отримані растрові зображення і, як наслідок, векторні
шари СГ угідь та лісових насаджень неуникнено містять
залишкові ділянки відповідних територій у тих зонах, де
оригінальним растровим зображенням відділялися краї
об’єктів, тобто на переходах між білим та чорним кольо-
ром. Цей факт зумовлює виникнення великої кількості ву-
зьких коридорів на краях полів або лісів, а також виокре-
млення ділянок розріджених дерев, що можуть утворити
некоректну форму полігонів під час конвертації у вектор-
ний шар, або утворити помилки геометрії у вигляді діля-
нок нульової площі, дірки у цілісних полігонах або острі-
вні ділянки. Результат утворення векторних шарів
сільськогосподарських угідь та лісових насаджень де-
монструється на рис. 2.

З аналізу растрових зображень можна зробити такі
висновки про характер розміщення обмежувальних
зон: лісові угіддя здебільшого сконцентровані на пів-
ночі України, в Карпатах, Кримських горах та вздовж
русл річок, а сільськогосподарські угіддя, хоч і розта-
шовані на всій території України, збільшують свою
концентрацію на сході, півдні та в центральній частині
України, і обидва шари при об’єднанні утворюють ві-
дносно рівномірний розподіл обмежувальної терито-
рії для розміщення СЕС за усією площею досліджува-
ної території.
Таким чином усі вхідні шари було приведено до фор-
мату векторних шейпфайлів. Над сформованою вибір-
кою шарів було виконано операцію об’єднання та роз-
чинення (Union, Dissolve) засобами ПЗ ArcGIS Pro [19]
для отримання єдиного векторного шару обмежуваль-
них ділянок (рис. 3).
Шар доступних для розміщення зон було отримано шля-
хом виконання операції симетричної різниці (Symmetrical
Difference), засобами ПЗ ArcGIS Pro [19], між територією
адміністративних кордонів України та шаром обмежува-
льних ділянок (рис. 4).

Оскільки отриманий векторний шар доступних ділянок
містить велику кількість вузьких переходів між ділян-
ками та помилок геометрії полігонів, що виражається
переважно в острівних залишкових мікро-ділянках, такі
об’єкти реально не є придатними для розміщення СЕС,
тому було виконано процес очищення векторного шару.
Спершу шар було очищено від вузьких переходів та мік-
роділянок виконанням послідовних операцій ерозії та
дилатації. Так, було спочатку виконано розрахунок бу-
ферної зони відстанню 40 м з від’ємним значенням від
зовнішніх контурів векторного шару, за допомогою чого
було очищено шар від небажаних ділянок, і від ново-
утвореного проміжного шару було знову розраховано
буферну зону відстанню 40 м з додатним значенням.
Розмір буферної зони оцінювався з розрахунку на міні-
мально придатну глибину одного ряду СЕС з розмі-
щенням супутнього устаткування, крім безпосередньо
фотопанелей.
Отриманий шар також було розподілено за адміністратив-
ними одиницями України різних рівнів. Так, було послідо-
вно накладено сітку за межами адміністративних областей
України, районів та територіальних громад для можливо-
сті здійснювати локальний аналіз території на різних рів-
нях. У такий спосіб кандидатні ділянки було агреговано в
цільні набори в межах кожної територіальної громади,
району та адміністративної області України (рис. 5).
Отже, згідно з виконаним розподілом, представленим
на рис. 5, було отримано зведену статистику кількості
доступної території в квадратних кілометрах для соняч-
ної енергетики за межами адміністративних областей
України, де показано географічний потенціал до та після
постобробки векторного шару доступної території:

Для створення тестової вибірки даних за окремими гро-
мадами було взято по п’ять громад з п’яти областей Ук-
раїни – Чернігівської, Харківської, Миколаївської, Львів-
ської та Черкаської (табл. 1).

Проте вказані в таблиці значення доступної території не
визначають загальну теоретично доступну територію
для розміщення СЕС, оскільки аналіз географічного по-
тенціалу не враховує технічну доступність до існуючої
енергетичної розподільчої мережі, економічну доціль-
ність розміщення, та доцільність розміщення з погляду
середньорічного просторового розподілу сонячної раді-
ації, що сумарно суттєво обмежуватиме придатну для
розміщення СЕС територію.
Порядок визначення досяжного потенціалу фотоене-
ргетики територіальних громад:
1. Для розрахунку площі ФЕМ, яка може бути встановле-
ною на відповідній площі поверхні землі, необхідно ви-
значити коефіцієнт відношення площі затінення горизо-
нтальної поверхні до площі встановлених ФЕМ (табл. 3).
Відповідно, площа встановлених ФЕМ буде
SФЕМ = k * SДОСТ,
де SФЕМ – площа встановлених ФЕМ, k – коефіцієнт від-
ношення площі затінення горизонтальної поверхні до
площі встановлених ФЕМ, SДОСТ – площа поверхні землі,
доступна для встановлення ФЕМ.

те, що площа генерації 1 кВт сучасними ФЕМ становить
приблизно 5 м2 (табл. 4).

Для оцінки теоретично досяжної річної фотоелектрич-
ної генерації необхідно взяти показники середньорічної
генерації з 1 кВт ФЕМ для областей України, до яких на-
лежать відповідні громади.
Результати представлено в табл. 5.

Висновки
Під час дослідження було проаналізовано актуальні
практики визначення географічного потенціалу для со-
нячної енергетики, встановлено основні обмежувальні
ділянки для СЕС, критерії та доконечні випадки застосу-
вання буферних зон для обмежувальних ділянок. Було
визначено набір відкритих джерел для формування вхі-
дної вибірки даних обмежувальних ділянок. До вхідної
вибірки обмежувальних ділянок було занесено такі
об’єкти, як сільськогосподарські угіддя, лісові наса-
дження, водні об’єкти, забудовані території й території
з природоохоронним статусом. Розрізнену вхідну вибі-
рку даних, що складалася з растрових зображень та ве-
кторних шарів, було приведено до єдиного типу вектор-
них шарів. Вхідні растрові шари сільськогосподарських
угідь та лісових насаджень було категоризовано за по-
роговими значенням 61 і 50, відповідно, з проміжку
[0,100]. У такий спосіб було вилучено з зображення ді-
лянки, що не належать виокремленим об’єктам, після
чого було утворено векторні шари за залишковими ді-
лянками після процесу фільтрації. Вибірку векторних
шарів обмежувальних ділянок було об’єднано в єдиний
векторний шар, після чого знайдено симетричну різ-
ницю з адміністративними межами України. У підсумку
було отримано векторний шар доступних для розмі-
щення ділянок.
Векторний шар доступних ділянок було відфільтровано
за пороговим значенням площі в 0,15 га, та очищено від
вузьких коридорів відстанню до 40 м. Після чого було
виконано розподіл отриманої території за категоріями
адміністративного поділу України – за межами адмініс-
тративних областей, районів та територіальних громад.
У межах України процес фільтрації продемонстрував рі-
зницю в оцінці географічного потенціалу у 2 % між від-
фільтрованою та невідфільтрованою вибіркою ділянок.
Застосування геоінформаційних технологій дало змогу
отримати значення площ, доступних для встановлення
СЕС для вибраних територіальних громад.

Внаслідок виконання роботи визначено теоретично до-
сяжний потенціал фотоенергетики для впровадження
СЕС на встановлених площах 25 вибраних територіаль-
них громад з різним географічним положенням, гру-
пами по п’ять із п’яти областей України.

DETERMINATION OF THE PHOTOVOLTAIC POTENTIAL OF TERRITORIAL COMMUNITIES OF
UKRAINE USING GEOINFORMATION SYSTEMS

Abstract. The study presents the results of research aimed at
determining the photovoltaic potential of the territorial
communities of Ukraine using geoinformation technologies.
For testing purposes, 25 territorial communities were selected
for the implementation of solar power plants (SPP), grouped in
sets of five across five regions of Ukraine with different
geographical conditions.
An input dataset of restrictive land areas was formed,
consisting of agricultural lands, forest plantations, water bodies, built-up areas, and territories with environmental
protection status. The input dataset of restrictive areas was processed using GIS tools, resulting in the creation of
a vector layer of available land plots suitable for the placement of SPP.
Threshold values were defined for filtering the layer of available areas into two categories: a minimum corridor
width of 40 meters and a minimum plot area of 0.15 hectares. A comparison of the available area before filtering
(113,413.4 km²) and after filtering (103,419.6 km²) according to these categories demonstrated a difference of
approximately 2% relative to the total study area of Ukraine. Based on the data on territories suitable for SPP
deployment and annual solar irradiation, indicators of the photovoltaic potential of the selected territorial
communities of Ukraine were calculated.

Introduction
The Energy Strategy of Ukraine until 2050, approved by the
Cabinet of Ministers’ Resolution of April 21, 2023, envisions
enhancing the resilience of the Ukrainian Energy System
and ensuring a reliable energy supply through the decen-
tralization of electricity generation across the entire terri-
tory of the country, which is closely linked to the develop-
ment of renewable energy sources [1-3]. Amendments to
the laws of Ukraine concerning the restoration and "green"
transformation of the national energy system [4] are aimed
at reforming the electric power sector in multiple aspects
of its operation and development of the national energy
market, including small-scale distributed generation. In ad-
dition to economic advantages, distributed power genera-
tion systems can also perform a balancing function.
In the report “Empowering Ukraine Through a Decentral-
ised Electricity System” by the International Energy Agency
(IEA), a pathway toward building a resilient, flexible, and
decentralized energy system in Ukraine is presented. The
IEA views the current crisis of Ukraine’s energy sector—
arising and deepening due to the vulnerability of its centra-
lized model during the military aggression of the Russian
Federation—as an opportunity to construct a new energy
architecture based on distributed energy resources, includ-
ing solar, wind, and bioenergy, as well as battery energy
storage systems (BESS) and microgrids [5]. To achieve this,
Ukraine must implement five key strategic pathways by
2030:

− implementation of battery energy storage systems
(BESS) for balancing the power system;
− establishment of local energy communities and mi-
crogrids;
− promotion of prosumers — consumers who simultane-
ously produce energy;
− reform of the electricity market to enable the integra-
tion of decentralized resources into system services.
At present, solar power generation in Ukraine, supported
by state initiatives and international investments, is charac-
terized by a significant increase in demand for the deploy-
ment of solar power plants (SPPs) of various types, capaci-
ties, and ownership structures. Particular interest in
establishing electricity generation systems based on solar
energy is demonstrated by individual households as well as
official representatives of territorial communities.
Problem Statement. The development of methods for de-
termining the energy potential and identifying areas suita-
ble for the deployment of photovoltaic equipment within
the territorial communities, defined through the applica-
tion of GIS technologies.
The aim of this study is to determine the photovoltaic po-
tential of the territorial communities of Ukraine using
geoinformation systems, with the purpose of supporting
the development and implementation of distributed de-
centralized energy systems.
Research Methods: GIS analysis software ArcGIS Pro.
Research Results
In calculating the photovoltaic potential for the installation
of solar power plants (SPPs), not only the indicators of in-
coming solar radiation are taken into account, but also the
area available for plant construction and the power coeffi-
cient of SPPs, which depends on the type and configuration
of photovoltaic modules (PVs), the distance between panel
rows, and other design factors.
The average annual total solar radiation incident on 1 m² of
surface across Ukraine ranges from approximately 1070
kWh/m² in the northern regions to 1400 kWh/m² and
higher in the southern parts of the country [6].
To determine the theoretically attainable solar energy po-
tential of the regions, it is necessary to assess the extent of
areas that are potentially available for the installation of
photovoltaic equipment. The list of land categories suitable
for the construction of solar power plants is subject to re-
strictions based on land use designation, which excludes
the following categories:
− areas of agricultural land,
− areas of forest land,
− areas of water resources,
− areas of built-up land,
− areas of protected natural zones.
Analysis of Recent Studies
Studies [7, 8] examine the selection of suitable locations for
solar power plants (SPPs) using land-use criteria by identi-
fying areas where the installation of generation equipment
is prohibited and, where necessary, adding buffer zones
around such areas. Unlike wind energy, buffer zones for so-
lar energy are applied to a limited extent due to its lower
environmental impact.
Additional restrictions may be established for protected
natural areas, particularly for bird migration corridors, in
order to reduce the risk of collisions with photovoltaic pan-
els and to preserve rare species, as noted in study [9],
where buffer zones of 500–2,500 m were defined for envi-
ronmental protection sites. For airports, study [10] recom-
mended a setback distance of 3,500 m, justified by poten-
tial glare from panels and associated risks for pilots during
takeoff and landing.
Thus, in most cases, international practice limits buffer
zones for SPPs to a range of 0–500 m, while specific excep-
tional circumstances may require setback distances on the
order of 1–10 km.
A common issue that arises during the formation of spatial
suitability masks is the appearance of residual narrow po-
lygonal transitions between areas with widths below the
threshold value. These zones do not meet the minimum op-
erational width requirements for the placement of photo-
voltaic module (PV) rows and service passages. This prob-
lem can be addressed through the application of erosion
and dilation operations with the creation of buffer zones,
as demonstrated in study [11].
In that study, based on Landsat satellite imagery, pixel fil-
tering was applied using connectivity to nine neighboring
pixels, followed by morphological expansion of clusters
across the entire raster image using a circular kernel with a
radius of one pixel (equivalent to 30 meters). This approach
effectively eliminated narrow transitions between adjacent
areas. Additionally, the authors of [11] applied a filtering
step to the vector layer to remove polygons with an area
smaller than 4 hectares, establishing a threshold value for
the minimum plot area.
Similarly, in studies [12], vector-based buffer construction
was employed to eliminate narrow connections and iso-
lated geometry fragments within the layer, analogous to
morphological erosion and dilation operations. According
to data from the U.S. National Renewable Energy Labora-
tory (NREL), for the practical deployment of solar power
plants (SPPs) with a capacity of 1 MW or more, a threshold
land area of 2 hectares is recommended [13].
Procedure for Determining Available Areas for the
Installation of Solar Power Plants (SPP)
To assess the theoretically attainable solar energy potential
across the territory of Ukraine, the first step is to determine
the geographical potential of the sector — that is, to
identify the areas available for the placement of power
generation facilities.

A set of restrictive zones was identified, comprising land
categories that include agricultural areas, forested lands,
water bodies, built-up areas, and lands with environmental
protection status. For each zone, input data were obtained
in the form of raster images or directly as vector shapefiles,
both suitable for analysis without prior format conversion.
The processing workflow for input data from various
sources is specific to each object within the input dataset.
The vector layers of built-up areas and water bodies were
obtained from the open-access resource ArcGIS Online [14–
15]. The layer of protected areas of Ukraine was acquired
from the open database Protected Planet [16]. The vector
layer of water bodies was created by merging two input vec-
tor layers into a single shapefile: layer [14], which contains
large water bodies of Ukraine, and layer [17], which repre-
sents water bodies in the form of linear features. For layer
[14], representing major water bodies such as the Desna and
Dnipro rivers, a 500-meter buffer zone was created, consid-
ering the characteristic seasonal flooding of these rivers. For
layer [17], containing smaller hydrological features—minor
rivers, irrigation canals, lakes, and streams — a buffer zone
with a uniform offset of 50 meters from the linear features
of the layer was generated (Fig. 1):

The input data for agricultural lands and forest plantations
consist of raster layers in GeoTIFF format, where each pixel
of the image corresponds to a value within the range [0,
100]. If the target object fully occupies the pixel area, it is
displayed in white and assigned a value of 100; conversely,
if the object is completely absent within the pixel, it is dis-
played in black and assigned a value of 0. All intermediate
pixel values within the range 0 < n < 100 represent partial
coverage of the target object, with varying degrees of in-
tensity.
For agricultural lands, a raster image was obtained from the
CORINE Land Monitoring Service [18]. The raster was de-
noised using the Majority Filter tool in ArcGIS Pro [19]. In
this process, when the majority value among the eight
neighboring pixels differs from that of the central pixel, the
pixel value is replaced with the majority value. The next
step involved extracting agricultural lands from the contin-
uous raster using a threshold value of 61, whereby all pixels
with values below the threshold were excluded. The result-
ing raster image, containing only the extracted agricultural
lands, was then converted into a vector layer for subse-
quent analysis.
The input data for forest plantations were obtained from
the Global Forest Watch portal [20] in the form of raster
images containing satellite-derived information on tree
cover density across the territory of Ukraine. The raster
format of forest plantations is analogous to that of agri-
cultural land and follows a similar principle for extracting
the target object. During processing, the raster was clas-
sified into ten groups according to the density of pixel
coverage by forest vegetation. The intermediate classi-
fied raster was then binarized using a threshold value of
50, thereby excluding pixels that did not belong to for-
ested areas. The resulting intermediate raster layer of
forest plantations, similar to that of agricultural lands,
was converted into a vector shapefile. However, the ras-
ter images obtained—and, consequently, the vector lay-
ers of agricultural lands and forest plantations—inevita-
bly contained residual areas corresponding to edge
zones in the original rasters, i.e., transitions between
white and black pixels. This led to the formation of nu-
merous narrow corridors along field or forest bounda-
ries, as well as the delineation of sparse tree clusters
that could generate irregular polygon geometries during
vector conversion. Such artifacts may result in geometry
errors such as zero-area polygons, holes within continu-
ous features, or isolated fragments. The results of the
vectorization of agricultural and forest land layers are il-
lustrated in Fig. 2:

From the analysis of the raster images, the following con-
clusions can be drawn regarding the spatial distribution of
the restrictive zones: forest areas are primarily concen-
trated in the northern regions of Ukraine, as well as in the
Carpathian Mountains, the Crimean Mountains, and along
river valleys, whereas agricultural lands, though present
throughout the entire territory of Ukraine, show in-
creased concentration in the eastern, southern, and cen-
tral regions. When combined, both layers form a relatively
uniform distribution of restricted areas for the placement
of solar power plants (SPP) across the overall study area.
Thus, all input layers were converted into vector shapefile
format. The resulting dataset of layers was then processed
using the Union and Dissolve operations in ArcGIS Pro [19]
to produce a single vector layer of restrictive areas (Fig. 3).
The layer of available areas for solar power plant (SPP) de-
ployment was obtained by performing the Symmetrical Dif-
ference operation in ArcGIS Pro [19] between the territory
of Ukraine’s administrative boundaries and the restrictive
areas layer (Fig. 4):

Since the resulting vector layer of available areas contained
a large number of narrow transitions between polygons
and geometric errors, primarily expressed as isolated
residual micro-areas, such objects were deemed unsuitable
for the placement of solar power plants (SPPs). Therefore,
a vector layer cleaning process was carried out. Initially, the
layer was refined to remove narrow connections and
micro-areas by performing sequential erosion and dilation
operations. Specifically, a buffer zone of 40 meters with a
negative offset was first calculated from the external
boundaries of the vector layer, effectively eliminating
unwanted fragments. Then, from the newly created
intermediate layer, another buffer zone of 40 meters with
a positive offset was generated to restore the layer
boundaries. The chosen buffer width of 40 meters was
estimated based on the minimum feasible depth of a single
SPP row, allowing for the installation of auxiliary equipment
in addition to the photovoltaic panels themselves.
The resulting layer was also spatially segmented according
to the administrative divisions of Ukraine at various
hierarchical levels. Specifically, a grid overlay was
successively applied along the boundaries of administrative
regions (oblasts), districts (raions), and territorial
communities to enable localized territorial analysis at
multiple administrative scales. As a result, the candidate
areas were aggregated into integrated datasets within the
boundaries of each territorial community, district, and
administrative region of Ukraine (Fig. 5).
Thus, based on the spatial distribution presented in Figure
5, a summary of the available land area (in km²) suitable for
solar energy development was obtained for each
administrative region of Ukraine. The results illustrate the
geographical potential of solar energy both before and
after the post-processing of the vector layer representing
available territory.

To create a test data sample for individual communities,
five territorial communities were selected from each of five
regions of Ukraine — Chernihiv, Kharkiv, Mykolaiv, Lviv,
and Cherkasy — as presented in Table 1:

The values of available territory presented in the table,
however, do not represent the total theoretically accessible
area for the deployment of solar power plants (SPPs). This
is because the analysis of geographical potential does not
account for factors such as technical accessibility to the ex-
isting power distribution network, economic feasibility of
site development, or suitability in terms of the spatial dis-
tribution of annual solar radiation. Collectively, these fac-
tors significantly constrain the territory that is practically
suitable for SPP installation.
Procedure for Determining the Achievable Photovoltaic
Potential of Territorial Communities:
To calculate the area of photovoltaic modules (PVs) that
can be installed on a given land surface, it is necessary to
determine the coefficient of the ratio between the shaded
horizontal surface area and the area of installed PV mod-
ules (Table 3). Accordingly, the area of the installed PV
modules is calculated as:
SPVM = k * SAV,
where SPVM - the area of the installed photovoltaic modules,
k - the coefficient representing the ratio of the shaded hor-
izontal surface area to the area of the installed PV modules,
SAV - the land surface area available for the installation of
PV modules.

Estimation of the theoretically achievable power output is
based on the assumption that the generation area required
for producing 1 kW of electricity using modern photovoltaic

taic generation, it is necessary to use the indicators of the
average annual electricity generation per 1 kW of installed
PV capacity for the regions of Ukraine to which the respec-
tive communities belong.

Conclusions
In the course of this study, current practices for determin-
ing the geographical potential of solar energy were ana-
lyzed, and the main restrictive zones for solar power plants
(SPP), as well as the criteria and conditions for applying
buffer zones to such areas, were identified. A set of open
data sources was determined for the formation of the input
dataset of restrictive areas. The input dataset of restrictive
areas included such land categories as agricultural lands,
forest plantations, water bodies, built-up areas, and envi-
ronmentally protected territories. The heterogeneous in-
put dataset, consisting of raster images and vector layers,
was converted into a unified format of vector layers. The
input raster layers for agricultural lands and forest planta-
tions were categorized using threshold values of 61 and 50,
respectively, within the range [0,100]. This process ex-
cluded areas not belonging to the designated land catego-
ries, after which vector layers were generated from the re-
sidual regions following filtering. The resulting collection of
vector layers representing restrictive areas was then
merged into a single vector layer, and a symmetric differ-
ence operation was performed with the administrative
boundaries of Ukraine, resulting in a final vector layer of ar-
eas available for solar power plant deployment.
The vector layer of available areas was filtered using a min-
imum area threshold of 0.15 hectares and refined to re-
move narrow corridors up to 40 meters wide. Subse-
quently, the processed territory was classified according to
the administrative division of Ukraine, encompassing ad-
ministrative regions (oblasts), districts (raions), and territo-
rial communities. Across the territory of Ukraine, the filter-
ing process revealed a 2% difference in the assessment of
geographical potential between the filtered and unfiltered
datasets of available areas. The application of geoinfor-
mation technologies made it possible to determine the ar-
eas suitable for the installation of solar power plants (SPP)
for the selected territorial communities.
As a result of the study, the theoretically achievable photo-
voltaic potential for the deployment of solar power plants

(SPP) was determined for the designated areas of 25 se-
lected territorial communities, grouped by five communi-
ties from each of five regions of Ukraine, representing dif-
ferent geographical conditions.

The study presents the results of research aimed at determining the photovoltaic potential of the territorial communities of Ukraine using geoinformation technologies. For testing purposes, 25 territorial communities were selected for the implementation of solar power plants (SPP), grouped in sets of five across five regions of Ukraine with different geographical conditions.An input dataset of restrictive land areas was formed, consisting of agricultural lands, forest plantations, water bodies, built-up areas, and territories with environmental protection status. The input dataset of restrictive areas was processed using GIS tools, resulting in the creation of a vector layer of available land plots suitable for the placement of SPP.Threshold values were defined for filtering the layer of available areas into two categories: a minimum corridor width of 40 meters and a minimum plot area of 0.15 hectares. A comparison of the available area before filtering (113,413.4 km²) and after filtering (103,419.6 km²) according to these categories demonstrated a difference of approximately 2% relative to the total study area of Ukraine. Based on the data on territories suitable for SPP deployment and annual solar irradiation, indicators of the photovoltaic potential of the selected territorial communities of Ukraine were calculated. У роботі представлено результати досліджень щодо визначення потенціалу фотоенергетики для територіальних громад України з використанням геоінформаційних технологій. Для тестування вибрано 25 територіальних громад для впровадження СЕС з різним географічним положенням, групами по п’ять із п’яти областей України. Проведено формування вхідної вибірки даних обмежувальних ділянок, яка складається з сільськогосподарських угідь, лісових насаджень, водних об’єктів, забудованих територій та територій з природоохоронним статусом. Вхідна вибірка обмежувальних ділянок була оброблена ГІС-засобами, і був сформований векторний шар доступних ділянок для розміщення СЕС. Визначено порогові значення для фільтрації шару доступних ділянок за категоріями мінімальних коридорів, 40 м, та мінімальної площі ділянки, 0,15 гГа. Порівняння значень доступної площі до (113 413,4 км²) та після фільтрації (103 419,6 км²) за цими категоріями продемонструвало різницю в 2% відносно загальної досліджуваної площі України. На основі даних про доступні для впровадження СЕС території та даних щодо річної інсоляції розраховано показники фотоенергетичного потенціалу вибраних територіальних громад України.
