| description | The aim of this article is to assess the feasibility of using the Prophet neural network together with selected Python libraries for the correlation analysis and mid-term forecasting of wind potential in the Azov region, as well as to compare the obtained results with several linear regression methods. In this study, wind-speed measurements from meteorological masts were correlated with ERA5 reanalysis data at an altitude of 100 m, and the corresponding slope coefficients and intercepts were determined. Synthetic time series were generated from the reanalysis data for the 2009–2019 period and used as regressors in training the neural network. Based on these series, the neural network produced hourly wind-speed forecasts for 2020–2022, from which the mean wind speeds, Weibull distribution shape and scale parameters, and wind-power density at 100 m were calculated. The mid-term forecasts (1–2 years ahead) were validated against measurements from a second meteorological mast located nearby. For the long-term forecast, the results were compared with wind-potential assessments obtained using the WindPRO software. |

ДОСЛІДЖЕННЯ ЕФЕКТИВНОСТІ НЕЙРОННОЇ МЕРЕЖІ PROPHET ДЛЯ ВИЗНАЧЕННЯ ПАРАМЕТРІВ

Анотація. Мета статті – оцінити доцільність викорис-
тання нейронної мережі Prophet та окремих бібліотек
мови програмування Python для виконання кореляції й середньострокового прогнозування вітрового по-
тенціалу в Приазовському регіоні, а також порівняти отримані прогнози з результатами, що отри-
мані різними методами лінійної регресії. У межах статті проведено кореляцію виміряних значень шви-
дкості вітру з метеощогли з даними реаналізу ERA5 на висоті 100 м та визначено коефіцієнти нахилу і
вільний член лінійної регресії. Синтетичні часові ряди, сформовані на основі даних реаналізу за 2009–2019
роки, використано як регресори для нейронної мережі. На основі прогнозних погодинних значень швид-
кості вітру на період 2020–2022 років, отриманих на виході нейронної мережі, розраховано середні шви-
дкості вітру, параметри форми та масштабу розподілу Вейбулла, а також визначено питому щіль-
ність потужності на висоті 100 м. Отриманий середньостроковий прогноз на 1–2 роки зіставлено з
результатами вимірювань на другій метеорологічній щоглі, що розташована поблизу. Для довгостро-
кового прогнозу порівняно результати з оцінкою вітрового потенціалу, виконаною у програмному за-
безпеченні WindPRO.

Вступ
Невідворотність розвитку української енергетичної галузі
в напрямі збільшення частки відновлюваних джерел ене-
ргії в загальному енергетичному балансі країни визна-
чено Енергетичною стратегією України до 2050 року [1] та
неодноразово було підтверджено представниками
влади та керівництвом Міністерства енергетики України
й оператора системи передачі. Проблематика переходу
до «зеленої» енергетики обговорювалась на численних
форумах і конференціях, а провідні експерти багато разів
фокусували свою увагу на різних аспектах розвитку кож-
ного з напрямів відновлюваної енергетики.
Не буде перебільшенням сказати, що вітрова енерге-
тика посідає окреме місце серед інших напрямів ВДЕ і
має чимало особливостей. Проєкти вітрових станцій
вирізняються серед інших довшою та дорожчою проце-
дурою розвитку проєкту від початку до отримання необ-
хідних дозволів (девелопменту проєкту), а в подаль-
шому відносно тривалим процесом будівництва та
введення в експлуатацію. Терміни реалізації проєктів
ВЕС від пошуку місця розташування до початку опера-
ційної діяльності можуть сягати 5–7 років. Саме тому
критично важливим етапом розвитку проєкту є попере-
дній аналіз вітрового та енергетичного потенціалу рай-
ону розміщення ВЕС, який здебільшого виконується на
самому початку процесу девелопменту. Наразі існує кі-
лька інструментів для такої оцінки:
− атласи – як інтерактивні, так і традиційні;
− попередня оцінка потенціалу в спеціалізованому
програмному забезпеченні.

Обидва способи мають свої недоліки та переваги. На-
приклад, для попередньої оцінки може бути викорис-
тано загальнодоступні джерела [2, 3], проте такі оцінки
зазвичай значно перевищують реальні показники сере-
дньої швидкості вітру, отримані в разі реальних вимі-
рів – в окремих випадках до 0,8–0,9 м/с, оскільки під час
створення атласів використовується downscaling (моде-
лювання швидкостей та напрямків вітру від великих ма-
сштабів, 20–200 км, до малих, 0,1–1,0 км), дані ERA 5 за
2008–2017 роки [2]. Така похибка спотворює результати
енергетичного потенціалу та дає занадто оптимістичні
економічні оцінки проєкту. Атлас [4] сфокусований на
потенціалі досить великих регіонів – областей, територі-
альних громад тощо, тоді як ВЕС розташована на меншій
території й вимагає меншого масштабу для оцінки.
Найпопулярнішим способом оцінки вітрового та енерге-
тичного потенціалу в практичній діяльності компаній,
що розвивають та реалізують проєкти вітрових станцій,
є виконання попередньої оцінки спеціалізованими ком-
паніями у відповідному програмному забезпеченні
(WindPRO, WaSP та інше), але для якісної оцінки потрі-
бно визначити одну чи кілька моделей вітрових турбін і
виконати мікросайтінг площадок. На етапі відбору такі
підготовчі роботи вимагатимуть певного часу й матеріа-
льних витрат, що може бути недоречним особливо для
невеликих проєктів. Крім того, переважна більшість та-
ких програм та компаній виконавців є закордонними,
що робить українську вітроенергетику залежною від зо-
внішніх обставин.
Отже, для вирішення вказаної проблеми визначення
енергетичного потенціалу пропонується дослідити ефе-
ктивність прогнозування швидкості вітру та виконати ро-
зрахунок питомої щільності потужності для ділянки в
Приазовському регіоні на періоди 1–2 роки та 16 років.
Дослідження виконуватиметься на основі даних реана-
лізу ERA 5, реальних вимірів (з метеощогли або метеос-
танції) з використанням нейронної мережі Prophet і за-
гальнодоступних бібліотек високорівневої мови
програмування Python, як-от NumPy, Pandas, SciPy тощо,
та застосуванням методу МСР.
Варто зазначити, що використання Prophet описано в кі-
лькох дослідженнях щодо короткострокового [5] та дов-
гострокового [6] прогнозування і показує, що має менші
похибки, ніж більш традиційні моделі, наприклад
САІМКС (SARIMA). Українські дослідники також викори-
стовують мережу Prophet для прогнозування ВДЕ, але
основний фокус у дослідженнях зроблено на сонячній
енергетиці, тоді як для цілей вітроенергетики вона ще
не застосовувалась.
Мета і завдання
Мета роботи – визначити можливість та ефективність
використання нейронної мережі Prophet для оцінки віт-
рового потоку в середньостроковому (для цієї роботи 1–
2 роки) й довгостроковому (16 років) горизонтах прогно-
зування із застосуванням методу MCP;на основі отрима-
них синтетичних прогнозних рядів визначити параметри
розподілу ймовірності Вейбулла, розрахувати питому
щільність потужності вітрового потоку (WPD) та порів-
няти їх з наявними фактичними результатами вимірю-
вань метеощогли й даних, отриманих з програмного
комплексу WindPro.
Виклад основного матеріалу
Опис досліджуваного району
Потенціал енергії вітру був здавна відомий та викорис-
товувався на території Україні. Вже у 1917 році потуж-
ність вітрових двигунів для виготовлення борошна та пе-
рекачування води становила 1400 МВт [4, c. 65], що
цілком співставне із сучасним станом вітроенергетики в
країні, де на кінець 2024 року встановлена потужність
вітрових електричних станцій становила 1921,4 МВт (за
винятком ВЕС, що розташовані на території тимчасово
окупованої АР Крим) [7]. Із розвитком технологій – збі-
льшення висоти вежі та діаметра ротора вітрової тур-
біни – майже для всіх регіонів країни стають привабли-
вими та економічно доцільними проєкти великих
промислових ВЕС, а загальний енергетичний потенціал
для оншорних ВЕС на території України оцінюється в
407 ГВт [3, c. 15]. Одним з найцікавіших регіонів є Приа-
зов’я, яке було одним із перших регіонів у державі, де
були побудовані перші великі вітрові електричні станції,
як-от ВЕС Вітроенрегопром (роки будівництва 1998–
2013, потужність 30,53 МВт), Новоазовська ВЕС (роки бу-
дівництва 2010–2012, потужність 57,5 МВт), Ботієвська
ВЕС (роки будівництва 2011–2014,потужність 200 МВт)
тощо. Отже, велика зацікавленість, хороший вітровий
потенціал та наявність результатів довгострокових спос-
тережень роблять Донецьке Приазов’я цікавим
об’єктом для дослідження.
Для дослідження було вибрано ділянку 10 х 40 км, що
показана на рис. 1, на південному заході Донецької об-
ласті на території Мангушської селищної територіальної
громади, Маріупольської міської територіальної гро-
мади, Нікольскої селищної територіальної громади Ма-
ріупольского району Донецької області та частково Оси-
пеньківської селищної територіальної громади
Бердянського району Запорізької області.
Досліджувана область розташована на межі Приазовсь-
кої низовини та Приазовської височини. Рельєф плас-
кий або слабохвилястий, у центрі та на півдні з висотами
70–100 м, а на півночі (у частині Приазовської висо-
чини) – 100–300 м [9, c. 75–76]. У табл. 1 показано коор-
динати й висоти розташування метеощогл – «фактич-
них», для яких було проведено заміри параметрів
вітрового потоку (точки 1 і 2) та «віртуальних» (точки 4 і
5) з даними реаналізу ERA 5. Додатково показано розта-
шування метеостанції «Маріупольська» (точка 3).

Відповідно до метеорологічних показників, що були ви-
міряні на метеостанції «Маріупольська» за період з
01.02.2005 по 31.07.2025 середньорічна температура в
досліджуваному регіоні становить 11,09 oС із сезонними
мінімумами в грудні – лютому та максимумами в ли-
пні – серпні. Середня швидкість вітру на висоті 10–12 м
дорівнює 4,6 м/с із середнім максимумом у лютому –
березні – 5,22–5,11 м/с та мінімумом у липні – 3,9 м/с.
Місце досліджень характеризується переважаючим на-
прямком вітру з південного сходу, як показано на рис. 2.
Отримані дані добре корелюються з даними за перева-
жаючими напрямками вітру [3, 4] та [10, c. 18]. Порівня-
вши результати аналізу метеорологічних умов метеос-
танції з даними реаналізу та фактичного виробництва
існуючих ВЕС по інших ділянках регіону, можна ствер-
джувати, що вітрова обстановка в розглядуваному рай-
оні репрезентативна для Приазов’я.
Опис вхідних даних
Підготовка вхідних даних – важливий етап для точного
прогнозування, а в разі використання нейронних ме-
реж, зокрема Prophet, дані не мають містити пропусків,
різні числові ряди мають бути синхронізованими та
мати однакову розмірність. У межах роботи використані
погодинні дані [9] а під час підготовки даних зроблено
такі припущення та спрощення:
• періоди прогнозування: для «віртуальних» метеощогл
підготовлено та завантажено набори даних за період з
01.01.2009 по 31.07.2025, вимірювання параметрів на
«фактичних» метеощоглах вітрового потоку проведено
з жовтня 2019 до лютого 2022, отже, період, що пере-
тинається, становить два роки – 2020 та 2021;
• під час розрахунків не враховується напрямок вітру;
• для зменшення обсягу розрахунків використано
лише дві точки реаналізу;
• досліджуваний період обмежено періодом до 2035
року, що становить від періоду навчання нейронної
мережі 15 років.
• вибрано такі горизонти прогнозування:
o середньострокове – 1–2 роки (актуально для опе-
раційної діяльності вже існуючих вітрових пар-
ків);
o довгострокове – 17–20 років (для оцінки вітро-
вого та енергетичного потенціалу на етапі деве-
лопменту проєктів вітрових станцій).

Підготовка даних вимірів (дані з площадки)
У цій роботі використовуються результати вітровимірю-
вальної компанії, що проводилась у досліджуваному ре-
гіоні протягом 2019–2022 років за вимогами стандартів
Measnet [11], отриманих з двох метеощогл. Отримані
10-хвилинні заміри на висоті 100 м було усереднено до
погодинних значень та використано окремими число-
вими рядами для кожної з метеощогл. Погодинні данні
з метеощогли «Мангуш» використано для кореляції да-
них з площадки з даними ERA 5 та подальшого регресій-
ного аналізу. А виміри зі щогли «Комишувате» викорис-
тано для оцінки результатів середньострокового про-
гнозування.
Як еталонні дані було використано дані п’ятого поко-
ління Європейського центру середньострокових про-
гнозів погоди – ECMWF-реаналізу глобального клімату
та погоди – ERA 5 [15] для визначеної локації.
Для отриманих рядів були розраховані відповідності ча-
сових рядів та була виконана перевірка кореляції між
даними реаналізу та вимірювань, результати якої наве-
дено в табл. 2.

Лінійна регресія є одним з поширених методів коригу-
вання довгострокових даних. Для врахування локальних
особливостей було виконано регресійний аналіз для
двох погодинних рядів швидкості вітру за даними ERA 5
та вимірювань метеощогли «Мангуш»; для рядів ERA 5
було розраховано коефіцієнти за формулою множинної
лінійної регресії (Multiple Linear Regression) для моделі з
двома предикторами [18]:

Як було зазначено вище, лінійна регресія через свою про-
стоту є одним з найпоширеніших методів уточнення дов-
гострокових даних, проте і найменш точним. Для оцінки
точності кореляції були розраховані коефіцієнти та віль-
ний член регресії методами LinearRegression (OLS) та стій-
кіші до викидів робастні методи HuberRegressor,
TheilSenRegressor бібліотеки sklearn.linear_model мови
програмування Python, результати розрахунків наведено
в табл. 3. Також, для перевірки вірності розрахунків, було
виконано перевірочні обчислення в MATLAB, за якими
отримані результати збігаються з отриманими в Phyton.

Результатом застосування формули множинної лінійної
регресії є синтетичний ряд, що містить обидві точки з да-
ними реаналізу з урахуванням фактичних замірів на ме-
теощоглі. Отриманий ряд наближає дані ERA 5 до умов
конкретного регіону з його унікальною орографією та
розою вітрів. Як вже зазначалось вище, набори даних
мають бути нормалізованими без викидів та без розри-
вів, а профіль референтних даних ERA 5 має бути яко-
мога ближчим до замірів.
Для визначення точності кореляції відповідно до [12]
використовуються чисельні метрики:
коефіцієнт детермінації R2 (метод r2_score бібліотеки
sklearn.metrics) – представляє частку дисперсії, яка була
пояснена незалежними змінними в моделі, що показує,
наскільки добре модель передбачатиме нові, невідомі
зразки;
RMSE – коренева середньоквадратична похибка (КСКП),
метод mean_squared_error бібліотеки sklearn.metrics, –
показує середню різницю між прогнозними та фактич-
ними даними;
MAE – середня абсолютна похибка (САП), метод
mean_absolute_error бібліотеки sklearn.metrics – для
оцінки середнього розміру похибки в прогнозі;
Середнє співвідношення показує, наскільки збігаються
середні швидкості вітру в еталонній виборці з прогноз-
ною.
Таким чином, перед подачею даних на вхід нейронної
мережі будуть відомі попередні очікування щодо точно-
сті побудованого прогнозу.
Головний інструмент прогнозування в цій роботі – ней-
ронна мережа Prophet, яка є бібліотекою для прогнозу-
вання часових рядів, розробленою корпорацією
Facebook і базується на адитивній моделі, де нелінійні
тренди демонструють річні, тижневі, денні та святкові
ефекти. Вона працює якнайкраще з часовими рядами,
які мають виражені сезонні ефекти і декілька років спо-
стережень. Prophet стійкий до відсутніх даних та змін те-
нденцій і зазвичай гарно опрацьовує викиди. Крім того,
варто відзначити, що якість прогнозу значно зростає у
разі подачі на вхід мережі опорних точок, отриманих по
фактичних замірах (через особливість вихідних даних у
цій роботі така можливість не використовувалась, проте
для прогнозування роботи на діючій ВЕС вбачається як
вкрай перспективна). Під час побудови моделі та про-
гнозу Prophet дає можливість додати так звані предик-
тори. Як зазначається авторами Prophet, предиктори
мають бути визначеними як для наявних, так і прогноз-
них даних. Це має бути дещо, що відомо наперед, на-
приклад свята чи погодні прогнози. Як предиктори були
використані ретроспективні дані ERA 5 з двох локацій за
2009–2025 роки, об’єднанні в один синтетичний ряд, пі-
сля регресійного аналізу. Використання предикторів
дало змогу надати прогнозу почасової варіабельності,
водночас зі збереженням усіх трендів щодо середніх
значень відповідно до сезонних факторів.
На виході нейронної мережі отримано прогнозний по-
годинний числовий ряд значень швидкості вітру для се-
редньострокового періоду на 2020–2021 роки та довго-
строкового – на 2021–2035 роки. Для отриманих
наборів даних були розраховані значення середньої
швидкості вітру та параметри розподілу ймовірності
Вейбулла А та k. Отримані результати порівняно з фак-
тичними даними вимірів метеощогли «Комишувате» та
визначені відхилення, проаналізовано фактори, що
впливають на відмінність результатів.
Визначення основних параметрів потенціалу вітрового
потоку є важливим, але недостатнім етапом оцінки пер-
спективності площадки для розташування ВЕС. Тому з
огляду на невизначеність щодо типу, потужності та діа-
метра ротора вітрової турбіни було прийнято рішення
виконати оцінку енергетичного потенціалу ділянки че-
рез питому щільність потужності вітрового потоку за ви-
разом [19].

Отримані результати порівнюються з розрахованими
очікуваними значеннями в програмному забезпеченні
WindPRO для 20 років.
Отримані результати
Дані, які були отримані протягом вітровимірювальної
компанії на метеощоглі «Комишувате» за січень–гру-
день 2021 року, вибрано еталоном для перевірки ре-
зультатів регресійного аналізу та середньострокового
прогнозу, що був зроблений Prophet. У табл. 4 наведено
розраховані метрики погодинних рядів швидкості вітру,
синтезованих для кожного з вибраних методів лінійної
регресії та прогнозу Prophet.

Отримані результати свідчать, що модель цілком праце-
здатна, але їй бракує точності. Зазвичай добре підібрані
набори даних переважно мають коефіцієнт детерміна-
ції R2 – який показує рівень кореляції між прогнозними
(синтетичними) та фактичними даними [12], –понад
0,8–0,9. А при коефіцієнті 0,76 ми маємо середній рівень
кореляції для отриманих рядів. Середньоквадратична
похибка RMSE має достатньо велике значення, що може
вказувати на певні викиди в даних [12], як і велика абсо-
лютна похибка MAE, що вказує на відхилення синтетич-
них даних від фактичних значень. А значення Серед-
нього співвідношення, близькі до 1,0, показують, що се-
редня еталонна швидкість вітру за 2021 рік близька до
прогнозних значень.
Окремо була виконана агрегація погодинних швидкос-
тей вітру для отриманого методом OLS синтетичного
ряду та прогнозного ряду Prophet, на добовому та тиж-
невому часових інтервалах. Отримані метрики відносно
еталонного ряду вимірів з метеощогли «Комишувате»
наведено в табл. 5.

Підсумовуючи, відповідно до [15] нейронна мережа по-
казує достатньо точні короткочасні прогнози (з горизон-
том у декілька годин) порівняно із SARIMA, але вже при
прогнозуванні доби наперед або тиждень наперед від-
хилення становить 42 та 44 %, відповідно [16, c. 27].
Отже, необхідно відмітити, що чим довшим є час про-
гнозу, тим більша накопчується похибка, яка спотворює
результати прогнозування та, як наслідок, фінальний
розподіл. До того ж навіть агрегація для згладжування
числових рядів не дозволяє нейронній мережі «вло-
вити» сезонну та добову зміну швидкостей вітру.
Звертає на себе увагу той, факт, що метрика Середнє
співвідношення, що описує відношення прогнозного
значення до еталонного значення, а також екстремальні
та середні значення, цілком відповідають дійсності, а ві-
дхилення прогнозних даних нейронної мережі від вимі-
рів становить близько 0,54 м/с, або близько 7 %.

Ситуацію, що склалася з прогнозом, відповідно до резуль-
татів показаних в таблицях 5 та 6, цілком можна пояснити
несинхронністю зміни швидкості вітру за умови відповід-
ності характерних для досліджуваної території показників
швидкості вітру на заданій висоті. Для підтвердження
цього припущення було розраховано коефіцієнти кореля-
ції Пірсона та Спірмена, що становлять лише 0,04–0,11 (і не
залежать від агрегації) на відміну від синтетичного ряду,
коефіцієнти для якого зростають від 0,86 до 0,97 залежно
від рівня агрегації. Далі, значне – з погляду подальших ро-
зрахунків енергетичного потенціалу ділянки, наприклад
річного виробітку енергії – відхилення середніх значень ці-
лком пояснюється даними, на яких мережу навчали (сере-
дня швидкість вітру для 2019–2020 років трохи вище сере-
дніх значень довгострокових спостережень і становить
7,37 м/с, що вище на 0,49 м/с від прийнятого еталона), та
відсутністю корегування прогнозу через опорні предик-
тори на прогнозному проміжку.

На діаграмах на рис. 3 та по даних в таблицях 7 та 8 можна
побачити, що фактично (гістограма «Виміряний») біль-
шість часу вітрові турбіни працюватимуть у діапазоні шви-
дкостей вітру від 3 до 6 м/с – з потужністю значно меншою
від номінальної для багатьох типів промислових ВЕУ
мегаватного класу. Водночас Prophet прогнозує більше го-
дин зі швидкістю вітру 7,5–11 м/с, тобто з потужністю, бли-
зькою до номінальної або номінальної потужності ВЕУ.
Відповідно, прогноз із таким розподілом завищує остаточ-
ний рівень виробництва електричної енергії ВЕУ.

Окремим важливим параметром для попередньої оці-
нки енергетичного потенціалу ВЕС є, як зазначалось
вище, питома щільність потужності вітрового потоку. У
табл. 9 узагальнено дані щодо прогнозів середньої
щільності потужності вітрового потоку на період 16 ро-
ків з 2020 по 2035 рік.

Отримані результати показують, що для попередньої
оцінки використання нейронної мережі Prophet не є до-
цільним через великі похибки та невизначеності, які за-
вищують показники швидкості вітру й питому ЩПВП і, як
наслідок, дають занадто оптимістичні оцінки. Це пев-
ною мірою суперечить результатам, отриманим в [5],
але причина може полягати в даних, що використовува-
лись для навчання мережі – більш гладкі спостере-
ження за 16 років у роботі [5] та фактичні й більш нерів-
номірні. Також у цій роботі не досліджувався вплив
інших метеорологічних показників, як-от температура,
вологість, атмосферний тиск та напрямок вітру.
Проте необхідно зазначити, що в горизонті 1–2 років
(наприклад, для планування операційної діяльності вже
існуючої ВЕС) прогнозування за допомогою Prophet
може бути перспективним, особливо за умови відсутно-
сті необхідності в точній відповідності розподілу пого-
динних «вимірів» і за постійного корегування мережі
через опорні точки.
Висновки
На основі досліджень визначено, що нейрона мережа
Prophet може використовуватись для попередньої оці-
нки вітрового потенціалу лише для визначення середніх
показників швидкості вітру та загальної оцінки щільності
потужності вітрового потоку. Так, відхилення середньої
швидкості вітру за період 1 рік становить лише 0,27 %
порівняно з результатами WindPRO, водночас можна
спостерігати значні відхилення параметрів розподілу
ймовірностей Вейбулла. Прогнозний параметр масш-
табу А більше на 1,9 % за фактичні заміри, а параметр
форми к (який має вплив на розрахунки виробітку) – на
19,72 %. Схожа ситуація і для довгострокового аналізу:
до 7 % для параметра масштабу та 15,52–17,33 % для па-
раметра форми. Оскільки для розрахунку питомої щіль-
ності вітрового потоку використовувались параметри
розподілу Вейбулла, отримані результати також мають
значні відхилення від еталонних значень.
Перевагами використання нейронної мережі є змен-
шення обсягу робіт з підготовки числових рядів та зага-
льне зменшення витраченого часу на виконання оцінки,
порівняно з розглянутими методами регресійного ана-
лізу.

Результати цієї роботи підтверджують, що в розглядува-
ному регіоні – Приазовська низовина – дані реаналізу
можуть бути використані для попередньої оцінки вітро-
вого та енергетичного потенціалу територій для розмі-
щення ВЕС за умови нормалізації довгострокових спос-
тережень (зокрема узагальнених, наприклад ERA 5 або
інших) та врахування деякого завищення показників ві-
тру.

RESEARCH ON THE EFFECTIVENESS OF THE PROPHET NEURAL NETWORK
FOR DETERMINING WIND FLOW PARAMETERS

Abstract. The aim of this article is to assess the feasibility of
using the Prophet neural network together with selected Py-
thon libraries for the correlation analysis and mid-term forecasting of wind potential in the Azov region, as well as
to compare the obtained results with several linear regression methods. In this study, wind-speed measurements
from meteorological masts were correlated with ERA5 reanalysis data at an altitude of 100 m, and the corre-
sponding slope coefficients and intercepts were determined. Synthetic time series were generated from the rea-
nalysis data for the 2009–2019 period and used as regressors in training the neural network. Based on these series,
the neural network produced hourly wind-speed forecasts for 2020–2022, from which the mean wind speeds,
Weibull distribution shape and scale parameters, and wind-power density at 100 m were calculated. The mid-term
forecasts (1–2 years ahead) were validated against measurements from a second meteorological mast located
nearby. For the long-term forecast, the results were compared with wind-potential assessments obtained using
the WindPRO software.

Introduction
The inevitability of the development of Ukraine’s energy sec-
tor toward increasing the share of renewable energy sources
in the country’s overall energy mix is defined by the Energy
Strategy of Ukraine until 2050 [1] and has been repeatedly
affirmed by the government officials, the leadership of the
Ministry of Energy of Ukraine, and the transmission system
operator. The issues related to the transition to “green” en-
ergy have been discussed at numerous forums and confer-
ences, while leading experts have repeatedly focused their
attention on various aspects of the development of each
technology within the renewable energy sector.
It would not be an overstatement to say that wind energy
holds a distinct position among other areas of renewable en-
ergy and has a considerable number of specific characteris-
tics. Wind power projects differ from others due to their
longer and more expensive development process—from the
initial stage to obtaining all necessary permits (project devel-
opment)—and, later, the relatively extended period of con-
struction and commissioning. The timeline for implementing
a wind power plant (WPP)—from identifying the site to the
start of operational activity—may reach 5–7 years. For this
reason, the preliminary assessment of the wind and energy
potential of the proposed WPP location is a critically im-
portant stage, and it is usually carried out at the very begin-
ning of the development process. Currently, several tools are
available for such an assessment, including:
• wind atlases, both interactive and traditional;
• preliminary potential assessment using specialized soft-
ware.
Both approaches have their own advantages and limita-
tions. For example, publicly available sources can be used
for preliminary assessment [2, 3], but the resulting esti-
mates generally tend to significantly exceed the actual av-
erage wind speed values obtained from real measure-
ments—by up to 0.8–0.9 m/s in some cases. This
discrepancy arises because the development of wind at-
lases relies on downscaling (modelling wind speeds and di-
rections from large spatial scales of 20–200 km down to
smaller scales of 0.1–1.0 km), as well as ERA5 data for the

years 2008–2017 [2]. Such an error distorts the assessment
of energy potential and leads to overly optimistic economic
projections of the project. The atlas presented in [4] is fo-
cused on the potential of rather large regions—such as ob-
lasts or territorial communities—whereas a wind power
plant occupies a much smaller area and therefore requires
a finer spatial scale for accurate assessment.
The most common approach to assessing wind and energy
potential in the practical activities of companies that de-
velop and implement wind power projects is to carry out a
preliminary evaluation performed by specialized firms us-
ing dedicated software (such as WindPRO, WAsP, and oth-
ers). However, obtaining a reliable assessment requires se-
lecting one or several wind turbine models and conducting
micrositing of the proposed locations. At the initial screen-
ing stage, such preparatory procedures may require consid-
erable time and financial resources, which may be imprac-
tical, particularly for small-scale projects. In addition, the
overwhelming majority of these software tools and service
providers are foreign, which makes the Ukrainian wind en-
ergy sector dependent on external conditions.
Therefore, to address the outlined challenge of determin-
ing the energy potential, it is proposed to examine the ef-
fectiveness of wind-speed forecasting and to calculate the
wind-power density for a site in the Azov Sea region over
periods of 1–2 years and 16 years. The study will be con-
ducted using ERA5 reanalysis data, real measurements
(from a met mast or meteorological station), the Prophet
neural network, and publicly available libraries of the high-
level programming language Python, such as NumPy, Pan-
das, SciPy, and others, along with the application of the
MCP (Measure–Correlate–Predict) method.
It is worth noting that the use of Prophet has been de-
scribed in several studies on short-term [5] and long-term
[6] forecasting, demonstrating lower errors compared to
more traditional models such as SARIMA. Ukrainian re-
searchers also apply the Prophet network for forecasting in
the field of renewable energy, although their primary focus
has been on solar energy, whereas its application to wind-
energy analysis has not yet been explored.
Purpose and Objectives
The purpose of this study is to determine the feasibility and
effectiveness of using the Prophet neural network for as-
sessing wind flow over medium-term (1–2 years for this
work) and long-term (16 years) forecasting horizons, in
combination with the MCP method. Based on the resulting
synthetic forecast time series, the study aims to estimate
the parameters of the Weibull probability distribution, cal-
culate the wind power density (WPD), and compare these
results with the available actual measurements from the
meteorological mast as well as with data obtained from the
WindPRO software package.
Main Material
Description of the Study Area
The wind-energy potential of Ukraine has been known and
utilized for centuries. As early as 1917, the total installed
capacity of windmills and water pumping reached 1,400
MW [4, p. 65], a figure that is quite comparable to the cur-
rent state of wind energy in the country, where by the end
of 2024, the installed capacity of wind power plants
amounted to 1,921.4 MW (excluding WPPs located in the
temporarily occupied Autonomous Republic of Crimea) [7].
With technological advancements—particularly increases
in turbine tower height and rotor diameter—large-scale in-
dustrial wind farm projects have become attractive and
economically viable in almost all regions of Ukraine, and the
overall onshore wind-energy potential of the country is es-
timated at 407 GW [3, p. 15].
One of the most promising regions is the Azov Sea area,
which was among the first in Ukraine to host large wind
power plants, including the Vitroenerhoprom WPP (con-
structed in 1998–2013, 30.53 MW), the Novoazovsk WPP
(constructed in 2010–2012, 57.5 MW), and the Botievo
WPP (constructed in 2011–2014, 200 MW), among others.
Consequently, the strong interest in the region, its favour-
able wind potential, and the availability of long-term meas-
urement data make the Donetsk Azov area a compelling
and relevant subject for this research.
For the purposes of this study, a 10 × 40 km area shown in
Fig. 1 was selected in the southwestern part of Donetsk Ob-
last, encompassing the territories of the Mangush Settle-
ment Territorial Community, the Mariupol City Territorial
Community, and the Nikolske Settlement Territorial Com-
munity of the Mariupol District, as well as a portion of the
Osypenko Settlement Territorial Community of the Ber-
diansk District in Zaporizhzhia Oblast.
The study area is located at the boundary between the Azov
Lowland and the Azov Upland. The relief can be character-
ized as flat or gently undulating in the central and southern
parts, with elevations ranging from 70 to 100 m, and rising
to 100–300 m in the northern section, corresponding to the
Azov Upland [9, pp. 75–76]. Table 1 presents the coordi-
nates and elevations of the meteorological masts used in
the study —“actual” sites (Points 1 and 2), where wind-flow
parameters were directly measured, and “virtual” sites
(Points 4 and 5), based on ERA5 reanalysis data. Addition-
ally, the location of the “Mariupol” meteorological station
(Point 3) is also shown.
According to the meteorological observations recorded at
the “Mariupol” meteorological station for the period from
01.02.2005 to 31.07.2025, the mean annual air tempera-
ture in the study region is 11.09 °C, with seasonal minima
occurring in December–February and maxima in July–Au-
gust. The average wind speed at a height of 10–12 m is 4.6
m/s, with monthly averages peaking in February–March
(5.22–5.11 m/s) and reaching a minimum in July (3.9 m/s).
The study area is characterized by a prevailing wind direc-
tion from the southeast, as illustrated in Fig. 2.

The obtained data correlate well with the prevailing wind-
direction patterns reported in [3, 4] and [10, p. 18]. When
comparing the results of the meteorological analysis from
the station with reanalysis data and with the actual energy
production of existing wind farms in other parts of the re-
gion, it can be concluded that the wind conditions in the
area under consideration are representative of the broader
Azov Sea region.
Description of the Input Data
Preparing the input data is a critical stage for achieving ac-
curate forecasting, and in the case of neural networks—
particularly Prophet—the dataset must be free of missing
values, while all numerical series must be synchronized and
have identical dimensionality. In this study, hourly data [9]
were used, and the following assumptions and simplifica-
tions were applied during data preparation:
• Forecasting periods: for the “virtual” meteorological
masts, datasets were prepared and uploaded for the pe-
riod from 01.01.2009 to 31.07.2025; measurements from
the “actual” meteorological masts were collected from
October 2019 to February 2022. Therefore, the overlap-
ping period spans two full years—2020 and 2021.
• Wind direction was not considered in the calculations.
• Only two reanalysis points were used to reduce compu-
tational load.
• The study period was limited to the years up to 2035,
corresponding to a 15-year horizon from the neural net-
work training period.
• Two forecasting horizons were selected:
o medium-term: 1–2 years (relevant for operational
planning of existing wind farms),
o long-term: 17–20 years (for evaluating wind and en-
ergy potential at the project development stage of
wind power plants).
Preparation of Measurement Data (On-site Data)
This study uses the results of a wind-measurement campaign
conducted in the study region during 2019–2022 in accord-
ance with Measnet standards [11], based on data obtained
from two meteorological masts. The 10-minute measure-
ments recorded at a height of 100 m were averaged to hourly
values and used as separate numerical series for each mast.
The hourly data from the “Mangush” mast were used to cor-
relate the on-site measurements with the ERA5 data and to
perform subsequent regression analysis. The measurements
from the “Komyshuvate” mast were used to evaluate the
outcomes of the medium-term forecasting.
As reference data, the study employed the fifth-generation
reanalysis dataset of the European Centre for Medium-
Range Weather Forecasts—ECMWF global climate and
weather reanalysis ERA5 [15]—for the defined locations.
For the obtained time series, temporal alignment was per-
formed, and the correlation between the reanalysis data
and the measured data was assessed. The results of this
correlation analysis are presented in Table 2.

Linear regression is one of the commonly used methods for
adjusting long-term datasets. To account for local charac-
teristics, a regression analysis was performed using two
hourly wind-speed time series: the ERA5 dataset and the
measurements from the “Mangush” meteorological mast.
For the ERA5 series, the coefficients were calculated using
the formula of multiple linear regression for a model with
two predictors [18]:

Х1, Х2 – values of the regressors (reanalysis data).
As noted above, linear regression—due to its simplicity—is
one of the most widely used methods for refining long-term
datasets, yet it is also among the least accurate. To assess
the accuracy of the correlation, the regression coefficients
and intercept were calculated using the LinearRegression
(OLS) method, as well as more outlier-resistant robust
methods such as HuberRegressor and TheilSenRegressor
from the sklearn.linear_model library of the Python pro-
gramming language. The calculation results are presented
in Table 3. Additionally, to verify the correctness of the
computations, validation calculations were performed in
MATLAB, and the obtained results were found to be con-
sistent with those produced in Python.

The application of the multiple linear regression formula re-
sults in a synthetic time series that incorporates both rea-
nalysis data points while accounting for the actual meas-
urements recorded at the meteorological mast. The
resulting series adjusts the ERA5 data to better reflect the
conditions of the specific region, including its unique orog-
raphy and wind-rose characteristics. As noted earlier, the
datasets must be normalized, free of outliers and gaps,
while the profile of the ERA5 reference data must be as
close as possible to the measured values.
To assess the accuracy of the correlation, numerical metrics
recommended in [12] were applied:
• Coefficient of determination (R²), calculated using the
r2_score method from the sklearn.metrics library, which
represents the proportion of variance explained by the in-
dependent variables in the model and indicates how well
the model is expected to predict new, unseen samples.
• RMSE – Root Mean Square Error, computed using the
mean_squared_error method from sklearn.metrics,
which reflects the average deviation between the pre-
dicted and actual values.
• MAE – Mean Absolute Error, calculated using the
mean_absolute_error method from sklearn.metrics, which
evaluates the average magnitude of prediction errors.
• Ratio mean, which indicates the degree of agreement
between the average wind speeds in the reference da-
taset and those in the predicted series.
Thus, prior to feeding the data into the neural network, pre-
liminary expectations regarding the accuracy of the con-
structed forecast can be established.
The principal forecasting tool used in this study is the
Prophet neural network, a time-series forecasting library de-
veloped by Facebook. Prophet is based on an additive model
in which nonlinear trends capture yearly, weekly, daily, and
holiday effects. It performs particularly well with time series
that exhibit pronounced seasonal patterns and span several
years of observations. Prophet is robust to missing data and
trend shifts and generally handles outliers effectively.
Moreover, it should be noted that forecast quality im-
proves substantially when the model is provided with an-
chor points derived from actual on-site measurements. Alt-
hough this option was not applied in the present study due
to the specific structure of the input data, it appears highly
promising for forecasting operational performance at exist-
ing wind farms.
During model construction and forecasting, Prophet enables
the inclusion of additional so-called predictors. As stated by
the authors of Prophet, predictors must be defined for both
historical and future periods and should represent variables
known in advance, such as holidays or weather forecasts. In
this study, the predictors consisted of retrospective ERA5
data from two locations for the period 2009–2025, com-
bined into a single synthetic series following the regression
analysis. The use of predictors made it possible to incorpo-
rate hourly variability into the forecast while preserving all
seasonal and long-term trends in mean wind speeds.
At the output, the neural network produced an hourly fore-
cast time series of wind speed for the medium-term period
(2020–2021) and the long-term period (2021–2035). For
the resulting datasets, mean wind speed values and the pa-
rameters A and k of the Weibull probability distribution
were calculated. The obtained results were compared with
the actual measurements from the “Komyshuvate” mete-
orological mast, deviations were quantified, and the factors
influencing discrepancies were analyzed.
Determining the key parameters of the wind-flow potential is
an important but insufficient step in assessing how promising
a site is for the installation of a wind power plant (WPP). There-
fore, given the uncertainty regarding the turbine type, rated
capacity, and rotor diameter, it was decided to evaluate the
energy potential of the site using the wind power density, cal-
culated according to the expression provided in [19].

The obtained results are compared with the expected values
calculated in the WindPRO software for a 20-year period.
Results Obtained
The data collected during the wind-measurement cam-
paign at the “Komyshuvate” meteorological mast for Janu-
ary–December 2021 were selected as the reference bench-
mark for validating both the regression analysis results and
the medium-term forecast generated by Prophet. Table 4
presents the calculated metrics for the hourly wind-speed
time series synthesized using each of the selected linear re-
gression methods, as well as those obtained from the
Prophet forecast.

The obtained results indicate that the model is fully opera-
tional, yet it lacks the desired level of accuracy. Typically,
well-selected datasets demonstrate a coefficient of deter-
mination (R²)—which reflects the strength of the correla-
tion between the predicted (synthetic) and actual data
[12]—above 0.8–0.9. With an R² value of 0.76, the synthe-
sized series exhibit only a moderate level of correlation.
The root mean square error (RMSE) is relatively high, which
may suggest the presence of outliers in the data [12], while
the large mean absolute error (MAE) also indicates
deviations of the synthetic series from the actual measure-
ments. At the same time, the Ratio Mean values close to
1.0 suggest that the average reference wind speed over the
analyzed period is similar to the predicted values.
Additionally, hourly wind-speed values from the synthetic se-
ries generated using the OLS method and from the Prophet
forecast were aggregated into daily and weekly intervals. The
metrics obtained for these aggregated datasets—relative to
the reference measurements from the “Komyshuvate” me-
teorological mast—are presented in Table 5.

In summary, according to [15], the neural network demon-
strates sufficiently accurate short-term forecasts (with a
horizon of several hours) compared with SARIMA. How-
ever, when forecasting one day ahead or one week ahead,
the deviations reach 42% and 44%, respectively [16, p. 27].
Therefore, it should be noted that the longer the forecast-
ing horizon, the greater the accumulated error becomes,
which distorts the forecasting results and, consequently,
the final distribution. Furthermore, even aggregation
aimed at smoothing the numerical series does not enable
the neural network to adequately capture the seasonal and
diurnal variability of wind speeds.
It is also noteworthy that the Ratio Mean metric—describ-
ing the relationship between the predicted value and the
reference value—as well as the extreme and average
values, correspond well to reality. The deviation between
the neural network’s forecasted data and the measured
values is approximately 0.54 m/s, or about 7%.
The situation observed with the forecast, according to
the results presented in Tables 5 and 6, can be fully ex-
plained by the lack of synchrony in wind-speed fluctua-
tions, despite the fact that the characteristic wind-speed
values at the specified height correspond well to those
typical of the study area. To confirm this assumption,
Pearson and Spearman correlation coefficients were cal-
culated, yielding values of only 0.04–0.11 (and remaining
unchanged regardless of aggregation). This contrasts
sharply with the synthetic series, for which the coeffi-
cients increase from 0.86 to 0.97 depending on the level
of aggregation.

Furthermore, the substantial deviation in mean values—which
is significant for subsequent calculations of the site’s energy po-
tential, such as annual energy production—is fully accounted for
by the properties of the training dataset (the average wind
speed for 2019–2020 is slightly higher than the long-term aver-
age, reaching 7.37 m/s, which exceeds the reference value by
0.49 m/s), as well as by the absence of forecast adjustment us-
ing anchor predictors over the forecasting interval.

From the charts in Fig. 3, , as well as the data in Tables 7
and 8, it can be observed that, in reality (the “Measured”
histogram), wind turbines would operate most of the time
within the wind-speed range of 3–6 m/s—corresponding
to power output significantly below the nominal rating for
many types of industrial, megawatt-class wind turbines. In
contrast, Prophet predicts a larger number of hours with
wind speeds in the range of 7.5–11 m/s, i.e., at power lev-
els close to or at the turbine’s nominal capacity. Conse-
quently, a forecast with such a distribution overestimates
the final level of electrical energy production of the wind
turbine.

An additional important parameter for the prelimi-
nary assessment of a wind farm’s energy potential is
the wind power density, as noted earlier. Table 9
summarizes the forecasted values of the mean wind
power density for a 16-year period—from 2020 to
2035.

The obtained results demonstrate that using the Prophet
neural network for a preliminary assessment is not advisa-
ble due to substantial errors and uncertainties, leading to
overestimation of wind-speed values and wind power den-
sity. Consequently, the resulting assessments appear overly
optimistic. This partially contradicts the findings reported
in [5], yet the discrepancy may arise from differences in the
datasets used for model training—smoother, long-term
(16-year) observations in [5] versus actual, more irregular
measurements in the present study. Furthermore, this
study did not examine the influence of additional meteoro-
logical parameters such as temperature, humidity, atmos-
pheric pressure, or wind direction.
Nevertheless, it should be emphasized that over a 1–2-year
horizon (e.g., for planning the operational activities of the
operating wind farm), forecasting with Prophet may be
promising, especially when precise reproduction of hourly
“measurement-like” distributions is not required and when
continuous adjustment of the model with anchor points is
possible.
Conclusions
Based on the conducted analysis, it has been determined
that the Prophet neural network can be used for a prelimi-
nary assessment of wind potential only for estimating aver-
age wind-speed values and for obtaining a general approx-
imation of wind power density. For example, the deviation
in mean annual wind speed is only 0.27% compared with
WindPRO results. At the same time, significant discrepan-
cies are observed in the Weibull probability distribution pa-
rameters: the forecasted scale parameter A is 1.9% higher
than measured, while the shape parameter k—which
strongly affects energy-yield calculations—differs by
19.72%. A similar situation is observed for long-term analy-
sis: deviations reach up to 7% for the scale parameter and
15.52–17.33% for the shape parameter. Since the Weibull
parameters were used to calculate wind power density, the
resulting estimates also exhibit substantial deviations from
the reference values.
The advantages of using a neural network include a re-
duced workload for preparing numerical series and a gen-
eral reduction in the time required to perform the assess-
ment compared with the regression-based methods
reviewed in this study.
The findings of this work confirm that, in the region under
consideration—the Azov Lowland—reanalysis data can be
applied for preliminary assessment of the wind and energy
potential of areas selected for wind-farm development,
provided that long-term observations (including general-
ized datasets such as ERA5 or equivalent sources) are nor-
malized and that a certain degree of overestimation inher-
ent in the reanalysis data is taken into account.

The aim of this article is to assess the feasibility of using the Prophet neural network together with selected Python libraries for the correlation analysis and mid-term forecasting of wind potential in the Azov region, as well as to compare the obtained results with several linear regression methods. In this study, wind-speed measurements from meteorological masts were correlated with ERA5 reanalysis data at an altitude of 100 m, and the corresponding slope coefficients and intercepts were determined. Synthetic time series were generated from the reanalysis data for the 2009–2019 period and used as regressors in training the neural network. Based on these series, the neural network produced hourly wind-speed forecasts for 2020–2022, from which the mean wind speeds, Weibull distribution shape and scale parameters, and wind-power density at 100 m were calculated. The mid-term forecasts (1–2 years ahead) were validated against measurements from a second meteorological mast located nearby. For the long-term forecast, the results were compared with wind-potential assessments obtained using the WindPRO software. Синтетичні часові ряди, сформовані на основі даних реаналізу за 2009–2019 роки, використано як регресори для нейронної мережі. На основі прогнозних погодинних значень швидкості вітру на період 2020–2022 років, отриманих на виході нейронної мережі, розраховано середні швидкості вітру, параметри форми та масштабу розподілу Вейбулла, а також визначено питому щільність потужності на висоті 100 м. Отриманий середньостроковий прогноз на 1–2 роки зіставлено з результатами вимірювань на другій метеорологічній щоглі, що розташована поблизу. Для довгострокового прогнозу порівняно результати з оцінкою вітрового потенціалу, виконаною у програмному забезпеченні WindPRO.
