Particular emphasis is placed on the advancement of heat pump technologies, decentralized heating systems, and the use of local renewable low-grade energy resources. In this context, there arises the need for a comprehensive study of the environmental aspects of geothermal heat pump systems operating on groundwater, the determination of the limits of their safe operation, and the justification of conditions for their optimal application within the future sustainable energy supply system of Ukraine.This work presents a comprehensive analytical review of the environmental aspects of using open-loop geothermal heat pump systems operating on the “extraction–injection” principle, in which the heat carrier is extracted from and reinjected into aquifers. The study is based on a synthesis of current global scientific publications involving field observations, laboratory research, and mathematical modeling, complemented by environmental-regulatory analysis of thermal impacts on groundwater and an examination of the regulatory frameworks of Ukraine and European Union countries. Special attention is devoted to issues of thermal and chemical impacts on aquifers during long-term operation, as well as to assessing their environmental safety within the context of Ukrainian hydrogeological conditions. The current regulatory framework of Ukraine concerning groundwater protection, water use, recreational and technical water supply is analyzed, and gaps related to the absence of specific regulations for geothermal systems with reinjection of the heat carrier are identified.The work proposes a set of environmental precaution criteria, including limits on groundwater return temperature, requirements to prevent chemical alterations, monitoring of water levels and well discharge, and the necessity of hydrogeological monitoring. Adaptation of the best European practices (Netherlands, Germany, Switzerland) to Ukrainian conditions is suggested. The analytical review demonstrates that the implementation of closed-loop geothermal systems with heat-carrier reinjection can be an environmentally safe and efficient solution for the development of sustainable energy in Ukraine, provided that the defined criteria are met and appropriate regulatory support is ensured.

Післявоєнне відновлення України передбачає побудову сучасної енергетичної інфраструк- тури на принципах сталого розвитку, енергоефективності та кліматичної нейтральності. Особливий акцент робиться на розвитку технологій теплових насосів, децентралізованих систем теплопоста- чання та використанні локальних відновлюваних низькопотенційних ресурсів. У цьому контексті пос- тає необхідність всебічного дослідження екологічних аспектів геотермальних теплонасосних систем на підземних водах, визначення меж їх безпечної експлуатації та обґрунтування умов їх оптимального застосування в майбутній системі сталого енергозабезпечення України. У роботі здійснено комплексний аналітичний огляд екологічних аспектів використання геотермальних теплонасосних систем відкритого типу, що працюють за принципом «видобуток – нагнітання» теп- лоносія у водоносні горизонти. Дослідження ґрунтується на узагальненні сучасних світових наукових публікацій щодо польових спостережень, лабораторних досліджень та математичного моделювання, доповнених екологічно-нормативним аналізом моделювання теплових впливів на підземні води, аналізі нормативно-правової бази України та країн Європейського Союзу. Особлива увага приділена питанням температурного та хімічного впливу на водоносні горизонти під час довготривалої експлуатації таких систем, а також оцінюванню їх екологічної безпеки в контексті українських гідрогеологічних умов. Про- аналізовано чинну нормативну базу України щодо охорони підземних вод, водокористування, рекреацій- ного та технічного водопостачання, а також визначено прогалини, пов’язані з відсутністю спеціаль- ного регулювання геотермальних систем з реін’єкцією теплоносія. У роботі сформовано комплекс критеріїв екологічної обережності, включно з обмеженням на темпера- туру повернення води, вимогами до відсутності хімічних змін, контролем за рівнем та дебітом сверд- ловин, а також необхідністю гідрогеологічного моніторингу. Запропоновано адаптацію кращих євро- пейських практик (Нідерланди, Німеччина, Швейцарія) до умов України. Аналітичний огляд демонструє, що впровадження замкнених геотермальних систем з поверненням теплоносія може бути екологічно безпечним та ефективним рішенням для розвитку сталої енергетики України за умови дотримання визначених критеріїв та належного нормативного супроводу. Ключові слова: геотермальні теплонасосні системи, водоносні горизонти, підземні води, екологічний ризик, реін’єкція, теплова аномалія, низькопотенційна енергетика, сталий розвиток. Постановка проблеми У сучасних умовах трансформації глобальної енергетики питання відмови від викопних ресурсів та переходу до відновлюваних джерел енергії набувають стратегічного значення. Європейський досвід демонструє, що саме технології низькопотенційного тепла відіграють клю- чову роль у декарбонізації будівельного сектору, який є одним з найбільших споживачів теплової енергії. У цьому контексті геотермальні теплонасосні системи на основі підземних вод є важливим ресурсом, що дозво- ляє отримувати теплову енергію незалежно від погод- них умов, забезпечувати стабільність теплопостачання та знижувати навантаження на енергосистему. Геотер- мальні системи на підземних водах розглядаються як одна з технологій, здатних забезпечити стабільне, де- шеве і низьковуглецеве опалення для житлових, комер- ційних і промислових об’єктів. Поряд з очевидними перевагами виникає комплекс екологічних, гідрогеологічних і регуляторних питань, оскільки підземні води є цінним природним ресурсом і відіграють важливу роль у забезпеченні водної безпеки країни. Київ, Україна 264 Відновлювана енергетика. № 4/2025 | Геотермальна енергетика Аналіз останніх досліджень і публікацій Проблематика використання геотермальної енергії, зо- крема низькопотенційного тепла ґрунту та підземних вод, посідає помітне місце в сучасних міжнародних до- слідженнях. Узагальнений огляд стану та тенденцій пря- мого використання геотермальної енергії подано в ро- боті [1], де показано, що технології теплових насосів на основі ґрунту й підземних вод є одними з найдинаміч- ніше зростаючих сегментів сектору. А в роботах [2, 3] ав- тори детально розглядають термогеологічні основи ро- боти ґрунтових і водяних теплових насосів, підкреслюючи важливість гідрогеологічних умов, влас- тивостей порід і підземних вод для ефективності та дов- гострокової стійкості таких систем. У контексті сталого розвитку та екологічної безпеки зна- чна увага приділяється оцінці впливу геотермальних си- стем на довкілля. Автор [4] одним із перших системно сформулював підхід до розуміння геотермальної енергії як ресурсу, що може бути сталим за умови дотримання балансу між відбором і природним або штучним відно- вленням. Подальший розвиток цієї проблематики відо- бражено в огляді [5], де наведено різні підходи до оці- нювання сталості геотермальних систем, включно з екологічними, економічними та соціальними критері- ями. Питання економічних аспектів сталого функціону- вання геотермальних станцій розглянуто в праці [6], де показано, що саме оптимізація режимів експлуатації й структури витрат дозволяє поєднати екологічні й фінан- сові вимоги. Окремий напрям досліджень пов’язаний з термічним використанням підземних вод та оцінкою його впливу на якість води. Автори дослідження [7] ставлять пи- тання, чи можна вважати термічне використання ґрун- тових вод «забрудненням» у нормативному та екологіч- ному сенсі, і доходять висновку, що за дотримання певних температурних та просторових обмежень такий вплив є прийнятним і керованим. Також у роботі [8] на основі лабораторних і польових досліджень автор пока- зує, що зміна температури в аноксичних водоносних го- ризонтах може впливати на мобільність деяких мікрое- лементів (зокрема арсену та заліза), але масштаби й значущість цих змін залежать від конкретних гідрогеохі- мічних умов пласта. Чимало робіт присвячено аналізу й моделюванню про- цесів реін’єкції в геотермальних резервуарах. Так, на- приклад, у роботі [9] розглядається температурна реак- ція піщаникових резервуарів на тривале нагнітання охолодженої води; на основі числового моделювання автори показують вплив відстані між свердловинами, дебітів і теплового навантаження на формування термі- чного фронту та можливість термічного прориву. Узага- льнений огляд розвитку геотермальних систем центра- лізованого теплопостачання, зокрема з використанням підземних вод і реін’єкції, наведено в роботі [10], де на- голошується, що саме циркуляційні схеми з повернен- ням води в горизонт є стандартом в європейській прак- тиці завдяки поєднанню високої енергоефективності та контрольованого впливу на довкілля. Питання довгострокової «сталості» геотермальних сис- тем, з з урахуванням впливу на ресурси тепла та підзем- них вод, додатково аналізуються в публікації [11], де окреслено ключові дослідницькі завдання, пов’язані з оцінкою відновлюваності геотермальних ресурсів. У до- слідженні [12] розглядаються геотермальні технології з позицій аналізу життєвого циклу з порівнянням їхнього сумарного екологічного сліду (включно з парниковими викидами та іншими впливами) з альтернативними джерелами генерації, і обґрунтовується висновок про конкурентоспроможність геотермальних систем у низь- ковуглецевих сценаріях. Формулювання мети дослідження Враховуючи результати проведеного аналізу наукових джерел, можна зазначити, що хоча ефективність геоте- рмальних теплонасосних систем та їх енергетичні пере- ваги вивчені досить широко, залишається низка аспек- тів, які недостатньо опрацьовані в контексті гідрогео- логічних умов України та вимог українського природоо- хоронного законодавства. Значною мірою нерозробле- ними залишаються питання, пов’язані зі створенням на- ціональних методичних обмежень і стандартів для проєктування та експлуатації систем цього типу. Отже, метою цього дослідження є комплексний аналі- тичний огляд сучасних наукових, технічних та нормати- вних підходів до оцінювання екологічної безпеки геоте- рмальних теплонасосних систем з використанням підземних вод у циркуляційних схемах «видобуток – на- гнітання», а також визначення умов, обмежень та кри- теріїв їх безпечного застосування у водоносних горизо- нтах, що формують ресурси питних підземних вод України. Дослідження спрямоване на інтеграцію гідро- геологічних, гідрогеохімічних та нормативно-правових аспектів з метою формування цілісного уявлення про потенційні екологічні ризики й можливості безпечної експлуатації таких систем у контексті сучасних вимог сталого розвитку. Наукова новизна аналітичного дослідження полягає в тому, що на відміну від наявних робіт, які зазвичай фокусу- ються або на фізичних процесах теплоперенесення, або на глибоких геотермальних системах, це дослідження пропо- нує цілісний міждисциплінарний аналіз, що охоплює не- глибокі прісні водоносні горизонти, характерні для умов України та важливі з погляду водної безпеки. У дослідженні системно зіставлено міжнародний досвід з національними умовами України, включаючи сучасні стратегічні документи щодо інтеграції України до ЄС, де- карбонізації, збільшення частки ВДЕ та побудови стійкої післявоєнної енергетики. Такий контекстуалізований підхід дозволяє не лише описати наукові тенденції, а й визначити їх релевантність для українських реалій. Практична цінність роботи полягає в тому, що вона фор- мує аналітичну основу для подальшої розробки мето- дичних матеріалів, рекомендацій або елементів майбу- тнього нормативного регулювання застосування геотер- мальних систем з поверненням води у водоносний го- ризонт. Отримані узагальнення можуть бути викорис- тані як під час попереднього обґрунтування проєктів 265 Відновлювана енергетика. № 4/2025 | Геотермальна енергетика теплопостачання на базі підземних вод, так і під час оці- нки екологічних ризиків у містах та регіонах України, що прагнуть впроваджувати низьковуглецеві технології з урахуванням вимог сталого розвитку. Виклад основного матеріалу дослідження Оцінка впливу геотермальних систем на підземні води у світовій науковій практиці базується на поєднанні трьох основних груп методів: польових спостережень, лабо- раторних досліджень та математичного моделювання, доповнених екологічно-нормативним аналізом. У світовій літературі з питань неглибокої геотермії та експлуатації відкритих систем «видобуток – нагнітання» наводиться широке, але в цілому узгоджене коло зна- чень температурних та хімічних змін у водоносних гори- зонтах, які виникають під час роботи геотермальних те- плонасосних систем. Ці дані дозволяють сформувати реалістичні діапазони впливів, які, з урахуванням гідро- геологічних характеристик України, можуть бути орієн- тирами для попередньої екологічної оцінки. Більшість досліджень, виконаних у Європі, Північній Аме- риці та Азії, показують, що типове зниження або підви- щення температури підземних вод під час роботи системи становить від ±1 до ±5 °C у зоні безпосереднього впливу свердловини. Роботи [2, 4] показують, що при дебітах 20– 50 м³/год термічний фронт у неглибоких водоносних гори- зонтах формує локальну зону змінених температур радіу- сом 20–80 м залежно від параметрів пласта. Підтвер- дження цих значень міститься й у числових моделях, зокрема в [8], де, за умови сталого режиму відбору та на- гнітання, амплітуда температурних змін не перевищує де- кількох градусів навіть у довгостроковій перспективі. Характерним є також спостереження, що температурні зміни мають чітко локалізований характер і затухають у напрямкуприродного потоку ґрунтових вод, що підтвер- джено дослідженнями [12, 13] та інших авторів. Це означає, що масштаб впливу визначається насамперед гідродинамічними умовами конкретного горизонту, ко- ефіцієнтом фільтрації, градієнтом природного потоку та водопроникністю пласта [14]. Щодо хімічного складу підземних вод, аналіз літератури показує, що при зміні температури в межах ±2–4 °C хімі- чні параметри залишаються в межах природної варіабе- льності, за винятком окремих випадків, де температура підвищується понад 10 °C або система працює у водах з високою мінералізацією чи специфічною мінералогією. У дослідженнях [15] простежується, що найчутливішими є компоненти, пов’язані з редокс-процесами: залізо, мар- ганець, арсен. Проте їх мобілізація спостерігається лише за умов істотної зміни температури (понад 10 °C) або по- рушення гідрохімічної рівноваги за рахунок втручання у водообмін, тоді як у схемах з поверненням води в гори- зонт хімічна стабільність зазвичай зберігається. Зіставлення цих даних з гідрогеологічними умовами Ук- раїни свідчить, що більшість експлуатаційних горизонтів у верхніх 100–150 м, які формують ресурси прісних під- земних вод, мають коефіцієнти фільтрації від 1 до 10– 20 м/добу, що близькі до показників водоносних гори- зонтів у Центральній та Північній Європі. Це означає, що масштаб температурного впливу в українських умовах буде близьким до європейських даних, тобто з характе- рними амплітудами ±1–4 °C та радіусом поширення де- кілька десятків метрів за середніх дебітів. Кліматичні умови України також сприяють стабільності таких систем, оскільки амплітуда природних сезонних змін температури ґрунту у верхніх шарах сягає 15–20 °C, але вже нижче 15–20 м вона зменшується до 1–2 °C. Це означає, що водоносні горизонти на глибинах 30–80 м є природно термостабільними, а тому зміна температури на кілька градусів у локальній зоні впливу не виходить за межі природних флуктуацій у приверхових частинах розрізу. Слід також зазначити, що в Україні горизонтами питних вод зазвичай виступають алювіальні, лесово-алювіальні та піщано-глинисті товщі четвертинного та частково нео- генового віку. У таких відкладах поширені мінеральні фази — кальцит, доломіт, глинисті мінерали, сидерит, – для яких зміни розчинності при незначних температур- них градієнтах (1–4 °C) не призводять до суттєвих зру- шень у рН, Eh або мінералізації, що узгоджується з конце- пціями термочутливості, запропонованими у [2] та [12]. Таким чином, літературні дані дають підстави стверджу- вати, що в межах тих температурних амплітуд, які хара- ктерні для типових геотермальних систем низького по- тенціалу, хімічний склад прісних підземних вод України залишається стабільним, тоді як зміни температури ма- ють локальний і передбачуваний характер. Ця інформа- ція формує підґрунтя для визначення критеріїв екологі- чної обережності та подальшої адаптації міжнародного досвіду до умов України. Регулювання використання підземних вод у геотерма- льних теплонасосних системах в Україні базується на ви- могах Водного кодексу України, Кодексу України про надра, Закону України «Про охорону навколишнього природного середовища», а також підзаконних норма- тивних актів, що стосуються охорони підземних вод, спеціального водокористування та геологічного ви- вчення надр. У контексті функціонування систем типу «видобуток – нагнітання» ключовими є питання збере- ження якості питних підземних вод, недопущення за- бруднення та дотримання екологічних обмежень під час закачування води в надра. Нормативний аналіз показав, що чинне законодавство України ще не має спеціалізованих вимог до геотерма- льних систем типу «видобуток – нагнітання». Однак за- гальні положення Водного кодексу, Кодексу України про надра та підзаконних актів щодо охорони підземних вод дозволяють використовувати зазначені технології за умови непогіршення якості вод, дотримання вимог екологічної безпеки та проведення регулярного моніто- рингу параметрів підземних вод. Це створює достатню базу для адаптації кращих європейських підходів до ук- раїнських умов. Регулювання геоциркуляційних систем у країнах Євро- пейського Союзу та Швейцарії базується на поєднанні водоохоронного законодавства та спеціальних техніч- них норм, що визначають екологічні критерії викорис- тання підземних вод для низькопотенційної 266 Відновлювана енергетика. № 4/2025 | Геотермальна енергетика геотермальної енергетики. Найбільш усталені та техно- логічно розвинені нормативні моделі сформувалися в Нідерландах, Німеччині та Швейцарії. Аналіз їх підходів дозволяє визначити ті регуляторні елементи, що можуть бути адаптовані та імплементовані в нормативно-пра- вове поле України. Нідерланди вважаються європейським лідером у впро- вадженні систем типу ATES (Aquifer Thermal Energy Storage), де основний акцент робиться на інтегрованому управлінні підземними водами. На рівні законодавства ця сфера регулюється Waterwet (Водним законом), який визначає загальні вимоги до охорони підземних вод та необхідність отримання водного дозволу для відбору і реін’єкції. Спеціальні регламенти – Besluit bodemenergiesystemen та Waterregeling – задають техні- чні та екологічні критерії роботи систем, включно з до- пустимими змінами температури та вимогами до моні- торингу. Наприклад, у статті 6.27 і 6.29 Waterregeling [16] зазначено, що, подаючи заявку на встановлення сис- теми, потрібно вказати «схему повернення води, її склад, температуру та заходи для запобігання негатив- них впливів». Ключова особливість нідерландської мо- делі полягає у створенні так званих інтерференційних зон, де розміщення систем координується для запобі- гання взаємному негативному впливу та забезпечення теплового балансу підземного середовища. Цей підхід дає змогу уникати надмірного накопичення «теплових шлейфів» і є надзвичайно ефективним у густо забудова- них міських районах. Підхід Німеччини базується на комбінації загального во- дного права (Wasserhaushaltsgesetz, WHG) та обов’язко- вого дотримання технічних стандартів Асоціації німець- ких інженерів (VDI 4640) та стандартів DVGW. WHG встановлює принципову вимогу непогіршення хімічного та кількісного стану підземних вод, тоді як технічні но- рми регламентують конструкцію свердловин, допустимі температурні навантаження, мінімальні відстані до зон питного водопостачання та процедури контролю [17]. Порівняно з Нідерландами німецька система менш централізована й більше залежить від рішень земель- них органів, проте має чіткі технічні вимоги, що забезпе- чують екологічну безпеку систем за рахунок стандарти- зації проєктних рішень. Швейцарія використовує одну з найжорсткіших у Європі моделей охорони підземних вод. Федеральні закони (GSchG, GSchV) задають суворі температурні обмеження для водних об’єктів, тоді як технічні стандарти Швейцар- ського товариства інженерів та архітекторів (SIA 384/6, SIA 384/7) встановлюють детальні вимоги для геоцирку- ляційних систем – від допустимих змін температури у водоносному горизонті до обмежень на розміщення свердловин у зонах охорони питних вод [18]. Значна роль кантональних «концепцій тепловикористання» до- зволяє адаптувати регулювання до локальних гідрогео- логічних умов. Швейцарська модель особливо цінна своїм чітким зонуванням територій (S1–S3), де правила експлуатації систем визначені відповідно до рівня враз- ливості підземних вод. Порівняння трьох моделей дає змогу визначити низку принципів, які є релевантними для українських умов. По-перше, ключовим елементом екологічної обережно- сті є встановлення допустимих температурних діапазо- нів і максимального ΔT при відборі та поверненні води. У всіх аналізованих країнах реін’єктована вода не по- винна змінювати температуру горизонту більш ніж на кі- лька градусів, а абсолютна температура має перебувати в межах, що унеможливлюють біологічну чи хімічну де- градацію підземних вод. По-друге, обов’язковим є до- тримання принципу, за яким якість реін’єктованої води не повинна бути гіршою за природну, що унеможлив- лює надходження у водоносний горизонт речовин, зда- тних спричинити забруднення або мобілізацію небажа- них компонентів (As, Fe, Mn тощо). По-третє, у Нідерландах, Німеччині та Швейцарії системи такого типу не можуть працювати без регулярного моніторингу температури, рівня та хімічного складу підземних вод, що забезпечує своєчасне виявлення ризиків. По-четве- рте, у всіх країнах діють просторові обмеження: системи заборонені або суттєво обмежені в зонах охорони пит- ної води, а в Нідерландах додатково впроваджено зону- вання відповідно до щільності розміщення систем. Отже, для України найперспективнішою є модель, що поєднує німецький підхід до стандартизації конструкти- вних і технічних рішень, швейцарське зонування терито- рій за рівнем гідрогеологічної вразливості та нідерланд- ські принципи управління інтерференцією й тепловим балансом. Це дозволить сформувати комплексну нор- мативну базу, у якій вимоги до температури, хімічного складу та моніторингу будуть чітко визначені на рівні державних стандартів, а дозвільні процедури будуть прозорими, передбачуваними та орієнтованими на за- хист підземних вод. нагнітання» в Україні З урахуванням аналізу світових практик, гідрогеологіч- них особливостей України та вимог чинного законодав- ства доцільним є формування комплексу базових реко- мендацій, спрямованих на мінімізацію екологічних ризиків під час упровадження геотермальних систем з двома свердловинами – видобувною та нагнітальною. Ці рекомендації не замінюють собою нормативних ви- мог, але можуть слугувати основою для національних методичних підходів, а також орієнтиром для проєктан- тів, екологів та органів погодження. 1. Гідрогеологічні критерії екологічної обережності 1.1. Вибір водоносного горизонту. (Перевага має нада- ватися горизонтам з високою проникністю та стабіль- ним дебітом, де вплив температурних коливань швидко згасає. Недопустиме використання горизонтів, що є ос- новним джерелом централізованого питного водопо- стачання, або тих, де існує ризик змішування з питними водами). 1.2. Обмеження на відстані між свердловинами. (Відс- тань має забезпечувати відсутність короткого гідравліч- ного замикання. З урахуванням європейської практики рекомендована мінімальна дистанція становить 40– 80 м, однак вона має бути уточнена моделюванням). 1.3. Урахування гідродинаміки горизонту. (Обов’язкове визначення швидкості руху підземних вод, градієнтів, напрямку природного потоку. Температурні критерії екологічної обережності 2.1. Межі допустимого температурного впливу. (З огляду на відсутність національних норм і базуючись на практиці, як рекомендовані орієнтири можна прийняти: ±2–3 °C як діапазон, що вважається екологічно нейтра- льним; до ±5 °C – допустимий вплив за умови, що не за- фіксовано змін хімічного складу; понад ±5 °C – потребує спеціального обґрунтування та моделювання). 2.2. Контроль сезонних коливань. (Важливо не допус- кати накопичення теплового ефекту за роки експлуата- ції. Система повинна мати баланс між сезонним відбо- ром і поверненням теплоти). 3. Хімічні та мікробіологічні критерії 3.1. Стабільність хімічного складу. (Вода, що поверта- ється в горизонт, має відповідати вихідним параметрам за основними іонами, мінералізацією та рН. Рекомендо- вано проводити щонайменше квартальний моніторинг у перші два роки експлуатації). 3.2. Контроль мікробіологічних ризиків. (Підвищення те- мператури може активувати бактеріальні процеси, тому: слід регулярно перевіряти бактеріальне число, уникати застійних зон у системі, використовувати мате- ріали труб з низьким біокорозійним потенціалом). 4. Технічні критерії для проєктування свердловин і обла- днання 4.1. Конструкційні вимоги. (Свердловини повинні мати герметичні колони для запобігання перетіканням між горизонтами. Рекомендується використання високоте- мпературних полімерних матеріалів, стійких до довго- строкових коливань температури. 4.2. Захист від забруднення. (Нагнітальна свердловина має бути оснащена пристроями запобігання підсмокту- ванню поверхневих вод. У зоні впливу забороняється розміщення об’єктів, що становлять ризик для якості підземних вод (складів ПММ, вигрібних ям, автопарків тощо). 5. Моніторинг та експлуатаційний контроль 5.1. Програма моніторингу. (Рекомендовано контролю- вати: температуру (постійний датчик або щомісячні за- міри), рівні води, електропровідність, мінералізацію, рН, основні іони (Ca²⁺, Mg²⁺, HCO₃⁻, SO₄²⁻, Cl⁻), показники мікробіології. 5.2. Створення довгострокових спостережних свердло- вин. (Ідеально – дві моніторингові свердловини: одна між видобувною та нагнітальною, друга – нижче за по- током). 6. Рекомендації щодо нормативного розвитку в Україні На основі порівняння з регулюванням ЄС доцільними є такі пропозиції: − Розробити чіткі температурні межі впливу (аналог DVGW W 120-2). − Ввести поняття «геотермального впливу на підземні води». − Розробити окремий стандарт для систем типу «видо- буток – нагнітання». − Визначити обов’язкові параметри та періодичність моніторингу. − Інтегрувати ці системи в національні стратегії декар- бонізації та енергоефективності. Отже, використання геотермальних теплонасосних сис- тем з поверненням води у водоносний горизонт може бути екологічно безпечним, якщо дотримуватися ком- плексу превентивних заходів. Запропоновані критерії екологічної обережності відображають найкращі між- народні практики й можуть стати основою для форму- вання українських нормативів у контексті євроінтеграції. Їх застосування дозволить мінімізувати ризики для під- земних вод, забезпечити стабільність гідрогеологічного середовища та підвищити ефективність впровадження геотермальних технологій в Україні. Висновки Проведений аналіз наукових досліджень, нормативно- правових вимог та екологічних аспектів використання геотермальних теплонасосних систем типу «видобу- ток – нагнітання» дозволяє сформулювати такі основні висновки: Геотермальні системи з поверненням води у водонос- ний горизонт є перспективною технологією низьковуг- лецевого теплопостачання, яка відповідає стратегічним цілям України щодо декарбонізації, підвищення енерго- ефективності та диверсифікації джерел теплоти. Їх ши- роке застосування потенційно здатне зменшити залеж- ність від викопних видів палива та знизити викиди парникових газів у секторі теплопостачання. Температурний вплив геотермальних систем має лока- льний характер, а його масштаб визначається гідрогео- логічними особливостями горизонту, дебітом і режи- мом роботи системи. Світові дослідження показують, що теплові збурення у межах ±2–5 °C не призводять до суттєвих змін хімічного складу підземних вод, що підт- верджує екологічну безпечність таких систем за умови правильного проєктування. Хімічні зміни у водоносних горизонтах під час роботи систем «видобуток – нагнітання» переважно незначні, оскільки вода, що повертається в пласт, зазвичай збері- гає природний іонно-сольовий склад. Потенційні мікро- біологічні ризики можуть бути мінімізовані завдяки до- бору відповідних матеріалів труб, відсутності застійних зон і належній експлуатації системи. Українське законодавство поки що не містить спеціалі- зованих норм, які б регламентували допустимі темпера- турні зміни або вимоги для систем реін’єкції підземних вод у контексті геотермальних технологій. Однак зага- льні положення Водного кодексу України та Кодексу Ук- раїни про надра формують правову основу, що дозво- ляє впроваджувати такі системи за умови непогіршення якості підземних вод та недопущення порушення їх при- родного режиму. 268 Відновлювана енергетика. № 4/2025 | Геотермальна енергетика Адаптація європейських регуляторних практик (зокрема вимог Німеччини, Нідерландів, Австрії та Данії) до укра- їнських умов може стати основою для створення націо- нальних стандартів. Рекомендованими є введення тем- пературних меж впливу, формування єдиних правил для проєктування свердловин та встановлення чітких процедур моніторингу якості підземних вод. На основі аналізу сформульовано комплекс критеріїв екологічної обережності включно з гідрогеологічними, температурними, хімічними, мікробіологічними та тех- нічними вимогами. Дотримання цих критеріїв є ключо- вою умовою для забезпечення екологічної безпеки сис- тем «видобуток – нагнітання». і Ці критерії можуть бути використані для створення методичних рекомендацій для формування нормативної бази. Запропонований аналітичний підхід створює основу для подальшого розвитку регуляторних документів у сфері підземної геотермальної енергетики, а також визначає напрями подальших наукових досліджень – удоскона- лення моделей теплопереносу, аналіз мікробіологічних процесів, опис тривалих циклів експлуатації та інтегра- ція геотермальних систем у розподілені енергетичні комплекси. У цілому результати роботи підтверджують, що техно- логія геотермальних теплонасосних систем з реін’єк- цією підземних вод є екологічно безпечною та перспек- тивною для України, а сформовані в дослідженні підходи мають важливе науково-методичне і практичне значення для її подальшого впровадження. Particular emphasis is placed on the advancement of heat pump technologies, decentralized heating systems, and the use of local renewable low- grade energy resources. In this context, there arises the need for a comprehensive study of the environmental aspects of geothermal heat pump systems operating on groundwater, the determination of the limits of their safe operation, and the justification of conditions for their optimal application within the future sustainable energy supply system of Ukraine. This work presents a comprehensive analytical review of the environmental aspects of using open-loop geothermal heat pump systems operating on the “extraction–injection” principle, in which the heat carrier is extracted from and reinjected into aquifers. The study is based on a synthesis of current global scientific publications involving field observations, laboratory research, and mathematical modeling, complemented by environmental-regulatory analysis of thermal impacts on groundwater and an examination of the regulatory frameworks of Ukraine and European Union countries. Special attention is devoted to issues of thermal and chemical impacts on aquifers during long-term operation, as well as to assessing their environmental safety within the context of Ukrainian hydrogeological conditions. The current regulatory framework of Ukraine concerning groundwater protection, water use, recreational and technical water supply is analyzed, and gaps related to the absence of specific regulations for geothermal systems with reinjection of the heat carrier are identified. The work proposes a set of environmental precaution criteria, including limits on groundwater return temperature, requirements to prevent chemical alterations, monitoring of water levels and well discharge, and the necessity of hydrogeological monitoring. Adaptation of the best European practices (Netherlands, Germany, Switzerland) to Ukrainian conditions is suggested. The analytical review demonstrates that the implementation of closed-loop geothermal systems with heat-carrier reinjection can be an environmentally safe and efficient solution for the development of sustainable energy in Ukraine, provided that the defined criteria are met and appropriate regulatory support is ensured. Problem Statement In the modern context of global energy transformation, the issues of phasing out fossil fuels and transitioning to renew- able energy sources are becoming strategically significant. European experience demonstrates that low-grade heat technologies play a key role in decarbonizing the building sector, which is one of the largest consumers of thermal energy. In this regard, geothermal heat pump systems based on groundwater represent an important resource, enabling the extraction of thermal energy independent of weather conditions, ensuring a stable heat supply, and re- ducing the load on the energy system. Groundwater-based geothermal systems are considered one of the technolo- gies capable of providing stable, low-cost, and low-carbon heating for residential, commercial, and industrial facilities. Alongside their obvious advantages, a range of environ- mental, hydrogeological, and regulatory challenges arises, as groundwater is a valuable natural resource and plays a critical role in ensuring the country’s water security. This is particularly relevant for systems that circulate water through a pair of wells—production and injection—which require scientifically grounded analysis of their impacts on the temperature regime and chemical state of aquifers, as well as their compliance with modern Ukrainian and Euro- pean legislation on groundwater protection. Analysis of Recent Studies and Publications The issue of geothermal energy utilization, particularly low- grade heat from soil and groundwater, occupies a promi- nent place in contemporary international research. In works [2, 3], the authors examine in detail the thermogeological foundations of ground and groundwater heat pumps, emphasizing the importance of hydrogeological conditions, rock properties, and ground- water characteristics for the efficiency and long-term sus- tainability of such systems. In the context of sustainable development and environ- mental safety, considerable attention is devoted to as- sessing the environmental impacts of geothermal systems. Author [4] was among the first to systematically articulate an approach to understanding geothermal energy as a re- source that may remain sustainable, provided that a bal- ance is maintained between extraction and natural or arti- ficial replenishment. Further development of this topic is reflected in review [5], which presents various approaches to assessing the sustainability of geothermal systems, in- cluding environmental, economic, and social criteria. The economic aspects of sustainable operation of geothermal plants are examined in [6], where it is shown that optimiza- tion of operating modes and cost structures plays a decisive role in reconciling ecological and financial requirements. A separate line of research concerns the thermal use of groundwater and the assessment of its impact on water quality. The authors of study [7] raise the question of whether the thermal use of groundwater may be consid- ered “pollution” in a regulatory and environmental sense, concluding that, under certain temperature and spatial lim- itations, such impacts are acceptable and manageable. Fur- thermore, study [8], based on laboratory and field experi- ments, demonstrates that temperature changes in anoxic aquifers may affect the mobility of certain trace elements (particularly arsenic and iron), though the magnitude and significance of these effects depend on the specific hydro- geochemical conditions of the formation. A substantial body of research is devoted to analyzing and modeling reinjection processes in geothermal reservoirs. For example, study [9] examines the thermal response of sandstone reservoirs to long-term injection of cooled wa- ter; numerical modeling shows how well spacing, flow rates, and thermal load influence the development of a thermal front and the potential for thermal breakthrough. A comprehensive overview of the development of geother- mal district heating systems, including those using ground- water and reinjection, is presented in [10], which empha- sizes that circulation schemes with reinjection into the aquifer have become the standard in European practice due to their combination of high energy efficiency and con- trolled environmental impact. Issues of the long-term sustainability of geothermal sys- tems, including their impact on heat and groundwater re- sources, are further analyzed in publication [11], which identifies key research tasks related to assessing the renew- ability of geothermal resources. Study [12] considers geothermal technologies from the perspective of life-cycle assessment, comparing their overall environmental foot- print (including greenhouse gas emissions and other im- pacts) with alternative energy sources, concluding that ge- othermal systems remain competitive under low-carbon development scenarios. Study [12] examines geother- mal technologies from the perspective of life-cycle analysis, comparing their overall environmental footprint (including greenhouse gas emissions and other impacts) with alterna- tive energy sources, concluding that geothermal systems remain competitive under low-carbon development sce- narios. Presentation of the Main Research Material The assessment of the impact of geothermal systems on groundwater in global scientific practice is based on a com- bination of three principal methodological groups: field ob- servations, laboratory studies, and mathematical modeling, complemented by environmental and regulatory analysis. International literature on shallow geothermal energy and the operation of open-loop “extraction–injection” systems presents a wide, yet generally consistent, range of temper- ature and chemical changes in aquifers that occur during the operation of geothermal heat pump systems. These data make it possible to define realistic ranges of impacts which, considering the hydrogeological characteristics of Ukraine, may serve as benchmarks for preliminary environ- mental assessment. Most studies conducted in Europe, North America, and Asia indicate that typical temperature increases or decreases in groundwater during system operation range from ±1 to ±5 °C within the zone of direct well influence. Studies [2, 4] show that at flow rates of 20–50 m³/h, the thermal front in shallow aquifers forms a local zone of altered temperature with a radius of 20–80 m, depending on the properties of the formation. These values are also confirmed by numeri- cal models, including those in [8], which demonstrate that under stable extraction and injection conditions, the ampli- tude of temperature changes does not exceed several de- grees even in the long term. Another characteristic observation is that temperature changes are highly localized and dissipate in the direction of natural groundwater flow, as confirmed by studies [12], [13], and others. This indicates that the scale of impact is primarily determined by the hydrodynamic conditions of the specific aquifer—its hydraulic conductivity, natural flow gradient, and transmissivity [14]. Regarding the chemical composition of groundwater, the literature review shows that when temperature changes remain within ±2–4 °C, chemical parameters typically fall within the range of natural variability, except in cases where temperature increases exceed 10 °C or where the system operates in highly mineralized waters or aquifers with specific mineralogy. Studies [15] indicate that the most sensitive components are those associated with redox processes: iron, manganese, and arsenic. However, their mobilization is observed only under conditions of signifi- cant temperature alteration (over 10 °C) or disruption of hydrochemical equilibrium due to interference with groundwater flow, whereas in systems with reinjection into the aquifer, chemical stability is generally preserved. Comparison of these findings with the hydrogeological con- ditions of Ukraine shows that most productive aquifers within the upper 100–150 m, which constitute the primary reserves of fresh groundwater, have hydraulic conductivity values ranging from 1 to 10–20 m/day—similar to aquifers in Central and Northern Europe. This implies that the scale of thermal impact under Ukrainian conditions will be com- parable to that in Europe, with typical amplitudes of ±1–4 °C and a radius of influence of several tens of meters at moderate flow rates. Ukraine’s climatic conditions also support the stability of such systems, as the amplitude of natural seasonal soil tem- perature fluctuations in the upper layers reaches 15–20 °C, but below 15–20 m it decreases to 1–2 °C. This means that aquifers at depths of 30–80 m are naturally thermally sta- ble, and thus a temperature change of several degrees within the local zone of influence does not exceed the nat- ural fluctuations typical for the shallow subsurface. It should also be noted that in Ukraine, drinking-water aq- uifers are typically represented by alluvial, loess–alluvial, and sandy–clayey sequences of Quaternary and partly Ne- ogene age. These deposits commonly contain mineral phases such as calcite, dolomite, clay minerals, and siderite, whose solubility changes under minor temperature gradi- ents (1–4 °C) do not lead to significant shifts in pH, Eh, or mineralization. This is consistent with the concepts of ther- mal sensitivity proposed in [2] and [12]. Thus, the literature data provide grounds to assert that within the temperature amplitudes characteristic of typical low-temperature geothermal systems, the chemical com- position of fresh groundwater in Ukraine remains stable, whereas temperature variations are localized and predict- able. This information forms the basis for defining environ- mental precaution criteria and for further adapting interna- tional experience to Ukrainian conditions. The regulation of groundwater use in geothermal heat pump systems in Ukraine is based on the requirements of the Water Code of Ukraine, the Code of Ukraine on Subsoil, the Law of Ukraine “On Environmental Protection,” as well as subordinate regulatory acts concerning groundwater protection, special water use, and geological exploration of subsoil. In the context of operating “extraction–injection” systems, the key issues include preserving the quality of po- table groundwater, preventing contamination, and 272 Відновлювана енергетика. № 4/2025 | Геотермальна енергетика complying with environmental restrictions during water reinjection into the subsurface. Regulatory analysis has shown that current Ukrainian legis- lation does not yet contain specialized requirements for “extraction–injection” geothermal systems. However, the general provisions of the Water Code, the Code on Subsoil, and subordinate acts on groundwater protection allow the use of such technologies provided that water quality is not degraded, environmental safety requirements are met, and regular monitoring of groundwater parameters is con- ducted. This creates an adequate foundation for adapting the best European approaches to Ukrainian conditions. Regulation of geocirculation systems in the European Un- ion and Switzerland is based on a combination of water pro- tection legislation and specialized technical norms that de- fine environmental criteria for the use of groundwater in low-temperature geothermal energy. The most established and technologically advanced regulatory models have been developed in the Netherlands, Germany, and Switzerland. An analysis of their approaches makes it possible to identify regulatory elements that can be adapted and implemented within the legal framework of Ukraine. The Netherlands is considered the European leader in the development of ATES (Aquifer Thermal Energy Storage) sys- tems, where the primary emphasis is placed on integrated groundwater management. At the legislative level, this sphere is regulated by the Water Act (Waterwet), which de- fines general requirements for groundwater protection and the obligation to obtain a water permit for extraction and reinjection. Specialized regulations—Besluit bodemener- giesystemen and Waterregeling—set technical and envi- ronmental criteria for system operation, including allowa- ble temperature changes and monitoring requirements. For example, Articles 6.27 and 6.29 of the Waterregeling [16] specify that an application for system installation must include “a scheme of water reinjection, its composition, temperature, and measures to prevent adverse impacts.” A key feature of the Dutch model is the creation of so-called interference zones, where system placement is coordi- nated to avoid mutual negative impacts and to maintain the thermal balance of the subsurface environment. This ap- proach helps prevent excessive accumulation of thermal plumes and is highly effective in densely built urban areas. Germany’s approach is based on a combination of general water law (Wasserhaushaltsgesetz, WHG) and mandatory compliance with technical standards issued by the Associa- tion of German Engineers (VDI 4640) and the German Tech- nical and Scientific Association for Gas and Water (DVGW). WHG establishes a fundamental requirement that ground- water’s chemical and quantitative status must not deterio- rate, whereas technical standards regulate well construc- tion, permissible thermal loads, minimum distances to drinking-water protection zones, and monitoring proce- dures [17]. Compared to the Netherlands, the German sys- tem is less centralized and more dependent on decisions of regional (Land) authorities, yet it has clear technical re- quirements that ensure environmental safety through standardized design practices. Switzerland employs one of the strictest groundwater pro- tection frameworks in Europe. Federal laws (GSchG, GSchV) impose stringent temperature limits for water bodies, while technical standards of the Swiss Society of Engineers and Architects (SIA 384/6, SIA 384/7) establish detailed re- quirements for geocirculation systems—from permissible temperature changes in aquifers to restrictions on well placement within drinking-water protection zones [18]. The significant role of cantonal “thermal use concepts” allows the regulation to be adapted to local hydrogeological con- ditions. The Swiss model is particularly valuable due to its clear zoning system (S1–S3), where operational rules for geothermal systems are defined in accordance with groundwater vulnerability levels. A comparison of the three models makes it possible to identify several principles that are relevant to Ukrainian conditions. First, a key element of environmental precaution is the es- tablishment of permissible temperature ranges and maxi- mum ΔT for both extraction and reinjection. In all analyzed countries, reinjected water must not alter the aquifer tem- perature by more than a few degrees, and its absolute tem- perature must remain within limits that prevent biological or chemical degradation of groundwater. Second, it is mandatory that the quality of reinjected water must not be worse than the natural groundwater quality, preventing the introduction of substances that could cause contamination or mobilize undesirable components (As, Fe, Mn, etc.). Third, in the Netherlands, Germany, and Switzerland, such systems cannot operate without regular monitoring of groundwater temperature, levels, and chemical composi- tion, ensuring timely detection of potential risks. Fourth, spatial restrictions are applied in all three countries: systems are prohibited or strongly limited within drinking- water protection zones, and in the Netherlands, additional zoning is implemented depending on system density. Thus, for Ukraine, the most promising model is one that combines the German approach to standardizing design and technical solutions, the Swiss system of zoning territo- ries according to hydrogeological vulnerability, and the Dutch principles of managing interference and thermal bal- ance. This would make it possible to develop a comprehen- sive regulatory framework in which requirements for tem- perature, chemical composition, and monitoring are clearly defined at the level of national standards, while permitting procedures remain transparent, predictable, and oriented toward groundwater protection. Preliminary Recommendations and Environmental Precau- tion Criteria for “Extraction–Injection” Systems in Ukraine Considering the analysis of global practices, the hydrogeo- logical features of Ukraine, and current legal requirements, it is advisable to formulate a set of basic recommendations aimed at minimizing environmental risks when implement- ing geothermal systems with two wells—production and in- jection. These recommendations do not replace formal reg- ulatory requirements but may serve as a foundation for 273 Відновлювана енергетика. № 4/2025 | Геотермальна енергетика national methodological guidelines and as a reference for designers, environmental specialists, and permitting au- thorities. 1. Hydrogeological Criteria for Environmental Precaution 1.1. Selection of the aquifer. Preference should be given to aquifers with high permeability and stable yield, where the effect of temperature fluctuations dissipates rapidly. The use of aquifers that serve as primary sources of centralized drinking water supply, or that pose a risk of mixing with po- table groundwater, is not permissible. 1.2. Restrictions on the distance between wells. The dis- tance must ensure that there is no short-circuiting of hy- draulic flow. Based on European practice, a recommended minimum separation is 40–80 m; however, it must be re- fined through modeling. 1.3. Consideration of aquifer hydrodynamics. It is manda- tory to determine groundwater flow velocity, gradients, and natural flow direction. Situations in which thermal changes could propagate toward existing water intakes must be avoided. 2. Temperature Criteria for Environmental Precaution 2.1. Limits of permissible thermal impact. Given the ab- sence of national standards and based on international practice, the following ranges may be used as recom- mended benchmarks: ±2–3 °C — considered environmen- tally neutral; up to ±5 °C — acceptable provided no changes in chemical composition are detected; beyond ±5 °C — re- quires detailed justification and modeling. 2.2. Control of seasonal variations. It is important to pre- vent long-term accumulation of thermal effects over the years of operation. The system must maintain a balance be- tween seasonal heat extraction and reinjection. 3. Chemical and Microbiological Criteria 3.1. Chemical stability. Water reinjected into the aquifer must correspond to the initial parameters in terms of major ions, mineralization, and pH. At least quarterly monitoring is recommended during the first two years of operation. 3.2. Control of microbiological risks. Temperature increases may activate bacterial processes; therefore, total bacterial count must be monitored regularly, stagnant zones in the system should be avoided, and piping materials with low biocorrosion potential should be used. 4. Technical Criteria for Well Design and Equipment 4.1. Structural requirements. Wells must have sealed cas- ings to prevent inter-aquifer flow. High-temperature, long- term temperature-fluctuation-resistant polymer materials are recommended. 4.2. Protection against contamination. The injection well must be equipped with devices preventing the intrusion of surface water. No facilities posing a risk to groundwater quality (fuel storage, septic tanks, vehicle depots, etc.) may be located within the zone of influence. 5. Monitoring and Operational Control 5.1. Monitoring program. It is recommended to include the following parameters: temperature (continuous sensor or monthly measurements), water levels, electrical conductiv- ity, mineralization, pH, major ions (Ca²⁺, Mg²⁺, HCO₃⁻, SO₄²⁻, Cl⁻), and microbiological indicators. 5.2. Establishment of long-term observation wells. Ideally, two monitoring wells should be constructed: one located be- tween the production and injection wells, and another posi- tioned downstream relative to natural groundwater flow. 6. Recommendations for Regulatory Development in Ukraine: − Based on comparison with EU regulatory frameworks, the following proposals are advisable: − Develop clear temperature impact limits (analogous to DVGW W 120-2). − Introduce the concept of “geothermal impact on groundwater.” − Develop a dedicated standard for “extraction–injec- tion” geothermal systems. − Define mandatory monitoring parameters and monitor- ing frequency. − Integrate these systems into national decarbonization and energy efficiency strategies. Thus, the use of geothermal heat pump systems with reinjection into the aquifer can be environmentally safe if a comprehensive set of preventive measures is followed. The proposed environmental precaution criteria reflect best in- ternational practices and may serve as a foundation for shaping Ukrainian regulations in the context of European integration. Their implementation will help minimize risks to groundwater, ensure the stability of the hydrogeological environment, and enhance the effectiveness of deploying geothermal technologies in Ukraine. Conclusions The analysis of scientific research, regulatory frameworks, and environmental aspects of using “extraction–injection” geothermal heat pump systems allows the following key conclusions to be formulated: Geothermal systems with reinjection into the aquifer rep- resent a promising low-carbon heating technology that aligns with Ukraine’s strategic goals of decarbonization, en- ergy efficiency improvement, and diversification of heat sources. Their widespread adoption has the potential to re- duce dependence on fossil fuels and lower greenhouse gas emissions in the heating sector. The thermal impact of geothermal systems is localized, and its extent is determined by the hydrogeological character- ristics of the aquifer, system flow rate, and operational re- gime. Global studies indicate that thermal disturbances within ±2–5 °C do not lead to significant changes in ground- water chemistry, confirming the environmental safety of such systems when properly designed. Chemical alterations in aquifers during the operation of ex- traction–injection systems are generally minimal, since the reinjected water typically retains its natural ionic and saline composition. Potential microbiological risks can be mini- mized through the appropriate selection of piping materi- als, prevention of stagnant zones, and proper system oper- ation. 274 Відновлювана енергетика. № 4/2025 | Геотермальна енергетика Ukrainian legislation currently lacks specialized norms reg- ulating permissible temperature changes or requirements for groundwater reinjection in the context of geothermal technologies. However, the general provisions of the Water Code of Ukraine and the Code of Ukraine on Subsoil provide a legal foundation that allows the implementation of such systems, provided groundwater quality is not degraded and natural hydrogeological conditions are not disrupted. Adapting European regulatory practices—particularly the requirements used in Germany, the Netherlands, Austria, and Denmark—to Ukrainian conditions can serve as a basis for establishing national standards. Recommended measures include introducing temperature impact thresh- olds, defining unified rules for well design, and establishing clear procedures for groundwater quality monitoring. A comprehensive set of environmental precaution criteria has been formulated, including hydrogeological, thermal, chemical, microbiological, and technical requirements. Compliance with these criteria is essential for ensuring the environmental safety of extraction–injection systems and can serve as methodological guidance for the development of regulatory documents. The proposed analytical approach provides a foundation for further development of regulatory documents in the field of subsurface geothermal energy and outlines direc- tions for future research, including improved heat-transfer modeling, analysis of microbiological processes, long-term operational cycle assessment, and integration of geother- mal systems into distributed energy networks. Overall, the results confirm that geothermal heat pump sys- tems with groundwater reinjection are environmentally safe and promising for Ukraine. The post-war recovery of Ukraine envisions the development of a modern energy infrastructure based on the principles of sustainable development, energy efficiency, and climate neutrality. Particular emphasis is placed on the advancement of heat pump technologies, decentralized heating systems, and the use of local renewable low-grade energy resources. In this context, there arises the need for a comprehensive study of the environmental aspects of geothermal heat pump systems operating on groundwater, the determination of the limits of their safe operation, and the justification of conditions for their optimal application within the future sustainable energy supply system of Ukraine.This work presents a comprehensive analytical review of the environmental aspects of using open-loop geothermal heat pump systems operating on the “extraction–injection” principle, in which the heat carrier is extracted from and reinjected into aquifers. The study is based on a synthesis of current global scientific publications involving field observations, laboratory research, and mathematical modeling, complemented by environmental-regulatory analysis of thermal impacts on groundwater and an examination of the regulatory frameworks of Ukraine and European Union countries. Special attention is devoted to issues of thermal and chemical impacts on aquifers during long-term operation, as well as to assessing their environmental safety within the context of Ukrainian hydrogeological conditions. The current regulatory framework of Ukraine concerning groundwater protection, water use, recreational and technical water supply is analyzed, and gaps related to the absence of specific regulations for geothermal systems with reinjection of the heat carrier are identified.The work proposes a set of environmental precaution criteria, including limits on groundwater return temperature, requirements to prevent chemical alterations, monitoring of water levels and well discharge, and the necessity of hydrogeological monitoring. Adaptation of the best European practices (Netherlands, Germany, Switzerland) to Ukrainian conditions is suggested. The analytical review demonstrates that the implementation of closed-loop geothermal systems with heat-carrier reinjection can be an environmentally safe and efficient solution for the development of sustainable energy in Ukraine, provided that the defined criteria are met and appropriate regulatory support is ensured. Післявоєнне відновлення України передбачає побудову сучасної енергетичної інфраструктури на принципах сталого розвитку, енергоефективності та кліматичної нейтральності. Особливий акцент робиться на розвитку технологій теплових насосів, децентралізованих систем теплопостачання та використанні локальних відновлюваних низькопотенційних ресурсів. У цьому контексті постає необхідність всебічного дослідження екологічних аспектів геотермальних теплонасосних систем на підземних водах, визначення меж їх безпечної експлуатації та обґрунтування умов їх оптимального застосування в майбутній системі сталого енергозабезпечення України.У роботі здійснено комплексний аналітичний огляд екологічних аспектів використання геотермальних теплонасосних систем відкритого типу, що працюють за принципом «видобуток – нагнітання» теплоносія у водоносні горизонти. Дослідження ґрунтується на узагальненні сучасних світових наукових публікацій щодо польових спостережень, лабораторних досліджень та математичного моделювання, доповнених екологічно-нормативним аналізом моделювання теплових впливів на підземні води, аналізі нормативно-правової бази України та країн Європейського Союзу. Особлива увага приділена питанням температурного та хімічного впливу на водоносні горизонти під час довготривалої експлуатації таких систем, а також оцінюванню їх екологічної безпеки в контексті українських гідрогеологічних умов. Проаналізовано чинну нормативну базу України щодо охорони підземних вод, водокористування, рекреаційного та технічного водопостачання, а також визначено прогалини, пов’язані з відсутністю спеціального регулювання геотермальних систем з реін’єкцією теплоносія.У роботі сформовано комплекс критеріїв екологічної обережності, включно з обмеженням на температуру повернення води, вимогами до відсутності хімічних змін, контролем за рівнем та дебітом свердловин, а також необхідністю гідрогеологічного моніторингу. Запропоновано адаптацію кращих європейських практик (Нідерланди, Німеччина, Швейцарія) до умов України. Аналітичний огляд демонструє, що впровадження замкнених геотермальних систем з поверненням теплоносія може бути екологічно безпечним та ефективним рішенням для розвитку сталої енергетики України за умови дотримання визначених критеріїв та належного нормативного супроводу.
