description The aim of this work is to analyze the potential for the effective application of thermoelectric heat pumps in district heating systems. The need to improve the characteristics of heat pumps for heating, ventilation, and air-conditioning systems in the municipal sector is driven by plans to transition, in the near future, to low-temperature district heating systems as a component of the energy sector’s decarbonization strategy. The history and current state of district heating systems are reviewed, demonstrating that the implementation of heat pumps (HPs) is a fundamental factor supporting the ongoing trend toward lowering distribution temperatures of heat carriers in modern heating systems. The technical characteristics of heat-pump equipment will largely determine the efficiency of future heating systems, prompting the search for more advanced thermal energy conversion technologies. The thermoelectric method of energy conversion is one such technology, showing promising prospects for application in these systems due to its capability to provide efficient HP thermal configurations. A schematic design of a thermoelectric heat pump implementing a reverse Lorenz thermodynamic cycle with internal heat regeneration is proposed. An analysis of the characteristics of this configuration demonstrates that its efficiency may exceed that of modern compression-type HPs. A preliminary assessment of the normalized cost of thermal energy in such a system confirms the competitiveness of this technology, supporting the conclusion that further theoretical and experimental research aimed at optimizing the characteristics of the proposed configuration is justified.

The aim of this work is to analyze the potential for the effective application of thermoelectric heat pumps in district heating systems. The need to improve the characteristics of heat pumps for heating, ventilation, and air- conditioning systems in the municipal sector is driven by plans to transition, in the near future, to low-temperature district heating systems as a component of the energy sector’s decarbonization strategy. Keywords: district heating, low-temperature heating, thermoelectric heat pump. History of the Development of District Heating Systems Approximately 40% of all energy consumed in European countries is used by residential and commercial buildings. Of this amount, 68% is accounted for by heating systems [1]. These needs are met primarily through fossil energy sources; the share of renewable energy in the heating sec- tor’s energy balance remains small (IEA). Plans for a global transition toward predominantly renewable energy sources raise the issue of the possibility of radically increas- ing this share and, in the long term, bringing it to 100%. One of the main challenges in such a transition is the need to adapt district heating systems to low-temperature operat- ing modes (<50 °C), which are characteristic of renewable energy sources and thermal waste, unlike modern heating systems adapted to fossil fuels and higher heat-carrier tem- peratures (130–70 °C). The history of district heating development is commonly di- vided into three periods, corresponding to three genera- tions of district heating (DH) systems [2,3]. The first gener- ation of district heating systems used steam as the heat carrier. These systems were first introduced in the United States in the 1880s. Almost all district heating systems built before 1930 employed this technology. Steam at tempera- tures up to 200 °C was supplied through steam pipelines laid in concrete ducts, and heat was delivered to consumers via condensation heat exchangers. Condensate at a tem- perature of around 80 °C returned to the steam generator. Today, such systems are considered obsolete because the high temperatures of the steam and condensate lead to sig- nificant heat losses during transport and pose risks of seri- ous accidents. Return-condensate piping is prone to corro- sion, causing condensate losses and reducing energy efficiency. These systems are still used in older areas of New York and Paris. In Salzburg, Hamburg, Munich, and Co- penhagen, they have been successfully replaced by more efficient systems. In second-generation systems, hot water under pressure is used as the heat carrier, with supply temperatures typically at 130 °C and return temperatures below 70 °C. These sys- tems emerged in the 1930s and dominated all new installa- tions until the 1970s. Typical components include steel pipes in concrete ducts, as well as large, material-intensive shell-and-tube heat exchangers and valves. The main moti- vation for implementing such DH systems was fuel savings and improved comfort enabled by combined heat and power (CHP) plants. Disadvantages of these systems in- clude high distribution losses and the lack of control over heat demand and consumption. 1 Dr. of Science (Eng.) https://orcid.org/0000-0002-3593-1687 1 Institute of Renewable Energy of the NAS of Ukraine, Kyiv, Ukraine 284 Відновлювана енергетика. The third generation of DH systems emerged in the 1970s and accounted for the majority of system expansions in the 1980s and thereafter. Pressurized water remained the heat carrier, but supply temperatures were reduced to 70 °C and return temperatures to around 45 °C. This generation es- sentially represents an advancement of the previous one due to the use of more advanced components. Typical com- ponents include prefabricated, pre-insulated pipes buried directly in the ground, compact individual heating substa- tions (IHS) equipped with stainless-steel plate heat ex- changers, and more durable materials. All modern DH sys- tem expansions and new systems in Europe, North America, and Asia use this third-generation technology. Due to the adoption of improved technologies and equip- ment across the three generations of DH systems, a con- sistent decrease in heat-carrier distribution temperatures has occurred. This was made possible by reducing losses of thermal potential from the heat source to the consumer and by the presence of sufficient reserve capacity in heat- ing appliances in older buildings [4]. New buildings are de- signed from the outset to use low-potential heat carriers and are equipped with highly efficient low-temperature heating systems—radiators with extended heat-transfer surfaces (such as floor heating), fan coils, and air-based heating systems. Unlike the previous three generations, the fourth genera- tion of DH systems (4GDH) has fundamental differences driven by the need to transition to new energy sources [5]. 4GDH systems are envisioned as an important component of the overall infrastructure of a future resilient energy sys- tem, featuring an optimal combination of centralized and decentralized heat supply systems integrated into a unified energy network adapted to renewable energy sources, which exhibit a time-varying behavior with stochastic power fluctuations across seasonal and daily cycles. Efficiency of District Heating Systems The main parameters influencing the efficiency of district heating (DH) systems are the supply temperature (Th) and the return temperature (Tc). When fossil fuels or biomass are burned, there are no technical limitations on the supply temperature—operating temperatures of energy sources significantly exceed the required levels. However, high sup- ply temperatures lead to substantial heat losses during transmission: by reducing (Th), these losses have declined from 25% in first-generation DH systems to 6% in third-gen- eration systems. Moreover, direct combustion is inefficient in terms of utilizing the energy potential of fuel sources, and modern approaches rely exclusively on combined heat and power (CHP) production schemes. From the standpoint of optimizing techno-economic indicators, such schemes require minimizing the supply temperature. In the limiting case, this temperature is constrained by the condensation temperature of the steam cycle, typically 40–45 °C. From an energy-utilization standpoint, this is the ideal supply- temperature level. However, in conventional DH systems, a heat carrier with such a temperature cannot provide the thermal output required by consumers, since existing heating and domestic hot-water systems are designed for significantly higher temperatures (≈70 °C). The return temperature (Tc) determines the operating tem- perature differential, which defines the required mass flow rate of the heat carrier in the system. Thus, minimizing this temperature difference reduces the pumping energy con- sumption. Additionally, lowering (Tc) below the dew point of flue gases enables the use of condensing economizers, which recover the latent heat of water vapor and can in- crease system efficiency by up to 15% [6–9]. The minimum feasible return temperature is limited by indoor comfort conditions (20–25 °C) and by the characteristics of con- sumer heating devices. Key measures to approach this limit include retrofitting existing heating systems by replacing one-pipe circulation systems with two-pipe systems and re- placing conventional radiators with low-temperature heat- ing appliances—surface-type radiators, water–air fan-coils, and air-based heating systems. The use of booster heat pumps significantly expands the operating temperature range. Additional contributions to reducing DH tempera- tures come from improving building energy efficiency through the adoption of energy-saving technologies. Current State of District Heating Systems Thus, the evolution of district heating systems has followed a consistent path of reducing supply and return tempera- tures to increase the economic efficiency and reliability of these systems. This goal has been achieved through the on- going modernization of technologies and equipment throughout the entire cycle of heat production and con- sumption. The sector now faces a new challenge: the crea- tion of a new heating-infrastructure paradigm oriented to- ward 100% renewable energy sources, as well as the need to manage the transition from existing systems to this fu- ture system. This challenge is being addressed through the deployment of fourth-generation DH systems. Below are examples of the progressive modernization of DH systems in various European countries. The most illus- trative examples come from the Scandinavian nations, par- ticularly Sweden, which is considered a European testing ground for district-heating improvements. It is noteworthy that third-generation DH systems are sometimes referred to as the “Swedish DH system” due to innovations devel- oped and implemented in Sweden. The Swedish approach to DH system design is based on an idea that differs from conventional practice and is centered on “using local fuel resources or excess heat to meet the local heating de- mand—resources that would otherwise remain unused or be wasted” [10]. Excess heat refers to heat from CHP plants and industrial waste heat supplied through a distribution network that acts as a local heat-energy market. Renewa- ble heat sources, such as geothermal, solar, and biomass, are also integrated into this market. Both consumers and suppliers have regulated access to this market. This enables the replacement of conventional primary-energy sources in meeting various societal heating demands and creates a fundamentally different business environment for district heating compared with other energy-supply solutions. Swedish district heating systems have succeeded in imple- menting this fundamental idea across many dimensions, in- cluding market penetration, use of local internal resources, extensive heat-distribution networks, low environmental impact, and strong driving forces. The current situation is characterized by high supply security, low carbon-dioxide emissions, and efficient utilization of available heat sources. The distribution of Sweden’s heating market among heat sources over the past 55 years is shown in Fig. 1 [11]. Fig. 1. Distribution of heat energy consumption in Sweden by supply sources [11] As follows from the presented data, priority is given to dis- trict heating systems and heat pumps. The share of these sources has been steadily increasing and has already reached a total of 80%, while fossil fuel sources (oil prod- ucts and gas) have been virtually eliminated from the mar- ket. The design of district heating distribution networks is carried out with a calculated temperature difference of about 50 °C. In practice, over recent years, the average an- nual temperatures were 86 °C in the supply pipes and 47 °C in the return pipes [13]. The average heat loss is 12%, slightly exceeding the planned value. At the same time, alt- hough well-known methods technically allow reducing the operating temperatures of heat carriers and expanding the operating range, in most cases, as noted in [14], this is hin- dered by organizational issues and the lack of sufficient in- centives to increase the temperature difference and reduce distribution temperatures. Another leading European country with a well-developed district heating network is Denmark. The district heating sector provides heating for about 70% of all households. The large-scale deployment of district heating in Denmark began after the energy crises of the 1970s with the adop- tion of the Heat Supply Act in 1979. The Act includes provi- sions on the implementation and content of heat planning in the country, which is regulated at the municipal level. As a result, mandatory connection for new and existing resi- dential projects in district-heating zones was introduced. The Danish district heating industry is considered a natural monopoly and is regulated according to non-profit principles [15]. This has enabled the implementation of strategic energy-planning methods that take precedence over short-term economic goals. In June 2018, the Danish parliament decided that the country would achieve net- zero emissions no later than 2050. Renewable sources and waste heat account for more than 60% of the energy supply in the country. The second most significant source is natu- ral gas; the share of coal and oil products has been steadily declining. District heating systems in Denmark operate at slightly lower distribution temperatures compared with Sweden. The average supply temperature is 77.6 °C, and the average return temperature is 43.1 °C [16]. This is due to the wide- spread use of solar collectors in heating systems, which en- courages lowering operating temperatures in district heat- ing networks. In total, there are 3,773 district heating systems in 3,373 cities across the 27 EU countries [17]. This method of heat supply is most common in the Scandinavian countries (Denmark, Sweden, Finland), the Baltic states (Es- tonia, Latvia, Lithuania), and Eastern European countries (Ukraine, Poland, Romania, Hungary, Bulgaria, Czech Re- public, Slovakia, Austria, Slovenia). In Western Europe, dis- trict heating gained momentum due to the implementation of the Kyoto Protocol initiatives and the 2015 Paris Climate Agreement. These initiatives have changed the paradigm of district heating development: previously, their implemen- tation was driven solely by economic efficiency, whereas under new conditions they have become a powerful tool 286 Відновлювана енергетика. № 4/2025 | Геотермальна енергетика for achieving global-warming mitigation targets by reduc- ing greenhouse gas emissions. Summarizing the information presented above, it can be stated that the vast majority of district heating systems in European countries belong to the third generation. These systems are most widespread in the Scandinavian and East- ern European countries, where they form the core of the heating sector. Their efficiency and competitiveness are en- sured by using local energy sources (renewable energy and waste heat), optimizing temperature regimes, and imple- menting regulatory frameworks that encourage district heating development. Experience from these countries shows that low distribution temperatures are among the most critical factors for improving DH efficiency. The opti- mal supply-temperature level in modern efficient systems is 70–100 °C (depending on outdoor air temperature), while return-temperature levels range from 30 to 45 °C. In less efficient systems, the return temperature may reach 65 °C. Further reduction of supply temperature is limited by the need to maintain a sufficient temperature for domestic hot water supply (~50 °C), the energy efficiency of buildings, and the characteristics of heating devices (mainly high-tem- perature radiators). Under these conditions, the return temperature has an even greater impact on overall system efficiency, as reducing it increases the temperature differ- ence and correspondingly reduces required flow rates. Lowering the return temperature is possible through both technical solutions and organizational methods. Studies show that in most cases, return temperatures around 30 °C are sufficient to maintain comfortable indoor conditions, even at low outdoor temperatures. Heat-load regulation in this case is ensured by increasing the circulation rate in the consumer’s heating system. To stimulate consumers, [18] proposed introducing tariffs that depend on the tempera- ture difference between the inlet and outlet of the heating system—when the return temperature exceeds the norma- tive value, the price increases. A similar method is applied in the district heating system of Kaunas (Lithuania) [19], al- lowing the required thermal regime to be maintained solely by adjusting supply temperature, while the return temper- ature remains nearly constant. This reduces heat losses in the network and enables effective use of the latent heat of flue gases from biomass-fired CHP plants. Using a conden- sation economizer increases the CHP thermal output by 10–15%. Current modernization plans for heating systems aim to create fourth-generation district heating systems with sup- ply temperatures around 40 °C and return temperatures around 25 °C [20]. Booster heat pumps [21] play a funda- mental role in creating such systems: they raise the supply temperature to the required level by extracting heat from the DH return stream. This simultaneously allows lowering the return temperature below room level and ensures ex- ceptionally high overall system efficiency. Despite their ad- vantages, existing heat pumps have certain drawbacks and challenges when used in DH-4 systems, including high cap- ital and operational costs, dependence on electricity, tech- nical difficulties in integrating with existing infrastructure, and environmental restrictions related to refrigerants. To address these issues, active research and development ef- forts focus on new heat-pump technologies capable of re- ducing capital costs, improving equipment reliability, and meeting environmental standards. Reference [22] evalu- ates possible technologies for creating compressor-free heat pumps, among which thermoelectric energy-conver- sion technology is highlighted as especially promising. Some features of this technology are discussed below. Efficiency of Thermoelectric Heat Pumps in 4th-Genera- tion District Heating Systems (DH-4) The reverse thermodynamic cycle in a thermoelectric heat pump (THP) is implemented through heat absorption and release at the junctions of an electric circuit composed of conductors of different types. At one junction heat is ab- sorbed, and at the other it is released, in an amount pro- portional to the electric current I flowing through the circuit and the junction temperature T (the Peltier effect) [23]: QΠ=IeT, (1) where the proportionality coefficient e (the Seebeck coeffi- cient) depends on the material properties. If such a thermoelectric element is placed between two heat-carrier streams with temperatures tₕ and t꜀, its heat balance under certain conditions may be arranged such that the temperature of the heat-absorbing junction re- mains lower than the temperature of the colder heat car- rier, while the other junction remains higher than the temperature of the warmer fluid. Thus, heat can be trans- ferred from the colder stream to the warmer one using the power N supplied from an external electrical source. This operating mode occurs in the current interval Iₘᵢₙ < I < Iₘₐₓ, which depends on the thermophysical properties of the system. Key THP characteristics include the maxi- mum achievable temperature difference between the junctions ΔTₘₐₓ, heating capacity Qₕ, and the coefficient of performance: For the best thermoelectric materials, the maximum tem- perature difference reaches approximately ΔTₘₐₓ ≈ 70 °C. A common property of all reversed thermodynamic cycles is the inverse-hyperbolic dependence of the coefficient of performance (COP) on the working temperature differ- ence. In general form, the efficiency of any heat pump can be written as: COP= 𝑇𝑐 𝛥𝑇 𝑓(𝑥𝑖) (2) where f(xᵢ) is a function representing internal irreversible losses in the heat pump. This dependence is illustrated in Fig. 2. 287 Відновлювана енергетика. Fig. 2. Dependence of heat-pump efficiency on temperature difference Under typical conditions, thermoelectric heat pumps are less efficient than compression heat pumps. However, THP technology enables more efficient thermal schemes by splitting the overall temperature difference into multiple small intervals, with each interval handled by an individual THP operating at higher efficiency. References [24, 25] pro- pose such a thermoelectric heat-exchange-type heat pump configuration, which improves efficiency and expands the operating temperature range by organizing a closed inter- nal heat-carrier loop with internal heat regeneration (Fig. 3). A low-temperature heat carrier from the heating network passes through a channel formed by thermoelectric mod- ules, absorbing heat from the return flow moving in the op- posite direction. In such a counterflow configuration, the initial temperature difference between the heat carriers is much higher than the local temperature difference along the channels. Thus, each thermoelectric element operates across a smaller temperature span than the overall system span, resulting in higher efficiency. From heat-transfer theory [26], for a counterflow heat ex- changer, the temperature difference along the heat-ex- change surfaces (for Gₕ = G꜀) is constant, depends on heat- transfer conditions, and equals: Δt=Δto/(1+KF/W), (3) where Δt₀ = tₕ − tс — initial temperature difference at the heat- exchanger inlet, W = G C_p, G — mass flow rate (kg/s), Cₚ — specific heat capacity (kJ/kg·K), K — heat-transfer coefficient (W/m²·K), F — heat-exchange area (m²). From (2), the COP increases significantly as the tempera- ture difference decreases (as Δt → 0, COP → ∞). According to (3), by selecting appropriate operating and geometric parameters, THPs can always be configured so that the lo- cal temperature difference Δt is much smaller than the ini- tial Δt₀ (Δt « Δt₀). In this case, each thermoelectric module operates at a high COP, and the overall heating of the fluid is achieved through sequential temperature increases across many micro-heat-pump stages. The overall COP equals the average COP of all modules. In the example shown in Fig. 2, the heat carrier with a sup- ply temperature of 30 °C from the main network enters the THP and is heated to 50 °C. After cooling within the building heating system, it returns at 45 °C to the THP, where it transfers heat to the supply circuit and exits at 14 °C into the return pipeline. Thus, heating to the required supply temperature is achieved by pumping heat via the THP from the return side to the supply side. This simultaneously raises the supply temperature and significantly lowers the return temperature. Fig. 3. DH scheme with recuperative thermoelectric heat pump [25] 288 Відновлювана енергетика. In the example, the overall operating temperature differ- ence of the THP is 40 °C, while the temperature difference across individual thermoelements ranges from 5 °C to 15 °C (average ~10 °C), enabling a significant increase in overall system COP. Essentially, the THP functions as a counter-flow recupera- tive heat exchanger with an integrated heat pump, where the thermoelectric modules act as heat-transfer amplifiers, bringing the heat carrier to the required parameters. The result is an electronic transfer of heat from a low-tempera- ture stream to a higher-temperature level. The final tem- perature can be widely adjusted using the power-supply current, allowing the optimal balance between heating ca- pacity and efficiency to be programmed. Unlike a typical heat exchanger, the temperature distribu- tion in a thermoelectric unit is nonlinear due to internal heat sources (Joule heating, Thomson and Peltier effects), which slightly reduces efficiency compared to the ideal case. In practice, this system implements the reversed Lo- renz cycle, whose theoretical efficiency is at least twice that of the reversed Carnot cycle used in compression heat pumps [27]. The distinguishing feature of this cycle is that heat addition and rejection occur at variable temperatures, unlike the constant-temperature processes of the Carnot cycle. This cycle is easily realized in thermoelectric heat pumps, whereas in compression systems, it is practically impossible. Independent parameters include the supply current I, the properties and number of thermoelectric modules, and the mass flow rate of the heat carrier. These are combined into dimensionless groups: J=Ieh/λs and Fw=kF/W. The de- pendence of THP efficiency on operating parameters (Fig. 4), demonstrates the potential to achieve COP values exceeding those of vapor-compression heat pumps. The presented data confirm the possibility of flexible control of THP heating capacity and efficiency across a wide range by adjusting operating parameters (supply current, flow rate). Thermoelectric heat pumps provide high reliability, flexibil- ity, and do not require additional operational costs. The in- tegral indicator of the economic efficiency of a THP as a heat source is the levelized cost of heat (LCOH), defined as [28]: 𝐿𝐶O𝐻= 𝐼𝑜+∑ 𝐴𝑡 1+𝑟 𝑡 1 ∑ 𝑄𝑠 1+𝑟 𝑡 1 (4) where: LCOH – levelized cost of heat [$/kWh]; I₀ – specific costs for the THP system, including installation [$]; Aₜ – fixed and variable operation and maintenance costs in year t [$ / year]; r – discount rate [%]; t – year within the service period [1,2,...,t_g]; tg – lifetime of the THP system in years (10 years); Qs – heat produced in year t: Qs=Qo×365 days×24 h, kWh/year For the example considered above, the cost of thermal en- ergy can be estimated using the following data: The cost of district heating supply is not included in operational costs because it depends on multiple external factors not characteristic of the analysed scheme. Thus, the costs presented refer only to the operation of the booster heat pump. Under these conditions, for a 2 kW THP, the levelized cost of heat is estimated as LCOH ≈ 0.038 $/kWh Considering that conventional district heating systems have LCOH values ranging from 0.05 to 0.30 $/kWh [29], the obtained results can be considered acceptable and competitive. Conclusions Plans for developing sustainable energy systems of the future involve introducing fourth-generation low- temperature district heating systems as a core tool to achieve zero-carbon operation in the municipal sector. Dependence of THP efficiency on operating parameters 289 Відновлювана енергетика. Heat pumps play a fundamental role in creating such systems. Modern vapor-compression heat pumps have several disadvantages, raising the relevance of developing new compressor-free heat pump technologies. One possible approach is the use of thermoelectric energy conversion. However, in its classical form, this method has insufficient efficiency, limited by the properties of available thermoelectric materials. A new thermoelectric heat pump design is proposed for low-temperature heating systems, implementing the reverse Lorenz thermodynamic cycle. This enables improving the energy and economic efficiency of THPs by optimizing thermoelement temperature regimes and ensuring internal heat regeneration within the cycle. The analysis confirms the possibility of achieving a lower levelized cost of heat compared to the best modern district heating systems. This demonstrates the feasibility and timeliness of further research aimed at analyzing and optimizing new THP schemes for 4th-generation district heating, as well as the potential for developing corresponding equipment based on these findings. The aim of this work is to analyze the potential for the effective application of thermoelectric heat pumps in district heating systems.
