description This paper presents the development of a scientifically grounded approach to planning a network of hydrogen refuelling stations in Ukraine as a key component of hydrogen mobility development and the low-carbon energy transition. The relevance of the study is driven by the need to move from point-based deployment of individual H₂ refueling stations to the formation of an integrated, spatially connected network capable of supporting market scaling under conditions of limited investment resources and increased uncertainty. The study proposes a scenario- and GIS-oriented framework for hydrogen refueling network planning that combines hydrogen demand forecasting, multi-criteria spatial assessment of potential locations, and a formalized mechanism for network formation. The feasibility of applying a hierarchical network structure of the “core – corridors – periphery” type is substantiated as a fundamental principle of spatial planning. Three baseline scenarios for the deployment of hydrogen refueling infrastructure in Ukraine up to 2035 are analyzed and represented through schematic models of network hierarchy and scenario-dependent network evolution. A mathematical model is developed in which network development is formalized through scenario-dependent parameters accounting for transport demand, effective availability of renewable energy sources for electrolysis, infrastructure readiness, and risk factors specific to Ukrainian conditions. It is shown that the proposed model is suitable for implementation in a GIS environment and can serve as a basis for the creation of an interactive hydrogen refueling network map with spatial resolution down to the level of territorial communities. This represents a significant advancement compared to previous approaches limited to regional or oblast-level analysis. It is concluded that the proposed scenario-based GIS framework provides a coherent and scientifically substantiated vision for the development of a hydrogen refueling station network in Ukraine and may serve as a methodological foundation for strategic, investment, and spatial planning of hydrogen mobility.

Актуальність дослідження зумовлена необхідністю переходу від точкового розміщення окремих H₂-заправок до формування цілісної мережі, здатної забезпечити просторову зв’язність, поетапність розгортання інфраструктури та масшта- бування ринку транспорту на паливних елементах за умов обмежених інвестиційних ресурсів і підви- щених ризиків. У роботі запропоновано сценарно-GIS-орієнтований підхід до планування мережі H₂-за- правок, який поєднує прогнозування попиту на водень, багатофакторну оцінку придатності потенційних локацій та формалізований механізм формування мережі. Обґрунтовано використання іє- рархічної структури мережі типу «ядро – коридори – периферія» як базового принципу просторового планування. Розглянуто три базові сценарії розгортання H₂-заправної інфраструктури в Україні до 2035 року та показано їх відображення у вигляді схематичних моделей ієрархічної структури та сценарної еволюції мережі. Запропоновано математичну модель, у межах якої розвиток мережі формалізовано через сценарно залежні параметри, що враховують транспортний попит, ефективну доступність від- новлюваних джерел енергії для електролізу, інфраструктурну готовність та специфічні для України ризикові чинники. Показано, що модель придатна для реалізації в GIS-середовищі та може бути викори- стана для формування інтерактивної карти мережі H₂-заправок з деталізацією до рівня територіаль- них громад, що істотно розширює просторову глибину аналізу порівняно з наявними підходами, обме- женими рівнем областей. Узагальнено, що запропонований сценарно-GIS-орієнтований підхід забезпечує науково обґрунтоване бачення формування мережі H₂-заправних станцій в Україні та може слугувати методичною основою для стратегічного, інвестиційного й просторового планування розви- тку водневої мобільності. У контексті глобальних кліматичних викликів та необхідності скорочення викидів парникових газів ро- звиток водневої енергетики набуває дедалі більшої ак- туальності. Європейський Союз, Сполучені Штати Аме- рики, Японія та інші країни з розвинутою економікою вже активно впроваджують стратегії переходу до низь- ковуглецевого енергетичного балансу, де водень, особ- ливо зелений – отриманий електролізом води з викори- станням енергії відновлюваних джерел – відіграє ключову роль. Транспортний сектор – одне з основних джерел викидів СО₂ – розглядається як перспективний напрям використання водню, що створює потребу у відповідній інфраструктурі, зокрема заправних станціях для автотранспорту на паливних елементах. Для України, яка має значний потенціал розвитку відновлюваних джерел енергії (ВДЕ) – вітрової, сонячної та біоенергетики – водень розглядається не лише як ін- струмент декарбонізації, а і як стратегічний напрям для інтеграції в європейський енергетичний простір. Відповідно до «Проєкту Дорожньої карти водневої енергетики України» [1] національні цілі передбачають поступове формування інфраструктури водневого транспорту, включно із заправними станціямси. Водно- час відсутність узгодженого бачення просторового пла- нування цієї інфраструктури та недооцінка інвестицій- них і соціальних ризиків стримують її розвиток. З огляду на міжнародний досвід, в якому впроваджено низку комплексних моделей планування водневої ін- фраструктури, постає потреба в адаптації подібного під- ходу до українських умов. Така адаптація має врахо- вувати технічні, економічні, соціальні та просторові чинники, що впливають на доцільність розміщення та графік розгортання заправних станцій на водні. Ство- рення сценарної моделі розвитку таких об’єктів дасть змогу обґрунтувати потенційно привабливі напрями для інвесторів, а також сформувати аналітичну основу для ухвалення стратегічних рішень на державному рівні. Постановка завдання. Попри наявність стратегічних до- кументів, що декларують підтримку розвитку водневої енергетики в Україні, питання формування інфраструк- тури заправних станцій для транспорту на паливних еле- ментах залишається відкритим як у технічному, так і в просторовому вимірі. У світовій практиці планування водневої інфраструктури спирається на математичні мо- делі попиту [3], сценарне моделювання і геоінфор- маційний аналіз [3, 4]. Для України важливо адаптувати ці підходи з урахуванням її енергетичного потенціалу, транспортної структури та соціально-економічних особ- ливостей. Метою цієї роботи є обґрунтування сценаріїв розвитку мережі H₂-заправок для автотранспорту в Україні на ос- нові системного аналізу, з урахуванням потенціалу ви- робництва зеленого водню, транспортної доступності, регіонального попиту, інфраструктурних передумов і наявних ризиків. Особливу увагу приділено математич- ному підходу до оцінки доцільності розміщення станцій з подальшою можливістю візуалізації результатів у фор- маті GIS-моделі. Завдання дослідження такі: − узагальнення міжнародного досвіду просторового планування водневої інфраструктури; − ідентифікація чинників, що впливають на доцільність будівництва H₂-заправних станцій в Україні; − побудова багатофакторної моделі оцінки придатно- сті регіонів до впровадження інфраструктури; − розробка трьох сценаріїв розвитку заправної мережі (мінімальний, помірний, інтенсивний); − формування методологічної основи для створення інтерактивної карти інвестиційної привабливості від- повідних проєктів. Зазначений підхід дає змогу поєднати аналітичну гли- бину з прикладним інструментарієм, що може бути ко- рисним як для дослідників, так і для практиків – інве- сторів, міських планувальників, представників органів державної влади Огляд літератури У сучасній науковій літературі розвиток водневої інфра- структури розглядається як ключова складова транс- формації транспортного сектору в напрямі низьковугле- цевого майбутнього. Так, автори [5] здійснили ґрунтовний огляд H₂-заправних станцій, наголошуючи на критичній залежності між зростанням парку авто- мобілів на паливних елементах та розгортанням інфра- структури. У дослідженнях [6] розглянуто американсь- кий досвід, де увага зосереджена на ефективному просторовому розміщенні HRS з урахуванням логістики та щільності трафіку. У роботі [7] у контексті Німеччини вказується на необхідність узгодження розвитку заправ- ної мережі з можливостями енергосистеми. Аналогічні проблеми аналізуються й у вітчизняних нау- кових публікаціях. Зокрема, у роботі [8] охарактеризо- вано основні виклики та напрями розвитку водневої мобільності в Україні з акцентом на міжсекторальній ін- теграції інфраструктури. Особливу увагу слід приділити дослідженням у виданні «Відновлювана енергетика», зокрема роботі [9], де проаналізовано напрями ро- звитку водневої енергетики на базі ВДЕ в умовах по- воєнного відновлення країни. У цьому ж журналі автор досліджує етапи формування національної водневої стратегії, підкреслюючи необхідність поєднання техно- логічних інновацій з державною політикою розвитку H₂- інфраструктури [10]. Серед прикладних досліджень варто виділити публікацію  [11], присвячену реалізації автономної со- нячно-водневої заправної станції для електромобілів, яка ілюструє можливості поєднання децентралізова- ного виробництва водню з автономними системами за- правки [12]. Доповнюють огляд європейські моделі, як- от дослідження просторового розміщення HRS для авто- бусного транспорту з урахуванням доступу до відновлю- ваних джерел [8]. 231 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика Водночас важливий внесок у дослідження інвестиційної складової зеленого водню зроблено у дослідженнях ав- торів [13, 14], де детально розглянуто методичні під- ходи до оцінки інвестиційної привабливості водневих проєктів в Україні з позицій просторового планування, ризик-аналізу та сценарного моделювання. Ці публікації є методологічною основою для формування ГІС-карти та сценаріїв розміщення H₂-заправок, які розробляються у межах цього дослідження. Таким чином, як міжнародні, так і вітчизняні до- слідження підтверджують наукову й прикладну актуаль- ність теми. Вони закладають основу для формування ін- тегрованої стратегії розвитку H₂-заправної інфра- структури в Україні з урахуванням енергетичних, логіс- тичних, інфраструктурних і соціальних чинників. Виклад основного матеріалу З огляду на поставлену мету – обґрунтування можливих сценаріїв розвитку мережі H₂-заправок в Україні – важ- ливо звернутися до успішного міжнародного досвіду у сфері просторового планування водневої інфраструк- тури. Як приклад високої ефективності комплексного підходу розглянуто модель, що впроваджується в штаті Каліфорнія (США), який є одним з лідерів у розбудові водневого транспорту. У зазначеному регіоні діє дер- жавна програма, спрямована на створення системи за- правних станцій з розрахунком на забезпечення потреб декількох сотень тисяч водневих автомобілів вже до кінця поточного десятиліття. Суттєвою особливістю каліфорнійського підходу є вико- ристання низки взаємодоповнюючих аналітичних ін- струментів. Так, модель STIEVE (Station Siting and Investment Evaluation) дає змогу визначити оптимальні локації для розміщення H₂-заправок на основі прогнозо- ваного попиту, густоти трафіку, щільності населення й транспортної доступності. Комплементарна до неї мо- дель SERA (Scenario Evaluation and Regional Analysis) ви- конує сценарний аналіз для різних регіонів з урахуван- ням вартості виробництва та логістики постачання водню. Додатково, модель GOOD (Grid Optimized Output Distribution) враховує параметри енергетичної інфраструктури, зокрема можливість використання відновлюваних джерел енергії для живлення електро- лізерів. Важливу роль у стандартизації та технічному контролі за роботою станцій відіграють інструменти HyStEP (оцінювання продуктивності / якості роботи обладнання H₂-станції) та HySCapE (оцінювання добової пропускної спроможності станції), що використовуються в практиці Каліфорнії для стандартизованої технічної валідації та порівняння проєктних рішень [15]. Результатом є інтегрована система стратегічного пла- нування, включно з технічними, просторовими та еко- номічними чинниками. Запропоновані моделі забезпе- чують прозору логіку інфраструктурного розвитку з чіткою прив’язкою до реальних інвестиційних планів, зо- крема тих, що фінансуються через California Energy Commission. Такий досвід становить інтерес для України, де подібні інструменти ще не є поширеними, але можуть бути адаптовані з урахуванням національних особливо- стей енергетики, транспорту і просторового розвитку. Урахування світових підходів до водневої інфраструк- тури дозволяє краще зрозуміти потенціал розвитку H₂- заправок в Україні. Проте реалізація таких проєктів по- требує глибокого аналізу внутрішніх передумов – від енергетичних можливостей до регуляторних рамок та економічної доцільності. З погляду енергетичного потенціалу Україна має значні передумови для масштабного виробництва зеленого водню шляхом електролізу, що базується на ВДЕ. Особ- ливо перспективними є південні та південно-східні регіони (Одещина, Миколаївщина, Херсонщина), де вже розроблено або ініційовано великі проєкти вітрових та сонячних електростанцій. Згідно з національною Водне- вою стратегією, ухваленою на основі аналітичного звіту 2021 року, Україна до 2030 року має потенціал для ви- робництва понад 1 млн тонн водню на рік, що дозво- лить як його експорт, так і внутрішнє споживання в транспорті та промисловості. З технологічної точки зору Україна має фахову наукову базу, а також досвід у створенні демонстраційних уста- новок електролізерів і H₂-заправних модулів. Ці компе- тенції можуть бути швидко масштабовані за умов до- ступу до інвестицій. Економічні та інвестиційні чинники також демонстру- ють позитивну динаміку. Публікації [13, 14] торкаються методичних підходів до просторової оцінки інве- стиційної привабливості водневих проєктів з викори- станням ГІС-технологій, що дають змогу виявити опти- мальні локації для H₂-заправок. Зокрема, у регіонах з високою автомобільною інтенсивністю, на перетині логістичних маршрутів та поблизу діючих або перспек- тивних джерел ВДЕ. Інституційно-регуляторне середовище перебуває на етапі активного формування. У національній стратегії декарбонізації, Плані відновлення України та в «зеле- них» ініціативах Мінвідновлення закладено основи для стимулювання інвестування у водневу інфраструктуру. Наразі формуються технічні стандарти на H₂-заправки з урахуванням європейських норм. Це відкриває мож- ливість гармонізації з європейським ринком і залучення міжнародних партнерів (наприклад, у межах проєктів Hydrogen Corridor або EU4Energy). З соціального боку, дедалі більша зацікавленість місце- вих громад у розвитку енергетичних кластерів та еко- транспорту створює передумови для локального прий- няття рішень щодо розміщення водневої інфраструктури. Отже, в Україні існує сукупність позитивних передумов для розвитку мережі H₂-заправок. Їх реалізація потребує інтеграції просторового планування, наукових інно- вацій, нормативної бази та публічно-приватного парт- нерства, що й стане основою для наступного сценарного аналізу. 232 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика З огляду на виявлені передумови планування ро- звитку мережі H₂-заправок в Україні потребує застосу- вання сценарного підходу, який здатний врахувати невизначеність економічного, технологічного та гео- політичного контексту. Такий підхід широко викори- стовується в міжнародній практиці (зокрема, в Каліфорнії, Німеччині та Японії) для моделювання майбутніх конфігурацій інфраструктури відповідно до змінних вхідних параметрів – від вартості електролізу до темпів зростання автопарку на паливних елемен- тах. На основі аналізу літературних джерел у межах цього дослідження запропоновано три базові сценарії розгор- тання H₂-заправної інфраструктури в Україні до 2035 року (рис. 1.) Рис. 1. Базовий сценарій (інерційний розвиток) Передбачає поступове формування водневої інфра- структури без істотних державних стимулів або великих приватних інвестицій. Заправки створюються пере- важно в межах пілотних проєктів або міжнародної тех- нічної допомоги (наприклад, у межах відновлення кри- тичної інфраструктури після бойових дій). Очікуване охоплення – до 15–20 H₂-заправок, переважно в облас- них центрах та навколо Києва. 2. Помірно оптимістичний сценарій (керований розвиток) Сценарій передбачає активну роль держави у фор- муванні регуляторного середовища, впровадження ме- ханізмів державно-приватного партнерства та стимулю- вання внутрішнього попиту (наприклад, через пільги для муніципального транспорту або логістичних ком- паній). Передбачається інтеграція з локальними джере- лами ВДЕ, розвиток регіональних кластерів. До 2035 року можливе створення до 80 H₂-заправок, що охоплю- ють основні транспортні коридори (Київ – Львів, Київ – Одеса, Київ – Харків, Харків – Дніпро). 3. Прискорений сценарій (водневий прорив) Базується на активному залученні іноземних інвесторів, швидкій адаптації європейських стандартів та участі в транскордонних ініціативах (як-от Central European Hydrogen Corridor (CEHC)). Цей сценарій враховує також можливу експансію H₂‑транспорту (легковий, вантаж- ний, автобусний) під впливом декарбонізаційних зо- бов’язань. До 2035 року передбачається розгортання до 150–200 заправо, з рівномірним покриттям території України та інтеграцією в логістичні й експортні ланцюги. Запропоновані сценарії розгортання мережі H₂-запра- вок потребують кількісного обґрунтування та просторо- вої інтерпретації, що зумовлює доцільність викори- стання геоінформаційних систем (GIS) у поєднанні з багатофакторною моделлю оцінки. Такий підхід дає змогу перейти від описових сценаріїв до формалізова- ного інструменту підтримки інвестиційних та управлін- ських рішень. У межах дослідження кожна потенційна локація роз- міщення H₂-заправної станції розглядається як про- сторовий об’єкт з набором кількісних атрибутів, що відображають енергетичні, транспортні, соціально- економічні та ризикові характеристики території. Ін- тегральний показник доцільності розміщення за- правки у точці i може бути описаний у вигляді зваже- ної суми: 233 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика Si – інтегральний індекс інвестиційної привабливості H₂- заправки у точці i; Xik – нормалізовані позитивні чинники (потенціал ВДЕ, транспортна доступність, очікуваний попит, близькість до інфраструктури); Rij – нормалізовані чинники ризику (регуляторні, безпе- кові, соціальні, логістичні); ωk, rj – вагові коефіцієнти, що змінюються залежно від вибраного сценарію розвитку. У GIS-середовищі кожен з факторів представлений у ви- гляді тематичного шару, зокрема: − шару потенціалу виробництва зеленого водню (на основі ВДЕ та доступу до електромереж); − шару транспортної інтенсивності (магістралі, логісти- чні коридори, вузли); − шару споживчого попиту (урбанізація, автопарк, промислові зони); − шару інфраструктурної готовності (АЗС, промзони, пі- дстанції); − шару ризиків (безпекові обмеження, соціальні фак- тори, регуляторні невизначеності). Для кожного зі сценаріїв (базового, помірно оптимісти- чного та прискореного) задається свій набір вагових ко- ефіцієнтів. Так, у базовому сценарії домінуючими є фактори мінімізації ризиків та наявності готової інфра- структури, тоді як у прискореному сценарії зростає роль транспортного попиту та потенціалу ВДЕ, навіть за під- вищеного рівня ризику. Це дає змогу отримати різні просторові конфігурації «пріоритетних зон» для інвесту- вання. Результатом GIS-моделювання є серія карт сценарного розвитку, на яких відображаються кластери високої до- цільності розміщення H₂-заправок. Такі карти можуть бути використані не лише як ілюстративний матеріал у науковій статті, а і як практичний інструмент для форму- вання дорожніх карт розвитку водневої інфраструктури на національному та регіональному рівнях. Запропонований підхід дає змогу перейти від якісного опису сценаріїв розвитку водневої мобільності до кіль- кісної оцінки та просторової конкретизації рішень. Саме через варіювання набору факторів та їх вагових коефіцієнтів у формулі інтегрального показника 𝑆𝑖, за- безпечується зв’язок між стратегічними сценаріями ро- звитку ринку водневого транспорту та конкретними просторовими рішеннями щодо розміщення H₂-заправ- них станцій. Це дає змогу адаптувати модель до різних рівнів ризику, темпів зростання попиту та доступності ін- фраструктури, що є особливо важливим в умовах висо- кої невизначеності. Для ілюстрації відмінностей між сценаріями в табл. 1 наведено приклад набору ключових факторів та їх ваго- вих коефіцієнтів, що використовуються під час ро- зрахунку інтегрального показника доцільності роз- міщення H₂-заправок: Таблиця 1. Як видно в табл. 1, у базовому сценарії пріоритет надається мінімізації ризиків та використанню вже на- явної інфраструктури, що відповідає логіці пілотного впровадження H₂-заправок за умов обмеженого по- питу. У помірно оптимістичному сценарії ваги факторів стають більш збалансованими, зростає роль транспорт- ної доступності та ринкового попиту, що відповідає етапу керованого розвитку мережі. Прискорений сце- нарій характеризується домінуванням факторів попиту та потенціалу ВДЕ, тоді як вплив ризиків істотно зменшується, що відображає логіку масштабного інве- стування та інтеграції України у міжнародні водневі ко- ридори. Таким чином, варіація вагових коефіцієнтів у GIS-моделі дає змогу формувати різні просторові конфігурації ме- режі H₂-заправок, зберігаючи при цьому єдину методо- логічну основу. Це робить запропонований підхід універсальним інструментом для аналізу інвестиційної привабливості, підтримки стратегічного планування та 234 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика підготовки дорожніх карт розвитку водневої мобіль- ності в Україні. Для деталізації запропонованого підходу було вико- нано апробацію методики на рівні міста Києва, який розглядається як ключовий вузол потенційного ро- звитку водневої мобільності в Україні. Київ характери- зується високою транспортною інтенсивністю, значною концентрацією споживачів, розвиненою інженерною ін- фраструктурою та наявністю логістичних зв’язків на національному й міжнародному рівнях, що робить його пріоритетною територією для інвестування в H₂-за- правну інфраструктуру. У межах дослідження було виділено п’ять умовних зон- кандидатів для розміщення H₂-заправних станцій, які відповідають різним типам міського простору: транс- портні вузли, промислові зони, периферійні райони та зони концентрації логістики. Для кожної з них виконано оцінку за розробленою багатофакторною моделлю. Західна ділянка Кільцевої дороги демонструє макси- мальне значення інтегрального показника (𝑆𝑖 = 0,47), що пояснюється поєднанням надвисокої транспортної інтенсивності, доступу до інженерної інфраструктури та можливості обслуговування як міського, так і транзит- ного транспорту. Південний в’їзд до Києва (Столичне шосе) є другим за пріоритетністю напрямком і може розглядатись як опти- мальна локація для першої фази інвестування. Проми- слові та логістичні зони Лівобережжя доцільно дода- вати в наступні етапи розгортання мережі, орієнтуючись на вантажний та муніципальний транспорт. Таким чином, запропонована методика дає змогу пе- рейти від загальних сценаріїв розвитку водневої мобіль- ності до конкретних інвестиційних рішень на рівні міста, забезпечуючи прозору та кількісно обґрунтовану логіку вибору локацій для розміщення H₂-заправних станцій. У GIS-середовищі результати можуть бути представлені у вигляді теплової карти або рейтингового шару, де зони з 𝑆𝑖>0,45 визначаються як першочергові інвестиційні зони, 0,40–0,45 – зони середнього пріоритету, а нижчі значення – резервні території для подальших етапів ро- звитку мережі. Для різних сценаріїв (базового, помірно оптимістичного та прискореного) у GIS-моделі змінюються лише вагові коефіцієнти факторів, тоді як просторові шари залиша- ються незмінними. Це дає змогу порівнювати сценарії між собою шляхом накладання тематичних карт і виявляти те- риторії, стабільно привабливі для інвестування, а також зони, чутливі до змін ринкових або регуляторних умов. Отже, використання GIS забезпечує практичний зв’язок між стратегічними сценаріями розвитку водневої мобільності та конкретними просторовими рішеннями, даючи нагоду трансформувати результати наукового аналізу у формат, придатний для інвестиційного плану- вання та розробки дорожніх карт розвитку водневої ін- фраструктури. З урахуванням проведеного сценарного та GIS-аналізу розвиток H₂-заправної інфраструктури доцільно розгля- дати не як розміщення окремих заправних станцій, а як формування цілісної мережі, здатної забезпечити без- перервність водневих транспортних маршрутів та мас- штабування ринку водневої мобільності. Запропонований підхід передбачає ієрархічну структуру мережі H₂-заправок, яка містить три функціональні 235 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика рівні. Ядром мережі виступають вузлові заправні станції, розташовані у великих міських агломераціях та логістичних центрах (Київ, великі обласні центри), які за- безпечують базовий попит та формують початковий ри- нок. Другий рівень охоплює коридорні заправки, роз- міщені вздовж основних транспортних магістралей і міжнародних маршрутів, що забезпечують зв’язність мережі та можливість міжрегіональних перевезень. Третій рівень формують локальні або спеціалізовані станції, орієнтовані на муніципальний, промисловий або комерційний транспорт. У межах базового сценарію розвиток мережі обмежу- ється формуванням ядра з мінімально необхідною кіль- кістю вузлових заправок. Помірно оптимістичний сце- нарій передбачає доповнення ядра коридорними елементами, що забезпечує початкову зв’язність мережі на національному рівні. Прискорений сценарій орієнто- ваний на повноцінне формування багаторівневої мережі з високим ступенем покриття території та інтеграцією в європейські водневі транспортні коридори. Таким чином, GIS-модель і багатофакторна система оцінювання використовуються не лише для вибору окремих локацій, а і як інструмент планування конфігу- рації мережі в цілому, визначення етапності її розгор- тання та пріоритетів інвестування. Це дає змогу перейти від локальних інвестиційних рішень до стратегічного ба- чення розвитку водневої заправної інфраструктури в Україні. На основі сценарного аналізу та GIS-моделювання розви- ток мережі водневих заправних станцій доцільно розгля- дати як ієрархічну просторово-функціональну систему, що формується поетапно та забезпечує масштабування ринку водневої мобільності. У межах такого підходу ме- режа H₂-заправок структурно поділяється на три взаємо- пов’язані рівні: ядро, коридори та периферію (рис. 2). Рис. 2. Схематичне представлення ієрархічної структури Н2-заправок Ядро мережі формується у великих міських агломе- раціях та логістичних центрах з найвищою концентра- цією транспортного попиту, розвиненою інженерною інфраструктурою та інституційною готовністю. Саме ці вузлові заправні станції виконують роль «якорів» ме- режі, забезпечуючи базовий попит і створюючи почат- кові умови для комерційного використання водневого транспорту. У контексті України до ядра мережі нале- жать Київ та інші найбільші обласні центри, де можливе поєднання міського, муніципального та вантажного водневого транспорту. Коридорний рівень мережі – це заправні станції, розта- шовані вздовж основних національних і міжнародних транспортних магістралей. Їх призначення полягає в забезпеченні просторової зв’язності мережі та можли- вості міжрегіональних і транзитних перевезень. Кори- дорні заправки з’єднують ядра між собою, формуючи безперервні водневі маршрути, і є критично важливими для розвитку вантажного та міжміського транспорту на паливних елементах. Периферійний рівень охоплює локальні або спеціалізо- вані H₂-заправки, орієнтовані на конкретні сегменти по- питу: муніципальний транспорт, промислові кластери, порти, логістичні хаби або регіони з перспективним, але ще не сформованим ринком. Периферійні елементи ме- режі відіграють роль адаптивного шару, що дає змогу поступово розширювати покриття без надмірних почат- кових інвестицій. 236 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика Такий трирівневий підхід забезпечує гнучке планування мережі H₂-заправок, у межах якого GIS-модель викори- стовується для визначення конкретних локацій на кож- ному рівні, а сценарний аналіз – для вибору темпів і послідовності їх розгортання. У базовому сценарії фор- мується переважно ядро мережі, у помірно оптимістич- ному – додається коридорна зв’язність, тоді як приско- рений сценарій передбачає повноцінне розгортання всіх трьох рівнів. Подальша деталізація запропонованого підходу здійснюється шляхом адаптації ієрархічної схеми ме- режі H₂-заправок до конкретних сценаріїв розвитку. На рис. 3 представлено три варіанти конфігурації мережі, які відповідають базовому, помірно оптимістичному та прискореному сценаріям і відображають різний рівень просторового охоплення та функціональної зрілості водневої інфраструктури. Ієрархія розвитку мережі Н2-заправок за різними сценаріями У базовому сценарії мережа формується переважно навколо вузлових елементів – ядер, розташованих у найбільших міських агломераціях і логістичних центрах. Така конфігурація орієнтована на запуск пілотних проєктів, формування первинного попиту та мінімізацію інвестиційних і регуляторних ризиків. Просторова зв’язність між окремими елементами мережі на цьому етапі є обмеженою, а коридорні та периферійні за- правки мають фрагментарний характер. Помірно оптимістичний сценарій передбачає перехід від точкового розвитку до формування зв’язаної мережі за рахунок розвитку коридорних елементів уздовж ос- новних транспортних напрямків. У цьому разі ядра ме- режі поєднуються між собою водневими коридорами, що забезпечує можливість міжміських і міжрегіональ- них перевезень та створює передумови для масштабу- вання ринку водневого транспорту. Периферійні еле- менти на цьому етапі відіграють допоміжну роль і зосереджуються у зонах зі стабільним або прогнозова- ним попитом. У прискореному сценарії реалізується повноцінна бага- торівнева мережа, у якій ядро, коридори та периферія функціонують як єдина система. Така конфігурація за- безпечує високий рівень просторового покриття, ре- зервування маршрутів і адаптивність мережі до зрос- тання попиту на водневий транспорт. Периферійні заправні станції в цьому разі стають важливим елемен- том розширення мережі, орієнтованим на спеціалізо- вані сегменти – муніципальний, промисловий або логістичний транспорт. Отже, представлена серія схем наочно демонструє ево- люцію мережі H₂-заправок від початкової вузлової структури до інтегрованої просторово-функціональної системи. Це підкреслює, що сценарний аналіз у поєдна- нні з GIS-моделюванням дає змогу не лише обґрунту- вати розміщення окремих заправних станцій, а й сфор- мувати цілісне бачення розвитку мережі водневої інфраструктури з урахуванням етапності, інвестиційних можливостей та стратегічних цілей декарбонізації. Формування мережі H₂-заправних станцій у межах різ- них сценаріїв розвитку водневої мобільності пропо- нується здійснювати на основі поєднання сценарного прогнозування попиту, багатофакторної просторової оцінки та елементів задачі оптимального розміщення інфраструктури. Потенційні локації роз- міщення H₂-заправок оцінюються за інтегральним по- казником придатності. де 𝑋𝑖,𝑘 – нормалізовані позитивні фактори (транспортна доступність, ефективна доступність ВДЕ для електро- лізу, інфраструктурна готовність), 𝑅𝑖,𝑗 – фактори ризику, а вагові коефіцієнти 𝑤𝑘,𝑠,. 𝑟𝑗,𝑠 залежать від вибраного сценарію. Формування мережі здійснюється шляхом відбору набору локацій 𝑦𝑖,𝑡∈{0,1}, що максимізує покриття прогнозова- ного попиту та забезпечує коридорну зв’язність між вузло- вими елементами мережі за умов бюджетних, інфраструк- турних і просторових обмежень. У GIS-середовищі це реалізується як поєднання задачі покриття попиту та кори- дорного планування, результатом чого є сценарно за- лежна конфігурація мережі типу «ядро – коридори – пери- ферія», придатна для подальшої візуалізації та використання в інвестиційному й просторовому пла- нуванні розвитку водневої інфраструктури України Українська специфіка розвитку мережі H₂-заправок вра- ховується в моделі через систему ризикових коефіцієнтів, що відображають інфраструктурні, регуляторні та безпе- кові обмеження, а також нерівномірність розвитку енер- гетичних і транспортних вузлів. Це дає змогу адаптувати сценарне планування та GIS-моделювання до умов трансформації енергетичного сектору України. Запропоноване дослідження спрямоване на подолання розриву між загальними стратегіями розвитку водневої енергетики та практичними завданнями просторового планування інфраструктури водневої мобільності. На відміну від більшості існуючих робіт, у яких водневі за- правні станції розглядаються як окремі інфраструктурні об’єкти, у цій статті зроблено акцент на формуванні ме- режі H₂-заправок як цілісної просторово-функціональної системи, що розвивається поетапно та залежить від сце- наріїв попиту, інвестиційних можливостей і ризиків. Наукова новизна роботи полягає у поєднанні сценар- ного аналізу розвитку водневої мобільності з GIS-орієн- тованою багатофакторною моделлю планування ме- режі заправних станцій, адаптованою до українських реалій. Запропоновано формалізований механізм пере- ходу від стратегічних сценаріїв до конкретних просторо- вих рішень, який дає змогу одночасно враховувати про- гноз попиту, транспортну зв’язність, енергетичні обмеження, інфраструктурну готовність та регіональну специфіку ризиків. Особливістю підходу є використання ієрархічної структури мережі типу «ядро – коридори – периферія» як базового принципу планування, що за- безпечує масштабованість і адаптивність мережі в часі. На основі проведеного дослідження можна сформулю- вати такі узагальнювальні висновки: Висновок Запропонований сценарно-GIS-орієнтований підхід за- безпечує науково обґрунтоване бачення формування мережі H₂-заправок в Україні та може використовува- тися як методична основа для стратегічного й інве- стиційного планування водневої мобільності. 1. Показано, що планування водневих заправних стан- цій на рівні цілісної мережі є методично обґрунтова- нішим за точкове розміщення окремих об’єктів, оскі- льки забезпечує просторову зв’язність, поетапність розгортання та масштабованість інфраструктури. 2. Обґрунтовано доцільність використання ієрархічної структури мережі типу «ядро – коридори – перифе- рія» як базового принципу сценарного планування розвитку H₂-заправок в умовах України. 3. Розроблено та формалізовано сценарно орієнтовану математичну модель планування мережі H₂-запра- вок, що поєднує прогноз попиту, багатофакторну оці- нку придатності локацій та просторові обмеження покриття і транспортної зв’язності з можливістю реа- лізації в GIS-середовищі. 4. Показано, що зміна параметрів і вагових коефіцієнтів моделі дає змогу формувати різні конфігурації ме- режі для базового, помірно оптимістичного та прис- кореного сценаріїв без зміни загальної методичної структури. 5. Отримано практичні просторові рішення на прикладі міста Києва та Київської області, які демонструють можливість переходу від сценарного бачення до конкретних рекомендацій щодо розміщення елеме- нтів мережі H₂-заправних станцій. 6. Доведено, що врахування української специфіки ри- зиків – інфраструктурної неоднорідності, обмежень енергосистеми, логістичних і регуляторних чинни- ків – є необхідною умовою формування реалістич- них сценаріїв розвитку водневої заправної інфра- структури. До перспектив подальших досліджень належать уточ- нення параметрів моделі на основі фактичних GIS-да- них, інтеграція економічних показників вартості вироб- ництва і логістики водню, а також розширення підходу на міжрегіональний і транскордонний рівні в контексті європейських водневих коридорів. This paper presents the development of a scientif- ically grounded approach to planning a network of hydro- gen refuelling stations in Ukraine as a key component of hy- drogen mobility development and the low-carbon energy transition. The relevance of the study is driven by the need to move from point-based deployment of individual H₂ refueling stations to the formation of an integrated, spatially connected network capable of supporting market scaling under conditions of limited investment re- sources and increased uncertainty. The study proposes a scenario- and GIS-oriented framework for hydrogen re- fueling network planning that combines hydrogen demand forecasting, multi-criteria spatial assessment of po- tential locations, and a formalized mechanism for network formation. The feasibility of applying a hierarchical network structure of the “core – corridors – periphery” type is substantiated as a fundamental principle of spatial planning. Three baseline scenarios for the deployment of hydrogen refueling infrastructure in Ukraine up to 2035 are analyzed and represented through schematic models of network hierarchy and scenario-dependent network evolution. A mathematical model is developed in which network development is formalized through scenario- dependent parameters accounting for transport demand, effective availability of renewable energy sources for electrolysis, infrastructure readiness, and risk factors specific to Ukrainian conditions. It is shown that the proposed model is suitable for implementation in a GIS environment and can serve as a basis for the creation of an interac- tive hydrogen refueling network map with spatial resolution down to the level of territorial communities. This represents a significant advancement compared to previous approaches limited to regional or oblast-level analy- sis. It is concluded that the proposed scenario-based GIS framework provides a coherent and scientifically substan- tiated vision for the development of a hydrogen refueling station network in Ukraine and may serve as a method- ological foundation for strategic, investment, and spatial planning of hydrogen mobility. In the context of global climate challenges and the urgent need to reduce greenhouse gas emissions, the de- velopment of hydrogen energy is gaining increasing rele- vance. The transport sector, as one of the major contributors to CO₂ emissions, is considered a promis- ing area for hydrogen deployment, which necessitates the development of appropriate infrastructure, including refuel- ing stations for fuel cell electric vehicles. For Ukraine, which possesses significant potential for the development of renewable energy sources (RES) — includ- ing wind, solar, and bioenergy — hydrogen is regarded not only as a decarbonization tool but also as a strategic direc- tion for integration into the European energy space. Ac- cording to the Hydrogen Roadmap Draft Report for Ukraine [1], national objectives envisage the gradual establishment of hydrogen transport infrastructure, including refueling stations. However, the absence of a coordinated spatial planning framework for such infrastructure, along with the underestimation of investment and social risks, constrains its development. Considering international experience, where comprehen- sive models for hydrogen infrastructure planning have al- ready been implemented, there is a clear need to adapt similar approaches to Ukrainian conditions. Such adapta- tion must account for technical, economic, social, and spa- tial factors influencing the feasibility of siting and the de- ployment schedule of hydrogen refueling stations. The development of a scenario-based model for the expansion of this infrastructure would help identify promising oppor- tunities for investors and establish an analytical foundation for strategic decision-making at the national level. Problem Statement. Despite the existence of strategic doc- uments declaring support for the development of hydrogen energy in Ukraine, the issue of establishing refueling infra- structure for fuel cell transport remains unresolved both in technical and spatial dimensions. In global practice, hydro- gen infrastructure planning relies on demand-driven math- ematical models [3], scenario-based modeling, and geospa- tial analysis [3], [4]. For Ukraine, it is essential to adapt these approaches while taking into account its renewable energy potential, transport infrastructure, and socio-eco- nomic specificities. The aim of this study is to substantiate development sce- narios for a network of H₂ refueling stations for road transport in Ukraine based on a systems analysis frame- work, considering the potential for green hydrogen produc- tion, transport accessibility, regional demand, infrastruc- ture preconditions, and existing risks. Particular attention is paid to a mathematical approach for assessing the feasibil- ity of station siting, with the possibility of further visualiza- tion of results within a GIS-based model. The objectives of the study include: − summarizing international experience in spatial planning of hydrogen infrastructure; − identifying key factors influencing the feasibility of constructing H₂ refueling stations in Ukraine; − developing a multi-factor model for assessing regional suitability for infrastructure deployment; − designing three development scenarios for the refueling network (minimal, moderate, and intensive); establishing a methodological foundation for creating an interactive map of investment attractiveness for relevant projects. The proposed approach integrates analytical depth with applied tools and may be useful not only for researchers but also for practitioners, including investors, urban plan- ners, and representatives of public authorities. Literature Review In contemporary scientific literature, the development of hydrogen infrastructure is considered a key component of transforming the transport sector toward a low-carbon fu- ture. In particular, the authors of [5] conducted a compre- hensive review of H₂ refuelling stations, emphasizing the critical interdependence between the growth of the fuel cell vehicle fleet and the expansion of refueling infrastruc- ture. Study [6] analyzes the U.S. experience, focusing on the efficient spatial deployment of hydrogen refueling stations (HRS) with consideration of logistics and traffic density. Re- search [7], in the context of Germany, highlights the neces- sity of coordinating the development of refueling networks with the capabilities of the power system. Similar issues are addressed in Ukrainian scientific publica- tions. In particular, study [8] characterizes the main chal- lenges and directions of hydrogen mobility development in Ukraine, with an emphasis on cross-sectoral infrastructure integration. Special attention should be paid to research published in the journal Vidnovliuvana Enerhetyka (Renew- able Energy), particularly paper [9], which analyzes the de- velopment prospects of hydrogen energy based on renew- able energy sources under conditions of post-war recovery. In the same journal, the author examines the stages of forming a national hydrogen strategy, emphasizing the need to combine technological innovation with state policy in the development of H₂ infrastructure [10]. Among applied studies, publication [11] deserves attention, as it is devoted to the implementation of an autonomous so- lar-hydrogen refueling station for electric vehicles, illustrat- ing the potential of integrating decentralized hydrogen pro- duction with autonomous refueling systems [12]. The review is complemented by European models, such as research on the spatial planning of HRS for bus transport, taking into ac- count access to renewable energy sources [12]. At the same time, a significant contribution to the study of the investment dimension of green hydrogen has been made in works [13, 14], which provide detailed methodo- logical approaches to assessing the investment attractive- ness of hydrogen projects in Ukraine from the perspective of spatial planning, risk analysis, and scenario modeling. These publications serve as the methodological foundation for the development of the GIS-based map and the H₂ refu- eling station deployment scenarios proposed in this study. Thus, both international and domestic research confirm the scientific and practical relevance of the topic. They 241 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика establish the foundation for forming an integrated strategy for the development of H₂ refueling infrastructure in Ukraine, taking into account energy, logistical, infrastruc- tural, and social factors. Main Body of the Study Given the stated objective - substantiating possible scenar- ios for the development of an H₂ refueling station network in Ukraine - it is essential to refer to successful international experience in spatial planning of hydrogen infrastructure. As an example of an effective integrated approach, the model implemented in the state of California (USA), which is one of the leaders in hydrogen mobility development, is considered. In this region, a state-supported program oper- ates to establish a refueling station network designed to meet the needs of several hundred thousand hydrogen- powered vehicles by the end of the current decade. A distinctive feature of the Californian approach is the use of a set of complementary analytical tools. The STIEVE model (Station Siting and Investment Evaluation) enables the iden- tification of optimal locations for H₂ refueling stations based on projected demand, traffic density, population distribu- tion, and transport accessibility. Complementing this, the SERA model (Scenario Evaluation and Regional Analysis) per- forms scenario-based assessments for different regions, tak- ing into account hydrogen production costs and supply logis- tics. In addition, the GOOD model (Grid Optimized Output Distribution) incorporates parameters of the energy infra- structure, particularly the potential use of renewable energy sources to power electrolyzers. An important role in the technical validation and standardization of station perfor- mance is played by the HyStEP tool (Hydrogen Station Equip- ment Performance), which evaluates the operational quality of H₂ station equipment, and the HySCapE model (Hydrogen Station Capacity Evaluation), which assesses the daily dis- pensing capacity of a station. These tools are applied in Cali- fornia to ensure standardized technical validation and com- parability of design solutions [15]. The outcome is an integrated strategic planning system that combines technical, spatial, and economic factors. The proposed models provide a transparent logic for infrastruc- ture development, closely aligned with actual investment plans, including those financed through the California En- ergy Commission. Such experience is of particular interest to Ukraine, where similar tools are not yet widely imple- mented but could be adapted with due consideration of na- tional characteristics of the energy system, transport struc- ture, and spatial development patterns. Taking global approaches to hydrogen infrastructure into ac- count allows for a better understanding of the potential for H₂ refueling station development in Ukraine. However, the implementation of such projects requires an in-depth analy- sis of domestic preconditions, ranging from energy capabili- ties to regulatory frameworks and economic feasibility. From the perspective of energy potential, Ukraine possesses significant prerequisites for large-scale green hydrogen pro- duction via electrolysis based on renewable energy sources. The southern and south-eastern regions (Odesa, Mykolaiv, and Kherson regions) are particularly promising, as large- scale wind and solar power projects have already been de- veloped or initiated there. According to the national Hydro- gen Strategy, adopted on the basis of the 2021 analytical re- port, Ukraine has the potential to produce more than 1 million tons of hydrogen annually by 2030, enabling both ex- port and domestic consumption in transport and industry. From a technological standpoint, Ukraine has qualified sci- entific expertise as well as experience in developing demonstration electrolyzer installations and H₂ refueling modules. These competencies could be rapidly scaled up under conditions of sufficient investment support. Economic and investment factors also demonstrate posi- tive dynamics. Publications [13, 14] confirm the availability of methodological approaches for spatial assessment of the investment attractiveness of hydrogen projects using GIS technologies, enabling the identification of optimal loca- tions for H₂ refueling stations. In particular, such locations include regions with high traffic intensity, intersections of major logistics routes, and proximity to existing or prospec- tive renewable energy sources. The institutional and regulatory environment in Ukraine is currently undergoing active formation. The National Decar- bonization Strategy, the Ukraine Recovery Plan, and the “green” initiatives of the Ministry for Communities, Territo- ries and Infrastructure Development lay the groundwork for stimulating investment in hydrogen infrastructure. Technical standards for H₂ refueling stations are presently being developed in alignment with European norms. This creates opportunities for harmonization with the European market and for attracting international partners, for exam- ple, within the framework of Hydrogen Corridor projects or the EU4Energy initiative. From a social perspective, the growing interest of local communities in the development of energy clusters and eco-transport systems creates favorable conditions for lo- cally driven decisions regarding the deployment of hydro- gen infrastructure. Thus, Ukraine possesses a set of positive preconditions for the development of an H₂ refueling station network. Their effective realization requires the integration of spatial plan- ning, scientific innovation, regulatory support, and public– private partnerships, which form the basis for the subse- quent scenario analysis. Given the identified preconditions, planning the develop- ment of an H₂ refueling station network in Ukraine necessi- tates the application of a scenario-based approach capable of addressing uncertainty in economic, technological, and geopolitical contexts. Such an approach is widely used in international practice (notably in California, Germany, and Japan) to model future infrastructure configurations in ac- cordance with variable input parameters - from the cost of electrolysis to the growth rate of the fuel cell vehicle fleet. Based on the analysis of the literature, this study proposes three baseline scenarios for the deployment of H₂ refueling infrastructure in Ukraine up to 2035 (Fig. 1). 242 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика Fig. 1. Baseline Scenario (Inertial Development) This scenario assumes the gradual formation of hydrogen infrastructure without substantial governmental incentives or large-scale private investments. Refueling stations are established primarily within pilot projects or through inter- national technical assistance programs (for example, as part of post-war critical infrastructure recovery initiatives). The expected scale is up to 15–20 H₂ refueling stations, mainly concentrated in regional centers and in the Kyiv metropolitan area. 2. Moderately Optimistic Scenario (Managed Develop- ment) This scenario presupposes an active role of the state in shaping the regulatory environment, implementing public– private partnership mechanisms, and stimulating domestic demand (for instance, through incentives for municipal transport or logistics companies). It also envisages integra- tion with local renewable energy sources and the develop- ment of regional hydrogen clusters. By 2035, the deploy- ment of up to 80 H₂ refueling stations is considered feasible, covering major transport corridors (Kyiv–Lviv, Kyiv–Odesa, Kyiv–Kharkiv, Kharkiv–Dnipro). 3. Accelerated Scenario (Hydrogen Breakthrough) This scenario is based on the active involvement of foreign investors, rapid adaptation of European standards, and par- ticipation in cross-border initiatives (such as the Central Eu- ropean Hydrogen Corridor, CEHC). It also accounts for the potential expansion of hydrogen-powered transport (passenger cars, heavy-duty vehicles, and buses) driven by decarbonization commitments. By 2035, the deployment of approximately 150–200 refueling stations is envisaged, ensuring relatively uniform territorial coverage across Ukraine and integration into logistics and export chains. The proposed deployment scenarios for the H₂ refueling station network require quantitative substantiation and spatial interpretation, which justifies the application of ge- ographic information systems (GIS) in combination with a multi-factor evaluation model. Such an approach enables the transition from descriptive scenarios to a formalized decision-support tool for investment and management purposes. Within this study, each potential location for an H₂ refuel- ing station is treated as a spatial object characterized by a set of quantitative attributes reflecting the energy, transport, socio-economic, and risk-related features of the territory. The integrated feasibility indicator for station de- ployment at location i can be expressed as a weighted sum: Sᵢ – integrated investment attractiveness index of an H₂ re- fueling station at location i; Xᵢk – normalized positive factors (RES potential, transport accessibility, expected demand, proximity to infrastruc- ture); 243 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика Ri – normalized risk factors (regulatory, security-related, social, logistical); ωk, rj – weight coefficients that vary depending on the se- lected development scenario. In a GIS environment, each factor is represented as a the- matic layer, including: − a green hydrogen production potential layer (based on renewable energy availability and grid access); − a transport intensity layer (highways, logistics corridors, transport hubs); − a demand layer (urbanization level, vehicle fleet size, in- dustrial zones); − an infrastructure readiness layer (existing fuel stations, industrial areas, substations); − a risk layer (security constraints, social factors, regula- tory uncertainties). For each scenario (baseline, moderately optimistic, and ac- celerated), a distinct set of weighting coefficients is de- fined. In the baseline scenario, priority is given to risk mini- mization and the availability of existing infrastructure, whereas in the accelerated scenario greater importance is assigned to transport demand and renewable energy po- tential, even under elevated risk levels. This differentiation results in varying spatial configurations of “priority zones” for investment. The outcome of the GIS-based modeling is a series of sce- nario development maps displaying clusters with high suit- ability for H₂ refueling station deployment. Such maps can serve not only as illustrative material within a scientific publication but also as a practical tool for developing roadmaps for hydrogen infrastructure expansion at both national and regional levels. The proposed approach enables a transition from a qualita- tive description of hydrogen mobility development scenar- ios to a quantitative assessment and spatial specification of decisions. By varying the set of factors and their weighting coefficients within the formula of the integrated index SiS_iSi, a direct linkage is established between strategic market development scenarios for hydrogen transport and specific spatial decisions regarding the placement of H₂ re- fueling stations. This makes it possible to adapt the model to different levels of risk, demand growth rates, and infra- structure availability, which is particularly important under conditions of high uncertainty. To illustrate the differences between scenarios, Table 1 presents an example of key factors and their weighting co- efficients used in calculating the integrated suitability index for H₂ refueling station deployment. As shown in Table 1, the baseline scenario prioritizes risk minimization and the utilization of existing infrastructure, which corresponds to the logic of pilot implementation of H₂ refueling stations under conditions of limited demand. In the moderately optimistic scenario, the weights of the factors become more balanced, and the role of transport accessibility and market demand increases, reflecting the stage of managed network development. The accelerated scenario is characterized by the dominance of demand-re- lated factors and renewable energy potential, while the in- fluence of risks is significantly reduced, consistent with large-scale investment logic and Ukraine’s integration into international hydrogen corridors. Thus, varying the weighting coefficients within the GIS- based model enables the formation of different spatial con- figurations of the H₂ refueling station network while main- taining a unified methodological framework. This makes the proposed approach a universal tool for analyzing in- vestment attractiveness, supporting strategic planning, and preparing roadmaps for hydrogen mobility development in Ukraine. 244 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика To further detail the proposed approach, the methodology was tested at the level of the city of Kyiv, which is considered a key node in the potential development of hydrogen mobil- ity in Ukraine. Kyiv is characterized by high transport inten- sity, a significant concentration of consumers, developed en- gineering infrastructure, and strong logistical connections at both national and international levels, making it a priority area for investment in H₂ refueling infrastructure. Within the study, five conditional candidate zones for H₂ re- fueling station placement were identified, representing dif- ferent types of urban space: transport hubs, industrial ar- eas, peripheral districts, and logistics concentration zones. Each of these zones was assessed using the developed multi-factor model. Initial locations selected for evaluation (Kyiv): − Ring Road (western section) − Left-bank industrial and logistics hub (Darnytskyi district) − Southern entrance to the city (Stolychne Highway area) − Northern logistics hub (Obolon – Vyshhorod direction) − Sviatoshyn industrial zone The assessment was carried out under the moderately op- timistic scenario using the integrated index formula: Table 2. The western section of the Ring Road demonstrates the maximum value of the integrated index (Si=0.47), which can be explained by the combination of very high traffic in- tensity, access to engineering infrastructure, and the capac- ity to serve both urban and transit transport flows. The southern entrance to Kyiv (Stolychne Highway) ranks second in priority and may be considered an optimal loca- tion for the first phase of investment. Industrial and logis- tics zones on the left bank of the city should be included in subsequent stages of network deployment, with a focus on freight and municipal transport applications. Thus, the proposed methodology enables the transition from general hydrogen mobility development scenarios to specific investment decisions at the city level, ensuring a transparent and quantitatively substantiated logic for se- lecting locations for H₂ refueling stations. Within the GIS environment, the results may be presented as a heat map or ranking layer, where zones with Si>0.45 are classified as priority investment areas, zones within the range of 0.40–0.45 as medium-priority areas, and lower val- ues as reserve territories for subsequent phases of network expansion. For different scenarios (baseline, moderately optimistic, and accelerated), only the weighting coefficients of the factors are modified in the GIS model, while the spatial lay- ers remain unchanged. This enables comparative analysis of scenarios through the overlay of thematic maps and al- lows the identification of territories that remain consist- ently attractive for investment, as well as zones sensitive to changes in market or regulatory conditions. Accordingly, the use of GIS provides a practical linkage be- tween strategic hydrogen mobility development scenarios and specific spatial decisions, transforming the results of scientific analysis into a format suitable for investment planning and the development of hydrogen infrastructure roadmaps. Taking into account the conducted scenario-based and GIS analysis, the development of H₂ refueling infrastructure should be considered not as the placement of isolated sta- tions, but as the formation of an integrated network capa- ble of ensuring continuity of hydrogen transport routes and enabling the scaling of the hydrogen mobility market. The proposed approach envisages a hierarchical structure of the H₂ refueling station network comprising three func- tional levels. The core of the network consists of hub refu- eling stations located in major urban agglomerations and logistics centers (Kyiv and large regional capitals), which en- sure baseline demand and form the initial market. The sec- ond level includes corridor-based stations positioned along main transport highways and international routes, provid- ing network connectivity and enabling interregional 245 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика transport. The third level is formed by local or specialized stations oriented toward municipal, industrial, or commer- cial transport applications. Within the baseline scenario, network development is lim- ited to forming the core with the minimum required num- ber of hub stations. The moderately optimistic scenario en- visages the expansion of the core through corridor elements, thereby ensuring initial network connectivity at the national level. The accelerated scenario focuses on the full-scale establishment of a multi-level network with high territorial coverage and integration into European hydro- gen transport corridors. Thus, the GIS model and the multi-factor evaluation framework are applied not only for selecting individual locations but also as a tool for planning the overall net- work configuration, determining deployment stages, and setting investment priorities. This makes it possible to move from isolated investment decisions to a strategic vi- sion of hydrogen refueling infrastructure development in Ukraine. Based on the scenario analysis and GIS modeling, the de- velopment of the hydrogen refueling station network should be considered as a hierarchical spatial-functional system formed in stages and ensuring the scalability of the hydrogen mobility market. Within this framework, the H₂ refueling network is structurally divided into three interrelated levels: core, corridors, and periphery (Fig. 2). Fig. 2. Schematic representation of the hierarchical structure of H2 gas stations The core of the network is formed in large urban agglomera- tions and logistics hubs characterized by the highest concen- tration of transport demand, advanced engineering infra- structure, and institutional readiness. These hub refueling stations act as “anchors” of the network, ensuring baseline demand and creating the initial conditions for the commer- cial deployment of hydrogen-powered transport. In the Ukrainian context, the network core includes Kyiv and other major regional centers, where the integration of urban, mu- nicipal, and freight hydrogen transport is feasible. The corridor level of the network encompasses refueling stations located along major national and international transport highways. Their primary function is to ensure spa- tial connectivity and enable interregional and transit trans- portation. Corridor stations connect the network cores, forming continuous hydrogen routes and playing a critical role in the development of heavy-duty and intercity fuel cell transport. The peripheral level consists of local or specialized H₂ refu- eling stations oriented toward specific demand segments, such as municipal transport, industrial clusters, ports, logis- tics hubs, or regions with emerging but not yet fully devel- oped markets. Peripheral elements serve as an adaptive layer of the network, allowing gradual expansion of cover- age without excessive initial investment. This three-tier approach ensures flexible planning of the H₂ refueling network, where the GIS model is used to identify specific locations at each level, while scenario analysis de- termines the pace and sequence of deployment. In the baseline scenario, the network core is primarily estab- lished; in the moderately optimistic scenario, corridor 246 Відновлювана енергетика. № 1/2026 | Гідро-воднева енергетика connectivity is added; and in the accelerated scenario, full- scale deployment of all three levels is envisaged. Further detailing of the proposed approach is achieved by adapting the hierarchical H₂ refueling network scheme to specific development scenarios. Figure 3 presents three al- ternative network configurations corresponding to the baseline, moderately optimistic, and accelerated scenarios, reflecting different levels of spatial coverage and functional maturity of the hydrogen infrastructure (Fig. 3). Hierarchy of development of the H2 gas station network according to different scenarios In the baseline scenario, the network is formed primarily around hub elements — the core — located in the largest urban agglomerations and logistics centers. Such a configu- ration is oriented toward launching pilot projects, generat- ing initial demand, and minimizing investment and regula- tory risks. At this stage, spatial connectivity between individual network elements remains limited, while corri- dor and peripheral stations have a fragmented character. The moderately optimistic scenario envisages a transition from point-based development to the formation of a con- nected network through the deployment of corridor ele- ments along major transport routes. In this case, network cores are interconnected by hydrogen corridors, enabling intercity and interregional transportation and creating the preconditions for scaling the hydrogen transport market. Peripheral elements at this stage play a supportive role and are concentrated in areas with stable or forecasted de- mand. In the accelerated scenario, a fully developed multi-level network is established, in which the core, corridors, and pe- riphery function as an integrated system. Such a configura- tion ensures a high level of spatial coverage, route redun- dancy, and adaptability of the network to growing hydrogen transport demand. Peripheral refueling stations in this case become an important element of network expansion, oriented toward specialized segments — munic- ipal, industrial, or logistics transport. Thus, the presented series of schemes clearly demonstrates the evolution of the H₂ refueling network from an initial nodal structure to an integrated spatial-functional system. This underscores that scenario analysis combined with GIS modeling makes it possible not only to justify the placement of individual refueling stations, but also to formulate a com- prehensive vision for hydrogen infrastructure development, taking into account phased implementation, investment ca- pacity, and strategic decarbonization objectives. The formation of the H₂ refueling station network under different hydrogen mobility development scenarios is pro- posed to be based on a combination of scenario-based de- mand forecasting, multi-factor spatial assessment, and ele- ments of an optimal infrastructure location problem. Network for- mation is carried out by selecting a set of locations Yi,t∈{0,1} that maximizes coverage of the projected demand and en- sures corridor connectivity between hub elements of the network under budgetary, infrastructural, and spatial con- straints. Within the GIS environment, this is implemented as a com- bination of a demand coverage problem and a corridor planning task, resulting in a scenario-dependent network configuration of the “core – corridors –periphery” type, suitable for further visualization and application in invest- ment and spatial planning of hydrogen infrastructure de- velopment in Ukraine. The Ukrainian specificity of H₂ refueling network develop- ment is incorporated into the model through a system of risk coefficients reflecting infrastructural, regulatory, and security constraints, as well as the uneven development of energy and transport hubs. This enables the adaptation of scenario planning and GIS modeling to the ongoing trans- formation of Ukraine’s energy sector. The proposed study aims to bridge the gap between gen- eral hydrogen energy development strategies and the prac- tical tasks of spatial planning for hydrogen mobility infra- structure. Unlike most existing studies, where hydrogen refuelling stations are considered as isolated infrastructure objects, this article emphasizes the formation of an H₂ re- fueling network as an integrated spatial-functional system that develops in stages and depends on demand scenarios, investment capacity, and risk factors. The scientific novelty of the study lies in combining scenario analysis of hydrogen mobility development with a GIS-ori- ented multi-factor model for refueling network planning adapted to Ukrainian conditions. A formalized mechanism is proposed for translating strategic scenarios into specific spatial decisions, simultaneously accounting for demand forecasts, transport connectivity, energy constraints, infra- structure readiness, and regional risk specifics. A distinctive feature of the approach is the application of a hierarchical “core–corridors–periphery” network structure as a funda- mental planning principle, ensuring scalability and adapta- bility of the network over time. Based on the conducted research, the following general- ized conclusions can be formulated: Conclusions The proposed scenario- and GIS-oriented approach provides a scientifically grounded framework for the formation of an H₂ refueling station network in Ukraine and may serve as a methodological basis for strategic and investment planning of hydrogen mobility development. 1. It has been demonstrated that planning hydrogen refueling infrastructure at the level of an integrated network is methodologically more justified than point- based placement of isolated facilities, as it ensures spatial connectivity, phased deployment, and infrastructure scalability. 2. The feasibility of applying a hierarchical “core– corridors–periphery” network structure as a fundamental principle of scenario-based planning for H₂ refueling station development in Ukraine has been substantiated. 3. A scenario-oriented mathematical model for planning the H₂ refueling station network has been developed and formalized. The model integrates demand forecasting, multi-factor suitability assessment, and spatial constraints related to coverage and transport connectivity, with the possibility of implementation within a GIS environment. 4. It has been shown that modification of model parameters and weighting coefficients enables the formation of different network configurations for baseline, moderately optimistic, and accelerated scenarios without altering the overall methodological framework. 5. Practical spatial solutions have been obtained using the case study of Kyiv and the Kyiv region, demonstrating the feasibility of transitioning from scenario-based vision to concrete recommendations regarding the placement of H₂ refueling network elements. 6. It has been proven that accounting for Ukrainian- specific risks — including infrastructural heterogeneity, power system constraints, logistical limitations, and regulatory factors — is a necessary condition for developing realistic scenarios of hydrogen refueling infrastructure expansion. Future research perspectives include refinement of model parameters based on empirical GIS data, integration of economic indicators related to hydrogen production and logistics costs, and extension of the proposed approach to the interregional and cross-border levels in the context of European hydrogen corridors. This paper presents the development of a scientifically grounded approach to planning a network of hydrogen refuelling stations in Ukraine as a key component of hydrogen mobility development and the low-carbon energy transition. The relevance of the study is driven by the need to move from point-based deployment of individual H₂ refueling stations to the formation of an integrated, spatially connected network capable of supporting market scaling under conditions of limited investment resources and increased uncertainty. The study proposes a scenario- and GIS-oriented framework for hydrogen refueling network planning that combines hydrogen demand forecasting, multi-criteria spatial assessment of potential locations, and a formalized mechanism for network formation. The feasibility of applying a hierarchical network structure of the “core – corridors – periphery” type is substantiated as a fundamental principle of spatial planning. Three baseline scenarios for the deployment of hydrogen refueling infrastructure in Ukraine up to 2035 are analyzed and represented through schematic models of network hierarchy and scenario-dependent network evolution. A mathematical model is developed in which network development is formalized through scenario-dependent parameters accounting for transport demand, effective availability of renewable energy sources for electrolysis, infrastructure readiness, and risk factors specific to Ukrainian conditions. It is shown that the proposed model is suitable for implementation in a GIS environment and can serve as a basis for the creation of an interactive hydrogen refueling network map with spatial resolution down to the level of territorial communities. This represents a significant advancement compared to previous approaches limited to regional or oblast-level analysis. It is concluded that the proposed scenario-based GIS framework provides a coherent and scientifically substantiated vision for the development of a hydrogen refueling station network in Ukraine and may serve as a methodological foundation for strategic, investment, and spatial planning of hydrogen mobility. Статтю присвячено розробленню науково обґрунтованого підходу до планування мережі водневих заправних станцій в Україні як складової розвитку водневої мобільності та реалізації цілей низьковуглецевого енергетичного переходу. Актуальність дослідження зумовлена необхідністю переходу від точкового розміщення окремих H₂-заправок до формування цілісної мережі, здатної забезпечити просторову зв’язність, поетапність розгортання інфраструктури та масштабування ринку транспорту на паливних елементах за умов обмежених інвестиційних ресурсів і підвищених ризиків. У роботі запропоновано сценарно-GIS-орієнтований підхід до планування мережі H₂-заправок, який поєднує прогнозування попиту на водень, багатофакторну оцінку придатності потенційних локацій та формалізований механізм формування мережі. Обґрунтовано використання ієрархічної структури мережі типу «ядро – коридори – периферія» як базового принципу просторового планування. Розглянуто три базові сценарії розгортання H₂-заправної інфраструктури в Україні до 2035 року та показано їх відображення у вигляді схематичних моделей ієрархічної структури та сценарної еволюції мережі. Запропоновано математичну модель, у межах якої розвиток мережі формалізовано через сценарно залежні параметри, що враховують транспортний попит, ефективну доступність відновлюваних джерел енергії для електролізу, інфраструктурну готовність та специфічні для України ризикові чинники. Показано, що модель придатна для реалізації в GIS-середовищі та може бути використана для формування інтерактивної карти мережі H₂-заправок з деталізацією до рівня територіальних громад, що істотно розширює просторову глибину аналізу порівняно з наявними підходами, обмеженими рівнем областей. Узагальнено, що запропонований сценарно-GIS-орієнтований підхід забезпечує науково обґрунтоване бачення формування мережі H₂-заправних станцій в Україні та може слугувати методичною основою для стратегічного, інвестиційного й просторового планування розвитку водневої мобільності.
