The simulation uses a model of shared decision-making for aggregation benefits that choosing individuals, which is modified for the conditions of the problem. With using of this, it is proposed the functional model of cooperation between government agencies and the media in emergency situations with the use of feedbacks for the normalization of public opinion. The algorithm for functioning of such model is described. Fig.: 3. Refs: 10 titles. Сформулирована задача о взаимодействии государственных структур и СМИ с целью эффективной деятельности перед и во время чрезвычайных ситуаций. Моделирование выполнено с использованием модифицированной для условий задачи модели принятия совместного решения для агрегации преимуществ, которые выбирают отдельные люди, что позволило предложить функциональную модель взаимодействия государственных структур и СМИ в условиях чрезвычайных ситуаций. Она включает использование системы негативных обратных связей для нормализации общественного мнения. Описан алгоритм функционирования такой модели. Ил.: 3. Библиогр.: 10 найм. Поставлено задачу про взаємодію державних структур і ЗМІ з метою ефективної діяльності перед і під час надзвичайних ситуацій. Моделювання виконано з використанням модифікованої для умов задачі моделі прийняття спільного рішення для агрегації переваг, які вибирають окремі люди, що дозволило запропонувати функціональну модель взаємодії державних структур і ЗМІ в умовах надзвичайної ситуації. Вона включає використання системи негативних зворотних зв’язків для нормалізації суспільної думки. Описано алгоритм функціонування цієї моделі.
