These properties include: operational readiness for command and control (C2) activities; operational responsiveness of the system; completeness of information support; reflexivity of control processes; rationality (optimality) of management processes; communicativeness of control processes over troops and weaponry; controllability of command and control activities; and system survivability. The dependence of the effectiveness of distributed automated organizational control systems on their survivability is substantiated. The following aspects of survivability are distinguished: functional, structural, informational, cybernetic, operational, and technical survivability of distributed automated systems for organizational control over forces and assets. It is emphasized that the survivability of such systems primarily depends on the survivability of their subsystems and components, as well as on the degree of their protection, resilience, adaptability, continuity, and concealment of command and control processes over troops and weapon systems. It is indicated that ensuring the required level of survivability of distributed automated organizational control systems is a continuous and purpose-driven process throughout the entire lifecycle of the system. This process requires the development of an integrated survivability support system. The study formulates indicators of the effectiveness (quality) of such an integrated survivability support system, grounded in prior experience in the survivability of C2 systems and in the specific properties of distributed organizational control systems. The proposed effectiveness (quality) indicators allow for the identification of the infrastructure, networks, subsystems, objects, and components of the integrated survivability support system that can ensure the required level of survivability of distributed automated organizational control systems under specified resource constraints.
